ULTIMATUM PRESS RELEASE
To: The Combined Forces of Manipur Police, CoBRA and CRPF
The Chingdai Area Core Committee (CACCO), representing the entire populace of the Chingdai area under Saikul Sub-Division, Kangpokpi District, is compelled to issue this ultimatum to the combined forces of Manipur Police, CRPF and CoBRA over an alleged incident of looting and robbery at S. Phailengkot village.
During the early hours of 20 October 2026, under the pretext of conducting a combing operation, personnel of the combined forces allegedly looted and took away villagers' personal belongings and properties that had no apparent connection with any security-related operation.
The items allegedly taken include:
Solar lamps and solar batteries
Curved knives and traditional daos
Power banks and mobile chargers
Chickens and ducks
Cash amounting to ₹40,000 (Rupees Forty Thousand only)
CACCO strongly condemns such alleged acts of looting by uniformed personnel, describing them as unacceptable, shameful and a serious violation of the rights and dignity of civilians.
OUR ULTIMATUM
The Chingdai Area Core Committee hereby demands that the security personnel involved return all the allegedly looted items and cash within 24 hours of the issuance of this press release, that is, on or before 4 November 2026.
Should the concerned personnel fail to comply with this demand within the stipulated timeframe, CACCO will be compelled to initiate legal action by filing an FIR against the personnel involved, their commanding officer, and the concerned CRPF, CoBRA and Manipur Police authorities.
CACCO further reminds the security forces that the hard-earned money and personal properties of civilians must be respected and protected at all times. Such alleged misconduct by personnel entrusted with maintaining law and order is deeply regrettable. Equally concerning is the apparent failure of the commanding officer to prevent or address such actions by personnel under their command.
