Siphoning Relief: Over ₹1 Crore Missing in Churachandpur Aid Scam

THE ongoing violence in Manipur since May 2023 has inflicted severe and lasting loss on the Kuki-Zo community, resulting in over 300 deaths, more than 200 burned villages, 7,000 destroyed homes, and over 360 destroyed churches and synagogues. Over 41,000 displaced individuals are currently forced to live somewhere, after being thrown out from the relief shelters recently, surviving on the generosity of local groups and basic state aid. Yet, amidst such intense human suffering, a deeply disturbing picture of administrative corruption and financial mismanagement has come to light, revealing how funds meant to help internally displaced persons (IDPs) are being callously siphoned off. It is both heartbreaking and unacceptable that those who have already lost everything are now being deprived of the very assistance meant to keep them alive.

Ground reports and official records show that a sum of Rs 1 crore and 17 lakhs was sanctioned by the authorities specifically to purchase television sets for IDPs across camps in Churachandpur District. Incredibly, only some or few television sets have actually arrived at relief shelters in Lamka or surrounding areas, raising immediate questions about who stole the bulk of this money and where it went. Even more concerning is the complete misplacement of priorities represented by this allocation in the first place. Displaced families in makeshift shelters do not need television sets for entertainment; they urgently require healthy food, clean water, proper housing, medical supplies, and educational resources for their traumatised children.

Compounding this crisis, the government officially announced financial aid for displaced students, promising full coverage for admission fees, monthly tuition, and daily van transportation. Yet, many displaced Kuki-Zo families report that they have never received a single rupee of these benefits, leaving young children without access to schooling. How deeply rooted must corruption and administrative apathy be when even the most basic survival assistance meant for desperate IDPs can be quietly taken away? It is unfathomable that the office of the Deputy Commissioner and senior civil servants could remain completely unaware of these missing allocations, which strongly suggests either severe negligence or direct involvement in the scam.

This systematic breakdown of humanitarian governance strikes at the very heart of public confidence and communal resilience during an unprecedented human crisis. When state mechanisms and local administrative networks fail to safeguard basic relief, it breeds overwhelming cynicism and deepens the suffering of families who have already endured traumatic violence and displacement. Civil society organisations, student bodies, youth leaders, and independent anti-corruption watchdogs must now step up with unified resolve to demand absolute transparency and help uncover those who orchestrated this financial plunder. The state and central governments must immediately launch a thorough, independent, and impartial judicial probe into this entire relief scandal. Law enforcement agencies must meticulously trace every single rupee siphoned off from these relief allocations, hold responsible civil servants and district administrators strictly accountable, and initiate swift criminal prosecution alongside exemplary disciplinary action. True justice will only be served when those who callously profit from human misery are publicly exposed, stripped of their power, and brought before the law to face the full weight of legal punishment.
