18-Month NIOS D.El.Ed Not Eligible for Special Primary Teacher Post

Imphal, August 14, 2026: The Education (S) Department of the Manipur Government has clarified that candidates holding an 18-month Diploma in Elementary Education (D.El.Ed) obtained through the National Institute of Open Schooling (NIOS) are not eligible for recruitment to the post of Special Primary Teacher.

In a letter dated August 11, 2026, addressed to the Joint Secretary of the Manipur Staff Selection Commission (MSSC), the department stated that the Recruitment Rules (RR) for Special Primary Teacher require candidates to possess a D.El.Ed in Special Education from an RCI-approved institute with a valid RCI CRR number.

Accordingly, the department clarified that the 18-month D.El.Ed under NIOS will not be considered an eligible qualification for the post.

The department also clarified the eligibility of candidates holding a B.Ed in Special Education. It stated that B.Ed in Special Education is not an essential qualification for appointment as a Special Primary Teacher, in accordance with the existing Recruitment Rules and a Supreme Court order dated August 28, 2024.

However, candidates possessing only B.Ed in Special Education, without D.El.Ed in Special Education, will not be eligible to appear for the Special Primary Teacher recruitment examination.

The clarification was issued for the information of the MSSC and for taking necessary action.
