LAMKA, September 12, 2026 (DIO): The Chief Secretary, Government of Manipur, Shri Rajeev Singh Thakur, IAS, today reviewed the implementation of various government schemes and development programmes in Churachandpur district at a meeting held at the Conference Hall of the Deputy Commissioner’s Office and attended by all District Level Officers (DLOs). The officers briefed him on the achievements, ongoing programmes and challenges of their respective departments, with discussions covering health services, livelihood promotion, rehabilitation and relief measures for internally displaced persons (IDPs).
After the review meeting, the Chief Secretary also interacted with representatives of civil society organisations (CSOs) of Churachandpur.
The Chief Secretary later visited the Pre-Fab Relief Camp at Bethlehem and the Lanva TD Block Relief Camp at Lingsiphai, where he interacted with IDPs and heard their grievances & requests and assured all possible help would be extended.
During relief camp visits, the Deputy Commissioner Shri Krishna Kumar, IAS informed that the district administration is organizing health camps at every relief camps on regular basis. Those requiring regular medical care were advised to inform the concerned Sub-Divisional Officer (SDO) so that appropriate medical assistance could be arranged.
The Deputy Commissioner also said enrolment for Ayushman Bharat and Chief Minister-Gi Hakshelgi Tengbang (CMHT) cards had been carried out in all relief camps. IDPs who did not possess either card were advised to inform the district administration so that the enrollment cards could be facilitated through the District Hospital.
According to the district administration, 19 relief camps are currently operational in Churachandpur, accommodating 5,195 IDPs and apart to that 10214 non-campers are also getting DBT.
During the departmental review, presentations were made on health, rural development, livelihood promotion, education, e-governance, rehabilitation and resettlement, skill development, infrastructure and other sectors.
The Chief Secretary stressed that livelihood and skill-development initiatives should benefit not only displaced persons but also the local population. He directed the administration to extend skill training being provided to IDPs in various livelihood activities to local youths of Churachandpur, enabling them to acquire employable skills and access livelihood opportunities.
He also laid emphasis on e-governance and appreciated Deputy Commissioner, Churachandpur for use of e-office and directed all line departments to get on-board on e-Office to ensure complete paperless working eco-system. Greater use of digital file processing and official communication, he said, would help improve efficiency, transparency and accountability in government functioning.
The Chief Secretary encouraged the District Level Officers to ensure effective implementation of government schemes, strengthen coordination among departments and ensure that the benefits of welfare and development programmes reach both displaced families and the local population.
The Chief Secretary was accompanied during the relief camp visits by the Deputy Commissioner, Churachandpur, Superintendent of Police, Churachandpur, District Forest Officer, Churachandpur, Additional Deputy Commissioners, Churachandpur, ASP (Law and Order), Churachandpur, Sub-Divisional Officers and officials of various line departments.
