Manipur Unveils NEP 2020 Roadmap for Colleges

Imphal, July 28, 2026 (DIPR): The Directorate of Information and Public Relations (DIPR), Government of Manipur, organised the seventh session of its "Meet the Press" programme at the DIPR Auditorium, Nityaipat Chuthek, Imphal, today.

The session featured officials of the Directorate of University and Higher Education (DUHE), Government of Manipur, who highlighted the initiatives and achievements of the Higher Education Department. The officials also reviewed the progress of the Higher Education Management Information System (HEMIS) and various projects being implemented under the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) to strengthen higher education institutions across the State.

Speaking on the occasion, Shri L. Radhakanta, Director, Directorate of University and Higher Education, Government of Manipur, stated that the State has 51 Government and Government-aided colleges providing undergraduate education. He informed that the Four-Year Undergraduate Programme (FYUGP) under the National Education Policy (NEP) 2020 has been implemented across colleges, introducing multidisciplinary learning, multiple entry and exit options, and Honours programmes in 25 Government colleges, including Honours with Research in 6 colleges.

He further highlighted that out of 2,376 sanctioned teaching posts, 785 remain vacant. Recruitment of 430 Assistant Professors through the Manipur Public Service Commission (MPSC) is at an advanced stage, while approval has also been accorded for the recruitment of 225 additional Assistant Professors to strengthen higher education institutions in the State.

The Director also informed that stand-alone B.Ed. colleges will be phased out by 2030 in line with NEP 2020, while the Integrated Teacher Education Programme (ITEP) will be introduced in selected institutions, with additional colleges expected to implement the programme from the 2028-29 academic session after obtaining approval from the National Council for Teacher Education (NCTE).

He further said that infrastructure development is being undertaken under the College Development Mission, with works in 20 colleges largely completed and another 14 colleges to be covered in the next phase. Around Rs. 50 crore has been earmarked for improving college infrastructure. He also stressed the need to improve student attendance through a proposed biometric and AI-based monitoring system and announced plans to create clusters of nearby colleges for sharing faculty, laboratories, libraries and other resources, with the long-term objective of building stronger and more autonomous higher education institutions in Manipur.

 Central plan budget allocation

i) Funding under SASCI

Infrastructure support to Government Colleges under College Fagathansi Mission:-College Fagathansi Mission was launched in 2024 to address the infrastructural and resource needs of the Government colleges of Manipur. Under the Mission construction of 8 classrooms in 20 colleges has been started with a budget of 50 cr. Recently 3 more colleges in addition to previous 5 colleges inaugurated by Prime minister on 13^th Sep 2025 was completed namely 1) Thoubal College, Thoubal and 2) Manipur College, Imphal west 3) Modern College, Imphal east.UC for 6.66 cr submitted

Recently completed works:

a)      Construction of 100 Bedded Girls’ Hostel at GP Women’s College under RUSA 2.0 completed

b)      Construction of Heirok engineering college under RUSA complete

c)      Vocational training has been given on IT & ITeS, floriculture, horticulture, Retail Management, Tourism And Hospitality, Food Processing & Preservation Technology, Computer Hardware, Industrial Fish & Fishery, Media & Journalism, Diploma In Rubber Processing Technology, Automotive etc. in 40 colleges collaborating with Industrial partners- SYNAPX, JCRE, Meira Foods Pvt. Ltd., Ima Langnubi Dairy Co- operative Society, Hangle Industries, Thangjam Agro Industries, Meira Foods Pvt. Ltd., The Moirang Part-1 Educated Unemployed Youth Pisciculture Co-operative Society, NIELIT, Imphal Free Press, Maruti Authorised Dealing Company, Eco Care. The training is funded with 15 crores budget from RUSA. It has helped the students especially SEDGs the avenues to get themselves trained in various employable trades

ii)         NEC/MDoNER Projects

a)      Completion of construction of Model Library Building at Pettigrew College for a cost of Rs 2,27,46,000/- under NEC

b)     Infrastructure Development of Oriental College, Takyel, Imphal west Manipur with a project cost of Rs 6.225 cr was approved on 28th march 2025. Work is 30% completed.         

Strategic Initiatives

1. Under the Chief Minister College Students Rehabilitation Scheme, displaced students could transfer colleges; 252 requested transfers from valley to hills and 64 from hills to valleys. Under this scheme, a sum of Rs. 75.40 lakh has been benefitted as One-Time Rehabilitation Grant to 754 affected and displaced students at the rate of ₹10,000 per student during FY 2025-26.

2.      Higher Education Department have signed MOU between M/s ALS Education Pvt. Ltd for training of Civil service Aspirants to sponsor bona-fide Manipuri Students for giving free physical coaching to 200 Civil Services aspirants @ Rs 2,80,00,000 for FY 2025-26.

3. Under Chief Minister's College Maheiroi E-Support Scheme (CMCMESS), a total of Rs. 150 lakhs are allocated for development of ICT.

4.      Under CHIEF MINISTER'S AWARD FOR EDUCATIONAL EXCELLENCE, Rs 15 lakhs has been allocated for monetary incentive for best college
