UPF-KNO Calls for Probe Into Manipur Violence, Seeks UT Rule

The state Cabinet unilaterally abrogated the tripartite agreement on 24 January 2024 at Kangla Fort, at the directive of the Arambai Tenggol militant organisation. State representatives subsequently boycotted the February meeting, which concluded without any deliberation on the required extension. The state apparatus now functions exclusively as a partisan militia.

We must emphasise the state government's extensive abuse of power under N Biren Singh. He enabled the mass looting of state armouries, resulting in militants acquiring over 6,000 advanced rifles, 600,000 rounds of ammunition, and thousands of mortar bombs. This arsenal intensified violent attacks against the minority tribal Kuki population for three consecutive years. The state orchestrated a siege, with state-aligned actors blocking National Highways to deliberately deprive the Kuki populations in Churachandpur, Kangpokpi and Tengnoupal of essential medicines and food supplies. Basic geography was weaponised against these communities.

Your letter threatens penal action against our leadership, yet no prosecutions have been initiated against N Biren Singh, state Security Forces, Arambai Tenggol, or Meitei Leepun for their evident involvement in state-wide violence. The institutional legitimacy of the state appears to focus exclusively on targeting groups seeking constitutional protections. Kuki individuals face existential threats when entering the Imphal Valley. The authority of the state government is effectively absent in the hill districts.

This complete institutional collapse and the irreversible demographic fragmentation of the region require the immediate establishment of an alternative governance structure to ensure our physical and cultural survival. We therefore demand a Separate Administration. This political reality must be realized as a Union Territory with its own independent legislature. Physical partition has already taken place.

The so-called surrendered militants of UNLF-P were found attacking Kuki civilian villages alongside Manipur police commandos, to the extent that they were provided with commando uniforms and were found moving with commando columns. They carried out multiple attacks on Kuki civilian villages disguised as police commandos and not a single offence has been registered either against those UNLF-P cadres or the police personnel providing them police cover. It's pertinent to mention that the SoO agreement is equally binding on the State police force as it is on Kuki armed groups.

May it be reminded that in order to circumvent the SoO agreement, N Biren Singh, the former CM in active connivance with Shri Leishemba Sanajaoba, the titular Maharaja of Manipur and a Rajya Sabha MP, played major roles in raising private militant groups Arambai Tenggol and Meitei Leepun to run riot in Imphal right since May 3, 2023 and subsequently mount armed attacks on Kuki civilian villages even much before the so called surrender of a faction of UNLF and the unilateral withdrawal of Manipur government from the SoO agreement. This direct patronage accorded to Arambai Tenggol and Meitei Leepun and later to a faction of UNLF by state functionaries such as the then Chief Minister are direct violations of the SoO agreement and point out the state sponsored nature of such violations.

For your kind information, AK Mishra, Interlocutor and Dr Mandip Tuli, JD N were present in Manipur at the outbreak of the radical Meitei attack on the Kuki minority in Imphal, which coincided with the scheduled MHA and SoO meeting for 3-4 May at SIB, Lamphel. Both MHA representatives remained in the state throughout the month of May and are eye witnesses to the violence.

We call upon the Government of India to initiate an impartial investigation and to prosecute those responsible within the state for perpetrating this ethnic cleansing.
