KOHUR Rebuts COCOMI, Seeks Probe Into Militias

The Kuki Organisation for Human Rights Trust (KOHUR) on May 12 issued a strong rejoinder to a recent press release by the Coordinating Committee on Manipur Integrity (COCOMI), accusing the valley-based body of “narrative manipulation” and shielding armed groups involved in the Manipur conflict.

In the statement, KOHUR alleged that COCOMI had openly declared “war” against the Kuki-Zo community in September 2023 and accused the organisation of fuelling ethnic tensions during the ongoing violence in Manipur. The group claimed that such statements contributed to attacks on Kuki-Zo villages and civilians.

KOHUR also defended its role as a human rights body, stating that it had conducted fact-finding missions and submitted reports to constitutional authorities, including the President of India, Union Home Minister, National Human Rights Commission, and the Supreme Court.

The organisation further accused COCOMI of selectively highlighting cross-border militant activities while ignoring the presence of banned Meitei insurgent groups such as PLA, UNLF, KYKL, PREPAK, and KCP. According to the statement, these groups have long operated from bases outside India and maintained links with foreign networks.

KOHUR also criticised the rise of armed Meitei groups, including Arambai Tenggol, alleging that over 6,000 weapons looted from police armouries remain in the hands of militias. The organisation accused COCOMI of running campaigns against central security forces while remaining silent on attacks against Kuki-Zo civilians and villages since May 2023.

In its demands to the Government of India, KOHUR called for criminal proceedings against COCOMI, investigation into alleged links between valley-based groups and banned insurgent outfits, recovery of looted weapons, judicial probes into the violence, and Separate Administration for the Kuki-Zo people under Article 3 of the Constitution.

The statement concluded by asserting that the Kuki-Zo community seeks constitutional protection within India and accused COCOMI of promoting divisive politics and hostility against central forces deployed in Manipur.
