World Zomi Convention Timeline

First World Zomi Convention, 1988
Zomi National Congress of Manipur under the leadership of Pu T Gougin, and the People's Convention of Mizoram under Brig T Sailo, jointly organised the First World Zomi Convention. This most emotional of Zomi gathering so far, was held at Champhai from May 19-21, 1988 and was attended by representatives from all Zomi inhabited areas of the world. The delegates resolved to form a loose political forum called the "Zomi Re-Unification Organisation" (the name 'Zomi' was subsequently replaced with 'Zo' omitting 'mi', in 1991, thus ZORO).

The organisation rekindled hopes to the Zomi Nationalists who had been crying to integrate with their brethren living on the other side of the existing international boundaries. However, the organisation gradually lost its mass appeal once the constituent party, ZNC and PC, fought State Elections in Manipur and Mizoram respectively. This was against the Charter of Agreement, 1988 and led to another vacuum in the process of Zomi Re-unification.

2nd World Zo People Convention, 1991
This convention was held in 1991 at Vanapa Hall, Aizawl after ommitting 'mi' from the word "Zomi" by ZORO.

3rd World Zo People Convention, 2013
The Third World Zomi Convention or World Zo People Convention will be held at Lamka khopi on 25-27 Oct 2013 under the initiative of Zomi Council.

Trivial diversities are not the question, but consciousness of one's identity, culture and the undying love for one's pathetic fatherland. While the present reunification keeps wheeling on, 'individualistic' culture should be checked and redressed lest it slowed down the process of constructing a stronger reunification. Rather there should be equal and spacious room to accommodate each tribe or clan. Indeed, geographical boundaries and distances; opposing ideologies and, slim diversities of cultures and dialects should not be allowed to break the tie of blood! It is, therefore, felt imperative to convene another convention to discuss these internal social and cultural problems and issues so as to find out better directions [either from theological approach or socio-cultural reconstruction/review, or from both] to strengthen the on-going geo-political reunification of the Zomis. Eyeing these issues the Zomi Council, General Headquarters is obliged to convene the 3rd World Zomi Convention from 25th -27th October, 2013 at Lamka, Manipur, India in pursuing of its Assembly Resolution No. 8, dated 23rd April 2013 held at Lamka, Manipur, North East India (India)

Oscar Fernandes, Ibobi Singh to attend 3rd World Zomi Convention

Lamka, Manipur, September 5, 2013
With an aim to bring awareness, the Zomis or the Zo people settling at various parts around the globe will converge at the 3rd World Zomi Convention at Lamka, Churachandpur District, Manipur between the 25th -27th of Oct. 2013 under the theme, "…marching on…" and then reason together on the means to be followed in order to make them stand more united in the face of the challenges generated by technological advancement, said a press statement issued by Paulianmung, Coordinator, Information & Publicity Dept.
The statement said Union Minister of Surface Transport Oscar Fernandes, Chief Minister of Manipur Okram Ibobi Singh and his Cabinet Members including those of the MLAs/Ministers and high ranking officials from the Zo descendants have confirmed their participation as Chief Guest and in various other capacities.
As decades of tireless efforts put in by patriotic-socio-political leaders among the Zo People gain momentum, the 1st World Zomi Convention was made possible to take place at Champhai in Mizoram, India, between May 19th – 21st 1988. Three years later, on June 17th – 18th 1991, it was, for the Second time organized at Vanapa Hall at Aizawl. However, the visions of the great leaders are yet to be realized and much is needed to be done in this respect.
The programme will get started from Lamka Public Ground, Hiangtam Lamka and winded up there in a grand concluding function. During observation of the programme, various cultural dances will be showcased by troops of various tribes in addition to another item of cultural exchanges programme which will be participated by troupes of various tribes and communities. A fellowship under the theme, "Be a Blessed Nation", will be held during the night at selected churches and another interesting features of the convention will be the singing of a "Halleluijah Chorus" in unison by a conglomerate of selected choir singers from various churches. On top of that, a seminar under various topics will be conducted by scholars and intellectuals who have a vast knowledge in the field at YPA Hall, Hiangtam Lamka.
During the convention a traditional heritage house will be set up and inside it a different traditional costumes, clothes and other wearing in addition to traditional tools and implements of the Zo people will be deposited and displayed. This is done with an aim to make the Zo descendants realise of their pristine traditions and glory and thereby drawing them closer to each other. This is the motive behind the observations of 3rd World Zomi Convention, the statement added.

