Imphal, Aug. 1, 2026: The Campaign for Just and Fair Delimitation (JFD), Manipur, has issued an ultimatum and reminder to the Governor of Manipur, urging the Government to initiate the process of updating the National Register of Citizens (NRC) in the state using 1951 as the base year before conducting the upcoming Population Census.
In a memorandum dated August 1, 2026, addressed to the Governor at Raj Bhavan, JFD stated that an updated and credible NRC is essential to ensure the integrity of demographic data and maintain public confidence in the census process.
The organisation also claimed that the ongoing conflict in Manipur has been aggravated by illegal immigration from across the international border, and argued that the issue should be addressed through an NRC update based on the 1951 base year.
JFD further requested that the Population Census in Manipur be deferred until the NRC update is completed, citing Clause 3 of the Census Act, 1948, so that the census is conducted on the basis of verified citizenship records.
The memorandum states that August 6, 2026, has been fixed as the deadline for the Government of Manipur to take necessary steps and make an appropriate recommendation to the Government of India regarding the demand.
The memorandum was submitted by Jeetendra Ningomba, Convenor of the Campaign for Just and Fair Delimitation (JFD), who urged the authorities to take immediate action and communicate the steps taken at the earliest.
