Never seen a government so scared and traumatised: Congress

NEW DELHI, August 13, 2026: The Congress today said that the only reason for the Monsoon Session of Parliament getting washed out was the deliberate abstention by Prime Minister Narendra Modi and Home Minister Amit Shah from the House.

“Never ever have we seen a government so much scared and traumatised as the BJP government was seen during this session”, the party said here today after both Houses were adjourned sine die.

Addressing a press conference at the conclusion of the Monsoon Session, Congress general secretary in charge of communications Jairam Ramesh and Congress deputy leader in the Lok Sabha Gaurav Gogoi said that it was for the second time that the Monsoon Session was washed away. Last time it was eleven years ago in 2015 over the Vyapam Scam and now it was because of the NEET scam.

Speaking on the occasion, Jairam Ramesh said, although the session was a complete washout, the Congress party and the Opposition was happy for five major achievements as the combined pressure forced the government to postpone the introduction of certain bills in the House. He said, the first major achievement was that the government was not able to present the bill on ‘one nation one election’ which it wanted to bring in the current session. He said, it has been postponed to the winter session now.

Second achievement, Jairam added, was that the government also could not bring the Viksit Bharat Shiksha Adishthan Bill, that would over-centralise all universities across the country.  

The third major achievement, Jairam Ramesh said, was the government not bringing in the 130th amendment to the Constitution that will automatically lead to the dismissal of the Prime Minister, Chief Ministers and Ministers in case of them getting jailed for more than two months. He said the government had said in the all-party meeting that it was bringing this bill but the collective pressure of the Opposition made it postpone it.  

Fourth achievement, Jairam said, was referring the FCRA Amendment bill to the JPC. He also referred to the telephone call between the Prime Minister and the US Vice President, observing that must also have played a role in it getting deferred. He said, usually after such conversation, statements are made by both sides but in the current case, only the Indian government issued an official statement on telephone conversation between the two leaders and there was no word from the US.  He said the Congress doesn’t give much importance to that as it was the Opposition unity and pressure from civil society groups and some Chief Ministers, which made the government defer the bill. He said the Congress wanted the Bill to be completely withdrawn.

Jairam said, the fifth achievement was the government’s inability to bring in the Delimitation Bill. He said, despite the desperate attempts by the government to manage a tainted two-third majority by breaking parties like the TMC and Shiv Sena (UBT), it could not reach the 2/3rd majority figure and it never will.

The Congress general secretary, however, added that there were two bills of concern passed without discussion, which is against the Constitution and will weaken the power of the states. He said these include the Mines and Minerals Bill and the National Cooperative Development Corporation Bill, which are bills of dangerous centralisation and will certainly be challenged in the Supreme Court by some of the states.

Jairam Ramesh also blasted the government claims that the Home Minister was ready to come to the Parliament, pointing out he was never seen in the House. He said he remained stuck in his office from where he was planting news stories. He said, it was for the first time that the Prime Minister and the Home Minister didn’t come to the House for almost the entire session, saying they sort of boycotted the House.

Jairam also referred to the Prime Minister’s speech on February 5, 2020 announcing the constitution of the Ram Mandir Trust in Ayodhya. He said, when the Opposition wanted debate on Ram Temple donation theft attributed to the Trust, the government claimed it was a state subject. He asked, if it was a state subject, why did the PM need to announce its constitution.

The Congress Deputy Leader Gaurav Gogoi said that the Congress had already notified the government before the beginning of the session that it wanted debate on NEET examination, Ayodhya Ram Temple donation theft, ethanol mixing in petrol, corruption charges against some BJP Chief Ministers, and threat to our land from China.  But, he added, the government ensured that the session was washed out as it was scared and afraid of debate and discussion on all these important issues.