ZORO snubs 3rd World Zomi Convention

KANGGUI, Aug 19, 2013 [TSE] --- The ZoRO (Zo Re-unification Organization) has decided not to take part in the 3rd World Zomi Convention/3rd Global Zo People Convention to be organised by Zomi Council of Manipur.

according to ZoRO general HQs, Aizawl (Mizoram) the Convention being organised by the Zomi Council of Manipur is not sponsored by the ZoRO.

ZoRO said that the Peoples' Conference Party of Mizoram and Zomi National Congress Manipur jointly hosted the 1st World Zo Reunification Convention on May 19 and 20, 1988 at Champhai in Mizoram which is always called "Zo Khawpui", where the generic name 'Zo' coined by different writers was deliberated for naming the Zo nation and hence instituted "Zo Reunification Organization" for their social, cultural, economic, spiritual and political affinity.

Different Zo-folks from different parts of the world also adopted a joint resolution to unify all the Zofate (sons of Zo) within the Constitution of India in the Convention, the ZoRO HQs said.

It further informed that the Zofate (Sons of Zo) are under tripartite divisions of India, Myanmar and Bangladesh since the British period.

Realizing that it is the UNO where to put up their aspiration for reunification and not within the framework of Indian Constitution taking into account that it is not appropriate to put up the issue from one country under the supervision of one political party, they resolved to sustain the issue under the banner of NGO.

Consequently the 2nd World ZoRO Convention was convened at Vanapa Hall, Aizawl in July 1991 where a fresh ZoRO (Zo Reunification Organization) was constituted thereby keeping it aloof from any political party keeping in mind the decision of the Chin-Lushai Conference of 1892 at Fort William in Kolkata.

Hence, the ZoRO, acting from different angles as an independent organization for reunification of all Zofates participated in sessions of the World Indigenous Peoples under the auspices of UN namely UNWGIP, UNPFII, EMRIP and other seminars and training conducted in respect of the rights of the Indigenous Peoples of the World.

It continues to participated in such sessions from 1999 till date. Therefore ZoRO does not feel it imperative, as of now, to conduct convention of all Zofates since it finds no other compelling issues, said the ZoRO General HQs.

Assam Rifles raided ZRA president’s residence in Manipur

Churachandpur, July 5, 2013 --- The 30th Assam Rifle raided the residence of the president of the Zomi Re-Unification Organisation (ZRO), Thanglianpau Guite on the early morning of July 3 here in Dorcas Veng, New Lamka, about 60 kms away Imphal

The Assam Rifles which were posted in Koirengei, Imphal came into Lamka town and ransacked the chief's house damaging a computer and some furniture at around 3 am on July 3. When the incident occurred the ZRO supremo was not present but 11 of his family members including children were present.

Protesting against the alleged brutal acts of the Assam Rifles and the pending political talks between the Central Government with the two groups -- Kuki National Organisation (KNO) and United Peoples Front (UPF), a public rally has been carried out today in Lamka town by the Zomi Students Federation (ZSF), Hmar Students' Association (HSA) and Kuki Students' Organisation (KSO).

ZRO is the political wing of Zomi Revolutionary Army (ZRA) which is one of the signatories of Suspension of Operation (SoO) with the Government.

The ZRO clarified that ZRO is strictly abided to SoO ground rules and believes that SoO will usher a lasting solution to the age-old political problems. The ZRO is strongly committed to the hard-won peace arrived at between the Government and ZRO.

"Raiding the residential complex of ZRO president by the 30th Assam Rifles is a sinister deploys to derail the peace process by some disgruntled security personnel. The ZRO demands that the 30th AR should clarify and make necessary apology to the ZRO for their act of misadventure.  If the security forces are not interested in peace and tranquility let their stand be loud and clear," ZRO said.

Zomi Youth Association (ZYA) also condemned the Assam Rifles and asked for clarification of the motive behind raiding the residential complex of the president of ZRO.

Meanwhile condemning the indisplined and ungentle men act of the so-called 'Friends of the Hill People' in the strongest term, Churachandpur District Students' Union (CDSU) urge to all responsible citizens of India to avoid such act as violating the laid down rules which perturbs the peaceful settlement of the people.

It is unfortunate, inspite of the ongoing Suspension of Operation between the United People Front (UPF) and the Govt. of India, that the 30th Assam Rifles ransacked the residence and threatened the family of the General Secretary of UPF is a staunch violation of the ground rule of the So0 between the two parties, CDSU stated.

The act of 30th AR reflects the lack of commitment and sincerity on the part of the government towards SoO agreement and also to their political aspiration of the tribal within the state, ZSF said.

Over 300 houses destroyed in CCpur storm

Lamka [Manipur], May 5, 2013 [The Sangai Express]: Three days after a destructive windstorm hit the district, it has been now evident that no part of the district was spared by the spell of triple storms with latest reports indicating that houses destroyed by the storm would be well beyond 300.

