Hmar Inpui Condemns Shourya Chakra Award to CRPF Officer, Demands Revocation and Probe

Lamka, January 27, 2026: Hmar Inpui (Hmar Supreme House) has expressed deep shock and grave concern over the Government of India's decision to award the prestigious Shourya Chakra to Vipin Wilson, Assistant Commandant of the Central Reserve Police Force (CRPF), for an operation that allegedly resulted in the killing of ten Hmar Village Volunteers at Jakradawr, Jiribam, on November 11, 2024.

In a press release issued on January 27, Hmar Inpui stated that the ten deceased were not militants but village volunteers stationed along the frontlines of Pherzawl and Jiribam, which are ancestral lands of the Hmar people. According to the organization, available evidence suggests that the victims had cooperated with security forces and did not pose any imminent threat. Hmar Inpui alleged that the use of lethal force was grossly disproportionate and deliberate, terming the incident an extra-judicial killing amounting to a massacre.

The statement further claimed that post-mortem reports revealed signs of custodial torture followed by execution. Alleged findings include strangulation, severe physical assault, crushed fingers, multiple close-range gunshot wounds, extensive bruising, and injuries consistent with eye gouging. Hmar Inpui also raised concern over an apparent discrepancy between the number of gunshot wounds and the condition of the victims' clothing, noting the absence of bullet holes.
 
This, the organization said, suggests that the bodies may have been stripped and redressed after death. It called for an independent forensic review and transparent disclosure of all findings.
Hmar Inpui described the incident as a serious violation of human rights law and a crime against humanity. It also questioned the role of the CRPF in a fragile and volatile political environment, alleging a failure to maintain neutrality.

The organization sought clarification on whether the post-mortem findings were properly examined before the gallantry award was conferred. It also questioned why the bodies were airlifted from Silchar to Churachandpur if the victims were militants, and on what grounds the officer was deemed deserving of the award.

Criticizing the timing of the award, Hmar Inpui stated that conferring a gallantry honour while judicial proceedings are ongoing undermines the rule of law and risks legitimizing alleged extra-judicial killings. The group said such actions send a troubling message that tribal lives are dispensable and that alleged abuses may be rewarded rather than scrutinized.

Hmar Inpui strongly condemned the decision to decorate the officer, stating that the alleged actions contradict the values of valour, courage, integrity, justice, and restraint that the Shourya Chakra represents. It added that the decision diminishes the moral authority and sanctity of the award.

The organization has put forward three key demands:
Immediate revocation of the Shourya Chakra awarded to Vipin Wilson.

Expedited and time-bound judicial proceedings against all individuals responsible for the incident.

Full public disclosure of the post-mortem reports and all operational orders related to the incident.
