Kuki CSO Ukhrul Condemns ‘Foreign Aggression’ Claims

Press Statement

The Kuki CSO Working Committee, Ukhrul strongly condemns the misleading and inflammatory narrative circulated by the Meitei Alliance regarding the incidents reported in Kamjong district on 7th May 2026. The statement issued by the organisation is based on unverified allegations, speculative assertions, and deliberate attempts to communalise and internationalise a sensitive security situation without credible evidence.

It is deeply irresponsible to repeatedly propagate the narrative of “foreign aggression” and attribute the incident to Myanmar-based Kuki militant groups when even the Hon’ble Home Minister of Manipur, Shri Govindas Konthoujam, after personally visiting the affected villages, clarified that the term “foreign aggression” was not mentioned in the official reports submitted to the Government.

At the same time, various claims circulating regarding cross-border attacks, drone warfare, and large-scale foreign incursions remain contested and have not been independently substantiated through any transparent public investigation. While certain reports alleged the involvement of KNA-B cadres, contradictory accounts and competing narratives continue to emerge from different stakeholders and agencies.

The Committee further condemns the misinformation propagated by NSCN-IM and Eastern Flank sympathisers in Kamjong and Ukhrul districts in an attempt to deliberately misrepresent attacks on Kuki villages while concealing prevailing ground realities. Such propaganda is clearly aimed at manipulating public perception and generating hostility between communities.

The continued silence surrounding the burning of the Kuki village of Lanchah in Kamjong district has further exposed the selective approach adopted toward violence against Kuki communities. Despite the seriousness of the incident, neither the Government nor major civil society organisations based in Kamjong district issued any meaningful condemnation. Such selective silence only strengthens perceptions of bias and institutional indifference.

Serious concerns have also emerged regarding the activities of armed underground factions operating across the Indo-Myanmar border regions. Reports concerning the presence of NSCN-linked armed elements in civilian-populated areas, obstruction of lawful security operations, and mobilisation of local support networks require an impartial investigation by competent authorities rather than politically motivated narratives.

Particular concern has also arisen regarding reported obstruction of security force movement and operations by organised groups during combing operations and attempts to apprehend armed cadres in certain areas. Any interference with lawful security operations undermines the rule of law, emboldens armed actors, and jeopardises civilian safety.

The attempt by the Meitei Alliance to collectively portray the Kuki community and Kuki civil society organisations as being responsible for transnational militancy is dangerous, divisive, and detrimental to peace-building efforts in Manipur. Such sweeping accusations only deepen mistrust and inflame ethnic tensions during an already fragile situation.

The Kuki CSO Working Committee, Ukhrul reiterates that no community should be demonised on the basis of allegations lacking judicial scrutiny or independent verification. The continued circulation of unverified claims without conclusive evidence risks further destabilising the State.

The Committee calls upon the Government of India and the State authorities to:

• Prevent the spread of misinformation and communal propaganda;
• Conduct an impartial investigation into the activities of NSCN-IM and Eastern Flank armed cadres operating along the Indo-Myanmar border;
• Investigate incidents involving obstruction of lawful security operations in Kamjong and Ukhrul districts;
• Ensure protection of all civilians irrespective of ethnicity or religion; and
• Initiate genuine inter-community dialogue aimed at restoring peace and coexistence.

The Kuki CSO Working Committee, Ukhrul remains committed to constitutional values, peaceful coexistence, and the protection of innocent civilians. Attempts to exploit tragic incidents for communal polarisation and political agendas must be rejected by all responsible sections of society.
