Manipur Govt served notice, Order superseding ADCs suspended

IMPHAL, Dec. 11, 2020 (UNA): The high court of Manipur has suspended the state Government's impugned order of November 30, 2020 which superseded the six ADCs and appointed the respective Deputy Commissioners to exercise all powers and duties conferred and imposed on the council under the Manipur (Hill areas) District Council Act 1971 without due process of law.

 

The Court also served notice to the state Government which is returnable by December 16, 2020.

 

The Court passed the order based on a Writ petition (C) No. 647 of 2020 filed by one Lunthang Haokip and others as petitioner. Hearing of the case was held on Wednesday via video conferencing.


The petitioner prayed for issuing a writ of certiorari or any other appropriate writ to quash the government order issued on November 30, 2020, alleging that the order was issued violating the order passed by the High Court on November 27, 2020.

 

After perusal of the para (5) of the court order of November 27, the high court asked the AG appearing for the state government as to whether any order had been passed by the state government on or before 30-11-2020 extending the term of ADCs till the next date i.e December 4, 2020, to which the AG replied in the negative stating that no such order had been passed as no such order was required to be passed by the state government stating that the term of ADCs ought to continue automatically.


However, on perusal of the impugned order of November 30, it is evident that it is nowhere mentioned therein that the said order has been issued by the state government in compliance with the order passed by the Court on November 27.


 Instead of complying with the court order or preferring an appeal before the appellate court questioning the high court's order, state government issued the impugned order superseding the six ADCs, the extension of which term had to expire on November 30, the court said.


The Court observed that the state government issued the impugned order in total disregard and disobedience of the Court order of November 27.

 

The court said, in the absence of the court's interference, it is open to the state government to issue any order, at its wisdom, in accordance with the law. Once an order has been passed by the court, it will have to be honoured and complied with, if no appeal is preferred against it".

He killed his friend

MIZORAM, Nov 04, 2020 --- A Mizo man have been murdered in a horrible manner on Tuesday evening, November 3rd.

A body without head was found in Rihkhawdar, Myanmar bordering with Zokhawthar Village of Champhai district, Mizoram.

Sources said Mr Tluangtea allegedly beheaded Mr Pianga as he was instructed by God.

Mr Tluanga confessed that he killed his friend Mr Pianga according to the adviced given by God, as locals said. "God told me to cut his throat", as Tluanga confessed.

𝗜𝗻𝘀𝘂𝗿𝗴𝗲𝗻𝘁 𝗴𝗿𝗼𝘂𝗽 '𝗰𝗵𝗮𝗶𝗿𝗺𝗮𝗻' 𝗸𝗶𝗹𝗹𝗲𝗱 𝗶𝗻 𝗲𝗻𝗰𝗼𝘂𝗻𝘁𝗲𝗿 𝗶𝗻 𝗔𝘀𝘀𝗮𝗺

ASSAM, OCT 06, 2020 --- Self-styled chairman of UPRF (United People's Liberation Front) Martin Guite was killed in an encounter with Assam police in a village in Manja, in Karbi Anglong district on Monday evening.

Confirming about the encounter, GP Singh, ADGP (Law & Order), Assam Police tweeted, "Late last evening, Martin Guite, SS Chairman of UPRF, an insurgent group active in Karbi Anglong, was wounded and later declared dead in exchange of fire with team of @assampolice in Manja PS area of Karbi Anglong."

UPRF is a Zomi group of Paites, Guites, Vaipheis and assorted Zomi tribes of Churachandpur district in Manipur.

The outfit was formed by ZRA (Zomi Revolutionary Army) in 1993 with NSCN-IM help to fight Kukis in Churachandpur.

ZRA has been using its Paite cadres to poach rhino for horns since early 2000s and its strongman Thaghtaum Thomte, who owns a studio in New Lamka, Churachandpur, controls 70% of the rhino horn trade.

Another Additional Charges in Delhi Police: Robin Hibu, IPS

1. Today, i have been given additional Charge of Special Commisoner for Provision and Logistics Unit of Delhi Police, office at Rajour Road, near LG Office, North Delhi.

- All Delhi police items purchases ( arms, ammunitions, clothing, vehicles, electronics, uniforms items, gadgets, riot equipments, computer items, appliances etc, will be under my command.

- Will strive to buy only  the best and the latest items for the Delhi police, so that our jawans and officers can get the world best police infrastructures,  logistics and security items for maintaining law and order and in serving the citizens with smile and pride in policing duties .

2. Also I have been given another Charge of Special Commisoner for  Recruitment Unit for Delhi Police, planning massive recruiting from all over India in collaboration with SSC, Delhi Police aim is to get best boys and girls from all over India for making Delhi Police a cosmopolitan police modern police.
We are going to use latest IT technologies for latest seamless recruitment process for Delhi Police.

- Will leave no stone unturn ......will make  all out efforts by using latest technologies for making positive benchmarks  difference for better Delhi city  police, for well equipped, well trained,  well feed, best hunt strategy from all india on merit recruitment for best recruits jawans and officers for capital police of India .
