New Delhi, September 22, 2026: The Kuki-Zo Women’s Forum, Delhi & NCR (KZWFD) has submitted a memorandum to the National Human Rights Commission (NHRC) on September 22, seeking urgent intervention and an impartial central investigation into what it describes as serious human rights violations and the killing of Kuki-Zo women and unarmed civilians in Manipur.
In its memorandum, the Forum invoked Section 12 of the Protection of Human Rights Act, 1993, and alleged a breakdown of state protection amid the ethnic conflict that began on May 3, 2023. It alleged that Kuki-Zo villages in border and Naga-majority areas had been targeted by Naga factional armed groups, naming NSCN-IM and ZUF-K. The Forum said civilians, including women, mothers, nurses and pregnant women, had been attacked in homes, agricultural fields and village paths.
According to the memorandum, community records cited by the Forum list 27 Kuki-Zo civilians killed, including eight women, between June and September 2026. It said two of the women were pregnant, resulting in the deaths of two unborn infants, while children were also wounded and left orphaned. The Forum named the eight women as Tinmary Haokip, Tingneichin Lhouvum, Hoineineng Lhoujem, Lhingzangai Singsit, Julie Singson, Phalneichong Sitlhou and Kimjalhing Singson, with the memorandum detailing their ages or circumstances in several cases.
The Forum also raised concerns over access to emergency healthcare. It said blockades and geographic isolation had deprived vulnerable settlements in Tamenglong, Noney, Kangpokpi, Churachandpur and adjoining areas of adequate medical facilities. It further alleged that injured civilians, pregnant women and children had faced difficulties accessing major hospitals in Imphal and, in some cases, had to travel to neighbouring Assam for treatment.
The memorandum said the alleged killings and lack of protection violated constitutional and international human-rights guarantees, including the Right to Life and Dignity under Article 21 of the Constitution. It also referred to UN Security Council Resolution 1325 on Women, Peace and Security and the 18th BRICS Summit Declaration held in New Delhi on September 12, 2026.
Among its key demands, the Forum asked the NHRC to take suo motu cognisance and register separate cases concerning the eight female deaths and the 27 civilian deaths. It sought an immediate, time-bound investigation by the National Investigation Agency (NIA) or a court-monitored Special Investigation Team, along with Action Taken Reports from the Ministry of Home Affairs, the Manipur Government and the state DGP within seven days.
The Forum further sought enhanced civilian protection, including static security posts in vulnerable border villages and an end to what it described as selective disarming drives and demolition of defensive bunkers. It also demanded mobile medical units, emergency trauma stations and safe medical transit corridors for isolated villages.
For children affected by the violence, the memorandum called for central compensation, medical rehabilitation and long-term protection under the Juvenile Justice Act, 2015, for orphaned children and surviving dependants.
The Forum also urged the NHRC to forward representations to the Union Ministry of Home Affairs seeking a review of ceasefire protocols and alleged ground-rule violations by Manipur Naga insurgent groups. It additionally called for consideration of constitutional and administrative measures, including President’s Rule under Article 356 and a Union Territory with Legislature under Article 239A, which it said were necessary steps towards restoring peace, security and equal administrative protection.
The memorandum was submitted on behalf of the Kuki-Zo Women’s Forum, Delhi & NCR, by Convenor Mrs Chong Haokip, Co-Convenor Ms Lamneilhing Haokip and Media In-charge Ms Kim Haokip. Copies were also addressed to the Union Minister for Women and Child Development, Union Home Minister and Chairperson of the National Commission for Women.
