IMPHAL, August 17, 2026: The Executive Magistrate/Sub-Deputy Collector of Noney has summoned the President of the Rongmei Naga Students’ Organisation Manipur (RNSOM) for personal appearance over allegations concerning the obstruction of students and teachers from participating in the 80th Independence Day celebrations at Longmai.
The summons, issued by the Office of the District Magistrate/Deputy Commissioner, Noney, on August 16, 2026, refers to a press statement issued by RNSOM on August 14 titled “RNSOM Endorses UNC Emergency Total Shutdown”.
According to the summons, the statement and its reported impact on the functioning of educational institutions, as well as the participation of students in the march-past and as an audience at the national event of the 80th Independence Day celebrations at Longmai III Public Ground, Longmai, have raised concerns requiring clarification or explanation and possible legal action.
The summons cites Section 221 of the Bharatiya Nyaya Sanhita (BNS), 2023, and Section 127 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.
The RNSOM president has been directed to appear in person before the undersigned at the Office of the Deputy Commissioner, Noney, on August 19, 2026 (Wednesday) at 1:00 pm. The organisation has also been directed to furnish a brief written explanation and clarification.
The summons seeks clarification on three key points.
First, the RNSOM has been asked to provide details of its registration and organisational structure.
Second, it has been asked whether the organisation was aware of the possible impact of disrupting a national event such as the Independence Day celebration through such alleged illegal actions, including whether such actions could attract penalties, imprisonment or both.
Third, it has been asked to explain the alleged obstruction of public officials performing their duties on emergency duty and public order duties, including whether such conduct could attract penalties, imprisonment or both.
The notice directs the RNSOM president to appear without fail on the specified date and time. It warns that failure to appear may result in proceedings being initiated against the organisation in accordance with the law.
The summons states that it was issued with approval from the competent authority.
Copies of the notice have also been forwarded to the District Magistrate/Deputy Commissioner, Noney; the Superintendent of Police, Noney district, for information and necessary action; and the Officer-in-Charge of Longmai (Noney) Police Station, with a request to serve the notice physically and electronically.
The Zonal Education Officer, Noney, has also been asked to prepare an estimate of compensation for public funds allegedly spent on transporting students, refreshments and other expenses.
