THE Government of Manipur has sought financial assistance from the Ministry of Home Affairs (MHA), Government of India, for the release of funds towards payment of monthly stipends to KNO and UPF under the Suspension of Operation (SoO) Agreement.

In an official letter issued by the Home Department, Government of Manipur (dated: 28 August 2025), addressed to the Additional Secretary (NE), Ministry of Home Affairs, the State Government requested consideration for reimbursement and sanction of funds related to stipend payments.
The letter stated that due to specific circumstances arising from the ongoing law and order situation, the State Government was unable to complete the audit process of the expenditure within the stipulated time. It further mentioned the need to meet the expenditure requirements without delay.
According to the communication, the MHA has been requested to arrange a special audit of the expenditures already incurred by the State Government to enable reconciliation and release of an earlier claimed amount of Rs. 25,91,02,800 (rupees twenty-five crore ninety-one lakh two thousand and eight hundred only) for stipend payments up to January 2022.
Additionally, the State Government has sought sanction and release of an advance amount of Rs. 31,09,40,800 (rupees thirty-one crore nine lakh forty thousand and eight hundred only) for payment of monthly stipends to KNO and UPF under the SoO Agreement for the period from February 2022 to February 2024. Details of the payments were enclosed in Annexure-A of the letter.
The letter was signed by N. Ashok Kumar, Commissioner-cum-Secretary (Home), Government of Manipur. Copies were marked to the Secretary to the Governor of Manipur, the Staff Officer to the Chief Secretary, the Director General of Police, Manipur, and the Joint Secretary (Home), Government of India.
