New Delhi, August 10, 2026: Congress leader and Public Accounts Committee Chairman K.C. Venugopal has urged Lok Sabha Speaker Om Birla to direct Union Home Minister Amit Shah to appear before Parliament and make a comprehensive statement on alleged police brutality against protesting students and youth in Delhi.
In a letter to the Lok Sabha Speaker, dated August 10, Venugopal drew the Speaker’s attention to reports of the alleged disproportionate use of force, including the firing of pellet guns, against students and young people participating in protests in the national capital.
Venugopal described the alleged police action as a matter of “grave national concern” requiring immediate parliamentary scrutiny. He pointed out that the Delhi Police functions directly under the Ministry of Home Affairs and argued that the Home Minister therefore bears responsibility for actions taken by the force under his ministry’s jurisdiction.
Invoking Articles 77 and 75 of the Constitution, Venugopal said the executive remains accountable to Parliament and that the Council of Ministers is collectively responsible to the Lok Sabha.

He urged the Speaker to exercise his powers to ensure the Home Minister’s presence in the House and compel him to answer questions regarding the alleged police actions against the protesting students and youth.
In his appeal, Venugopal said the Home Minister should make a comprehensive statement on the floor of the House and respond to questions concerning the alleged use of pellet guns and police atrocities.
The Congress leader said such action would uphold the principles of parliamentary accountability and the democratic traditions of the House.
