To:

Hon'ble Chief Minister
Pu Yumnam Khemchand Singh
Government of Manipur

Subject:

Urgent Memorandum Seeking Justice for Kuki-Zo Victims and Immediate Intervention Against Blockade and Selective Media and State Narratives

Hon'ble Sir,

The Kuki-Zo Christian Forum (KZCF) submits this urgent memorandum seeking immediate justice for the Kuki-Zo victims and decisive action against the continuing atrocities, blockade, and selective state and media narratives affecting our people.

We are gravely concerned that the State and media have focused more on the problems arising after the killings while neglecting the brutal killings themselves, the victims, their families, and the larger pattern of aggression against the Kuki-Zo people.

We therefore place before you the following urgent concerns:

1. Justice for 14 Kuki-Zo Victims

Since the violence that began on 3 May 2023, the Kuki-Zo community has suffered immense loss, including the burning, desecration, and destruction of more than 350 churches.

Despite this, Kuki-Zo pastors and church leaders have consistently prayed for peace, appealed for restraint, and called for de-escalation.

It is therefore deeply painful that two vehicles carrying church leaders were ambushed on 13 May 2026, resulting in the killing of three church leaders, including the former Chairman of the Kuki-Zo Christian Forum.

Fourteen innocent Kuki-Zo individuals, including three pastors and four church leaders, have been brutally killed.

Their lives, names, service, and suffering must not be erased from official records, media narratives, or peace-building efforts.

Justice must be delivered to the victims and their families without delay.

2. Immediate Relief from Economic and Physical Blockade

The continuing economic and physical blockade has caused severe hardship to ordinary civilians, especially women, children, the elderly, the sick, and displaced families.

The obstruction of food, fuel, medicines, essential commodities, and access to healthcare amounts to humanitarian strangulation and collective punishment.

This blockade must be called off immediately.

Sir, as the Chief Minister of Manipur, the Kuki-Zo people look to your leadership in this critical moment and earnestly request you to place these grievances before the State Cabinet and the Union Government with the urgency they deserve, and to pursue immediate justice and redressal for the Kuki-Zo people.

In light of these grave injustices, the Kuki-Zo Christian Forum directly appeals to the Government to:

  • Deliver justice for the 14 victims.
  • Protect Kuki-Zo lives.
  • Protect Kuki-Zo ancestral lands.
  • Restore humanitarian access.
  • Ensure that no community is abandoned to violence.
  • End the blockade.
  • Prevent the selective erasure of the Kuki-Zo people from official records and public narratives.

Thanking you.

Sincerely Yours,

Rev. Dr. S. Chongloi
Chairman

Rev. Tunlal Haokip
