OSC Staff Training Programme Held in Imphal

Imphal, May 11, 2026:  A one-day training programme for the staffs of One Stop Centres (OSCs) was held today at the Auditorium of the Directorate of Information and Public Relations (DIPR), Nityaipat Chuthek, Imphal.

The programme was organised by the Manipur State Commission for Women (MSCW) under the sponsorship of the National Commission for Women, with the objective of strengthening the knowledge and professional skills of the staffs working in One Stop Centres in handling women-related issues, counselling services, legal support and welfare mechanisms.

Th. Tiningpham Monsang, Chairperson, MSCW; W. Phajatombi Devi, MCS, Member Secretary, MSCW and Additional Director, DIPR; and Sk. Sophia, Member, MSCW graced the function as presidium members.

Addressing the gathering, Th. Tiningpham Monsang stated that regular capacity-building programmes, including quarterly training sessions, are conducted to enhance the knowledge, skills and coordination of One Stop Centre personnel. She said interactions with experts and officials from other states help in sharing best practices and effective case-handling methods.

She appreciated the dedication and hard work of OSC staffs who continue to provide services to women despite various challenges and limited resources. She further assured that complicated cases may be referred to the Manipur State Commission for Women for necessary support and guidance, adding that the Commission remains accessible to women from all parts of the state, including remote hill districts.

The Chairperson also encouraged the participants to continue working sincerely for the welfare and protection of women and expressed hope that the programme would strengthen coordination between the Commission and OSCs while promoting awareness activities, inspections, seminars and other outreach initiatives related to women’s welfare.

Delivering the introductory speech, W. Phajatombi Devi, MCS, Member Secretary, MSCW stated that the training programme was organised under the guidance of the National Commission for Women as part of the approved activities for the current financial year. She said the programme focused on strengthening the functioning of One Stop Centres (OSCs) in Manipur for effective rescue, counselling, support and rehabilitation of women facing violence and distress.

W. Phajatombi further mentioned that the training was aimed at improving the capacity and professionalism of OSC personnel to provide better services to women in distress and to demonstrate that Manipur’s OSCs are well-equipped and capable of delivering proper services across districts.

She informed that OSC staffs from nine districts, including Imphal East, Imphal West, Bishnupur, Thoubal, Kakching, Tamenglong, Noney, Senapati and Chandel attended the programme, while participation from some districts could not be ensured due to the prevailing situation in the state.

As part of the training session, Prof. R.K. Lenin Singh, Professor, Department of Psychiatry, RIMS Hospital delivered a lecture on “Psychological Support and Counselling”; Shri Rajkishore Thiyam, Advocate spoke on “Domestic Violence (DV) Act, POCSO Act, Bharatiya Nyaya Sanhita (BNS) and Bharatiya Nagarik Suraksha Sanhita (BNSS) and other women related laws”; while Shri L. Ravi Sharma, Manager, Women Help Line delivered a presentation on “Women Related Social Protection Schemes and Support Services under Social Welfare Department”.

The programme concluded with participant feedback and an interaction session.
