Manipur CEO Publishes Final Electoral Rolls 2026

IMPHAL — In compliance with the directives of the Election Commission of India (vide No. 23/2025-ERS Vol.II dated May 14, 2026), the Chief Electoral Officer (CEO) of Manipur, Arun Kumar Sinha, announced that Electoral Registration Officers (EROs) across all 60 Assembly Constituencies published the Final Photo Electoral Rolls 2026 on Sunday, September 6, 2026.

Pre-Draft & Exclusion Data
Prior to the publication of the draft roll on May 18, 2026, the total number of electors stood at 20,93,076 (10,10,317 male; 10,82,459 female; 300 third gender). Enumeration forms were generated, printed, and distributed to all electors via Booth Level Officers (BLOs). However, only 19,34,399 forms were returned. A total of 1,58,677 electors whose forms were not received back were excluded from the draft roll. The categorized reasons for these non-returns included:

• Shifted: 72,473

• Death: 43,000

• Absent: 34,740

• Duplicate: 7,394

• Others: 1,070

Draft Electoral Roll & Verification Phase
The Draft Electoral Roll was published on July 5, 2026, comprising 19,34,399 electors (9,40,446 male; 9,93,660 female; 293 third gender) with an Elector-Population (EP) ratio of 51.29 and a gender ratio of 1057. Within the draft roll, mapping stood as follows:

• Self-Mapped: 9,56,409

• Progeny-Mapped: 8,86,812

• Un-Mapped: 91,178

During the notice phase from July 5, 2026, to September 2, 2026, a total of 12,21,833 notices were served for verification. This included notices to all 91,178 unmapped electors and 11,30,655 electors flagged with logical discrepancies. Following hearings, document reviews, and BLO undertakings, EROs/AEROs passed speaking orders marking 26,362 electors as ineligible due to unsatisfactory or inadmissible documentation, absence, death, shifting, or duplication.

Claims, Objections & Additions/Deletions
During the claims and objections window (July 5 to August 4, 2026), authorities processed 96,985 claims and objections, alongside all forms submitted prior to July 5. Consequently, 56,871 electors were added to the list while 30,650 electors were deleted from the draft roll.

Service Voters & Statutory Provisions

• Service Electors: The Special Summary Revision for service voters (qualifying date July 1, 2026) was also published today, enrolling 20,819 service voters.

• Appeals: Electors may file a first appeal against an ERO decision to the District Magistrate under Section 24(a) of the Representation of the People Act, 1950. A second appeal against the District Magistrate’s order can be made to the CEO, Manipur, under Rule 27 of the Registration of Electors Rules, 1960.

• Access & Distribution: Registered electors can check their details with EROs, AEROs, and BLOs, or download rolls online at ceomanipur.nic.in. Official copies (with photos) and soft copies (without photos) were formally distributed to authorized representatives of recognized National and State political parties during a meeting held today.
