ISF Seeks to End Violence in Manipur, UP & Bangladesh

End Ethnic Violence; Restore Peace and Normalcy in Manipur

There is no cessation of the ongoing ethnic violence in Manipur since early May, 2023. Of late, the violence has intensified with killings and counter killings. Since November 7, at least 20 people have been killed in various incidents. In a horrific incident, five bodies of women and children were discovered who were earlier abducted. This has worsen[ed] the situation further.

Right from the beginning, the inept handling of the situation has made the situation grave. Shirking his responsibility as a Chief Minister of the state, Biren Singh has all along toed ethnic line, which doubtless has added fuel to the fire. For the deterioration of the overall situation, he is solely to be blamed. Yet, the central government as well as BJP, the ruling party have refused to remove him from the post. They allowed him to continue with impunity. The current situation is such that the state government and the administration seem to be non-existent.

The time has come for the central government to intervene without any delay. They must immediately put an end to the spiraling violence. Furthermore, the central government should come out from the lackadaisical attitude, which has been witnessed since the beginning, and begin the serious work for a political settlement. It is the only way to restore peace and normalcy. It would also safeguard the rights of all ethnic communities in Manipur.

Ensure safety and security to minority communities in Bangladesh

The situation in Bangladesh is highly concerning as we come across disturbing news of attacks on Hindus and other minority communities across the country. It disturbs the South Asian fraternity and only add fuel to fire. It is important for all of us to build a South Asian democratic fraternity so that all the countries in the region respect their Constitutional values ensuring safety and security, rights and dignity of minority communities, which strengthens democratic politics.

Although, fundamentalist forces are active to create communal divide, the authorities there are yet to take strong measure to curb it. We earnestly request the interim government of Bangladesh to act without further delay to ensure safety and security to all the people from Hindu and other minority communities who are being harassed so that rule of law, peace and tranquility prevails in the country.

Constitute a judicial commission and stop violence in Sambhal.

The present violence in Sambhal regarding the historical 16th century Jama Masjid is thoroughly unwarranted. It has led to at least five deaths from the Muslim community, multiple arrests and assaults. All these are being done in an attempt to disrupt communal harmony.

This is a nefarious design to malign our constitutional democracy, morality as well as constitutional principles of secularism of India. It should be noted that one cannot undermine the Places of Worship (Special Provisions) Act, 1991, which decrees that no legal dispute can be raised on a religious place that existed to August 15, 1947.

It is necessary to uphold the plural, composite values of our society and work towards saving the basic structure of the Constitution.

We appeal to the Uttar Pradesh government to take these actions below:

  • Steps should be taken to stop this unconstitutional illegal activities and enforce the law and order situation immediately.

  • Ex-gratia payment to the families of the deceased.

  • Furthermore, constitute an independent judicial commission under the supervision of a retired Justice to enquire on the matter.