On the night of May 1 a strong gale hit the district and a day later, on May 3, a another spell of hailstorm again hit the district causing immense devastation, much more than it was initially assumed.

Addressing the Press at his chamber, ADC Chairman Langkhanpau Guite said over 74 houses were destroyed and at least 69 of them beyond redemption in New Lamka's Khominthang area alone.

The Chairman said 23 houses were destroyed in V Munhoi village, another 4 in Kanan Veng, 34 at New Lamka, 28 at Rengkai, 18 at Lungthul in Thanlon sub-division, 3 in P Sezol under Henglep sub-division along with the community hall, 7 in Suangpek also in Thanlon sub-division, 3 in Kotlian, 12 in Senvon and 11 in Parvachawm both located under Tipaimukh sub-division, 25 or so in Saikot area, 13 in Mission Veng, 14 in Saiton area, 31 in B Vengnom area including a Sunday School and a school at New Boljang, 9 totally and 15 partially damaged at Zenhang Lamka area and a Church at Pherzawl in Tipaimukh sub-division.

He also said that 5 schools; Thenmol JB School, Seilal Veng JB School, Lhangmol JB school, Tuithapi JB School, and Sanglel JB School all run by the ADC were damaged by the triple storms but nevertheless cited that flouting of construction quality norms as one of the main reason for the damage.

'Most of the schools have no iron rods on the pillar or has no pillar at all. The pillar portion were just coloured in a fashion that it appears to be an authentic pillar but without a proper pillar there,' he said adding it would be pertinent for all those involved in constructing such building to hold a soul searching and that similar practices were not repeated in future. He however did not mention any form of penalty that will be initiated against the contractors that flouted the construction norms.

Data available with the District Disaster Management Committee indicated that about 150 houses were completely devastated while about two times the number to be partially damaged. The number however would continue to increase as reports from some interior area were still awaited.

Three relief camps were set-up to accommodate the families whose belonging are completely shattered. Two of the camps are located at Khominthang with the local MDC and Executive Member ADC and incharge of Education M Gouzamang Guite bearing all the burden of running the camp. Another camp was set-up at B Vengnom by MDC Khaipao.

At PT Sports complex, one of the relief camps that housed about 31 families 23 year-old mother of one slept on a hostel bed her leg bandaged for the wound she received while trying to flee from her falling house. Recalling her ordeal she said she was cooking when the hailstorm struck early yesterday.

Suddenly their houses collapsed and its roof blown-off. While trying to escape, the cooking oil she had heated to fry her morning meal pour-on her leg causing her immense injury. It was only after the intervention of the local MDC that she was taken to hospital for treatment.

'The loss we have suffered made me numb and careless; I could not afford to care myself. All my concern was for my baby boy who turned one and a half years old. He has fever and how on earth could I care to get myself admitted at the hospital,' she told The Sangai Express today. When asked about her future plans, all she could said was 'I don't know.' Her husband a daily labourer she said was working to assemble something their family could restart their life with out of the rumble from from their devastated and rented house.

She was treated of her wound today with the insistence of the local MDC. When contacted the MDC also in-charge of Education said he has rope in the services of SSPP, the Paite Students' Welfare Association to help the victims out but will bear all the expenses himself. He said he had instructed the SSPP to collect the data of all those kids in the relief camps who lost their text book and assured that he will arrange a new set of books for all of them. 'The calamity is beyond our control but I want my people to be assured that I will left no stone unturned to restore their life and education with whatever means that was available before me,' he said with a matter of serenity.

The eldest son of Health minister Phungzathang Tonsing, Khanthang Tonsing and his sister have also conducted a spot visit of about a hundred houses destroyed by the storm yesterday and bearing the heavy rain. The Deputy Commissioner and Chairperson the district disaster management committee Jacintha Lazarus is out of stationed attending a training course at Mussourie but we are trying our best to fill the gap and present a reasonable response to the calamity, said an official.

It is also learnt that MLAs from the district including TN Haokip, Vungzagin Valte and Ginsuanhau have rushed to their respective constituencies along with relief materials.

Manipur: ZRO spells out UPF’s aspiration

Imphal, March 18, 2013 [TSE] --- Zomi Revolutionary Organisation (ZRO) has made it clear that the political aspiration/demand of the UPF is to create an autonomous hill State within the State of Manipur without affecting its territorial integrity.

Notably, UPF and KNO are two conglomerates of Kuki armed groups which are under tripartite SoO pact involving the Government of Manipur and the Government of India.

ZRO/ZRA is a constituent member of the UPF. The other members are KNF, KRA (U), ZDF, HPC (D) and ZRF.

