GUIDE: S.I.R. Tengnoupal Electoral Portal Launched in Manipur

TENGNOUPAL, September 5, 2026 — The District Election Officer (DEO), Tengnoupal, has officially introduced the GUIDE: S.I.R. Tengnoupal Portal (https://guidesirtpl.mn.gov.in/) to assist citizens during the Special Intensive Revision (S.I.R.) 2026 of Electoral Rolls.

The portal was launched on September 2, 2026, at the CEO Office in Manipur by Shri Arun Kumar Sinha, IAS, Chief Electoral Officer, Manipur. The launch took place in the presence of key officials, including Shri Saurabh Yadav, IAS (Deputy Commissioner & DEO, Tengnoupal), Shri N. Binod Singh (Scientist-F & SIO, NIC Manipur), Md. Asghar Arzad (ERO, 42-Tengnoupal AC), and Shri Kamruz Zaman (Scientist-F & Senior Technical Director, NIC Manipur).

Designed and developed by the Tengnoupal District Unit of NIC Manipur—led by District Informatics Officer Shri Thokchom Dayaananda—under the guidance of the DEO and NIC SHQ, the portal serves as the primary technological pillar for the district's broader GUIDE: S.I.R. initiative. The overall initiative includes a district-wide awareness campaign, a dedicated help desk, and voter support during the Claims and Objections as well as the Notice and Hearing phases of the revision.

Key Features of the Portal

  • Streamlined Documentation Chain: Required document sets are determined case-by-case based on a voter's birth date. Missing, damaged, or unissued documents are referred to the District Task Force for Documentation and relevant departments for verification, retrieval, or re-issuance to ensure paperwork does not block valid claims.

  • Auditable Log Systems: Replaces manual registers by digitally logging and tracking every phone call made to a voter and every complaint received directly at the DEO Office.

  • Cutting-Edge Technology: Leverages Agentic AI to build and progressively verify the electoral database, making it Manipur's first district-level initiative to adopt these technologies.

  • District-Level Data Analytics: Delivers polling-station-wise and category-wise insight into the electoral roll to support data-backed planning by the DEO.

  • Low-Bandwidth Optimization: Built with a minimal design specifically optimized for the terrain and connectivity of a hill and border district.

  • Future-Ready IT Foundation: Serves as a blueprint for future election planning, control-room operations, and district decision-making beyond S.I.R. 2026.

The portal functions strictly as a facilitation tool; all decisions regarding claims and objections remain under the impartial authority of the DEO, EROs, and AEROs in accordance with statutory guidelines.

Highlighting the project's goal, DEO Tengnoupal Saurabh Yadav, IAS, stated: "No eligible voter with a rightful claim is left out of the final electoral roll due to lack of awareness, documentation or procedural difficulties."
