CONDEMNATION

04/KIM/PR/25-56: The Kuki Inpi Manipur (KIM) expresses its strongest possible condemnation and profound outrage over the barbaric and cowardly attack carried out this evening against the peaceful residents of Thingkhongjang Village under K. Geljang Sub-Division, Kangpokpi District. The attack was perpetrated by armed cadres of the NSCN-Muivah and its proxy faction, ZUF-Kamson. Several civilian homes were deliberately set ablaze, while indiscriminate firing left an innocent woman and a young child seriously injured. The deliberate targeting of an unarmed civilian settlement is nothing less than an act of terror against innocent people and represents a grave assault on human dignity and the rule of law.
This incident raises deeply disturbing questions regarding the conduct and effectiveness of the security forces deployed in the area. The attack occurred despite the presence of the 86th Battalion, F Coy stationed in the vicinity. It is beyond comprehension that heavily armed militants could infiltrate the area, unleash violence upon civilians, torch homes, injure women and children, and withdraw without decisive intervention. Such a monumental security failure cannot be dismissed as a routine lapse. It warrants the highest level of scrutiny and accountability.
The Superintendent of Police and the Deputy Commissioner of Kangpokpi District have, on numerous occasions, publicly assured the people that the security of every village within the district rests under their responsibility. A Memorandum of Understanding was also made with the Government of Manipur that the security and safety of innocent villagers and villages within Kangpokpi District would be the responsibility of the District Police, and that Kuki-Zo volunteers need not guard their villages. Those assurances now stand shattered. The people have every right to ask how such a heinous attack could take place under the very administration entrusted with safeguarding civilian lives.
The Kuki Inpi Manipur unequivocally demands immediate accountability from all officers whose negligence or failure of command contributed to this incident, pending the completion of an independent judicial inquiry. The people deserve a transparent, impartial, and time-bound investigation capable of establishing the full facts, identifying every individual responsible for operational failures, and ensuring that appropriate legal and disciplinary action follows without delay.
The Government of India and the Government of Manipur must understand that the continued failure to protect innocent civilians gravely undermines public confidence in the institutions of the State. Repeated assurances are meaningless if they are not matched by decisive action on the ground. Every instance of inaction only deepens public distrust and emboldens those who seek to terrorise defenceless communities.
The Kuki Inpi Manipur makes it unequivocally clear that the people will no longer accept empty promises, administrative silence, or delayed responses while innocent families continue to suffer. Justice delayed is justice denied. Those entrusted with the constitutional duty to protect the lives and properties of citizens must either fulfil that responsibility or be held fully accountable before the law and before the people.