Speaking to media persons at Churachandpur today, ZRO/ZRA external affairs secretary Calvin and home secretary Khuptang decried that the tripartite peace process is too slow.

One of the foremost demands put forward from the side of UPF for the political dialogue is creation of an autonomous hill State within Manipur without compromising its territorial integrity under which there can be a separate administration for the hills.

The UPF has already submitted memorandum to the Government of India as well as the Government of Manipur highlighting its political demands which would encompass all the six Autonomous District Councils.

However, the peace process is making little progress and it is not desirable at all, they said.

Claiming that ZRO alone has more than 400 cadres, Calvin and Khuptang informed that around 100 cadres are staying in the Mulvai designated camp while the remaining cadres would be housed at the designated camp being constructed near Thanlon. Arms and ammunition of the cadres have not been handed over to the Government rather they are kept in safe store with double-locking system.

They further confided that they found it hard to manage daily affairs with the meagre Rs 3000 given by the Government to their cadres as monthly stipend.

As of now, the Government has not made any arrangement to impart vocational training to the cadres stationed in the designated camp.

"We would wait and see what kinds of trade Government would take up for vocational training and it is also essential to ascertain what the cadres want for their vocations", they said. On being asked about the recent spurt in drug smuggling activities, the rebel leaders claimed that abuse of drugs has gone down considerably in Churachandpur district following a ban imposed by the party.

ZOMI NAM NI: Zomi Conclave on the “Challenges and Opportunities

INVITATION for Zomi Conclave (Feb 19) and Zomi Nam Ni (Feb 20)

Dear Sir/Madam,

We are glad to inform you that the Zomi Youth Association (ZYA), Delhi Region is organizing Zomi Conclave on the "Challenges and Opportunities", to be held on the 19 February 2013, from 10:30 am to 4:30 pm, at Committee Room, SSS—I Building, Jawaharlal Nehru University, New Delhi—110067 (copy of program attached). This conclave is organized as a part of the Zomi Nam Ni (Zomi National Day) celebration on the 20th February 2013 in Delhi.

The conclave is organized to deliberate upon the unsolved inherent problems facing the Zomi historically as well as politically, even though they have been living in their ancestral homeland even before and after they came into contact with pre-colonial,  colonial, and its legatees —post colonial states. They never had a chance to decide for themselves.

Although, the Zomi were variously named Kuki or Chin in different contexts of use, many external observers easily recognized the cultural commonality of the Zomi stock: this is an internal claim consistently made by the people themselves. The name Zomi has been widely regarded by various groups as their [ethno-] national name, as it has a primordial tinge. Imposed names of the colonial era such as Kuki and Chin are regarded by various groups as not coterminous with the entire Zomi, as both of them have parochial connotation—Chin for Burma section and Kuki for India and Bangladesh section—resulting from the direction of their encounter with the British colonizers. As a community the liberal concept of "self-determination" resonates with them ever since the declaration of UN charter, to deal with the colonial legacy that undermines their national survival.

For the Zomi, the concept of tribe has been problematic, as it is crisscrossing or overlapping with the traditional group system, which is clan. In other words, tribe, the legal social identity and clan, the traditional identity based on common decent are not coterminous. "Tribe" was a core concept of colonial modernity; it equally served the bureaucratic needs of the post-colonial state to better target its affirmative action. The "colonial tribe" got a new lease of life in the state laws of new nation-states, and it even achieved constitutional sanctity in India as "scheduled tribe." Thus, this legal category served as the main source of identity for indigenous peoples since the 1950s, which unnecessarily segmented the Zomi into various tribes based on dialects.

In spite of the names, such as Kuki and Chin, which were imposed upon them externally from various directions—Kuki from India side and Chin from Burma (Myanmar), the Zomi were always clubbed together by colonial ethnographers, administrators, military officers, etc., in their writing as one entity. This realization led British colonizers to organize the Chin-Lushai Conference at Fort William in 1892.

This conclave it to reflect as to why the Zomi were always clubbed together, inspite of various names imposed upon them, by various writers? Or, why they regarded themselves as a people? The answer, perhaps, is the same: it is because of the shared cultural, linguistic affinity, etc. If these are which binds them together, then what do the existing various organizations (including the tribe based philanthropic organization) within the Zomi have been propagating? Have their activities contribute for better unity and solidarity among the Zomi? Or, are they serving as a vehicle for the perpetuation of segmentation and division emanated as a result of their confrontation with the British colonizers, which was adopted by the colonial legatees—the post colonial states?

This conclave is organized to deliberate upon the various challenges facing the Zomi locally and internationally and identify the opportunities appropriates solutions.

We are looking forward for your participation in the seminar and symposiums in this one day conclave.

With warm regards,
