1. It is an infringement on the part of
the Manipur Forest Department that has no “ Locus
Standi’ on the Ancestral Land of the Kuki-Zo, where the “Manipur land Revenue
& land Reform Act 1960” Section 158, clearly safeguards tribal lands,
prohibiting the transfer of lands to non-tribal in order to preserve the tribal
custom and their land holding system.
This is a serious, grave and constitutional procedure lapse. The official
rhetoric of calling the Kuki-Zo people encroachers is an attempt to alienate
Tribal Population from their land.
Ironically, disregarding the norms for
proper land acquisition, the diabolic
Forest Acts and Rules were
passed by the Manipur Forest Department such as “ The Enactment of the Manipur
Forest Act 1971” and “ Manipur Forest
Rule !921 & 2012.”
Here, Proposed, Protected and Reserved Forest are dragged out by the Principal
Chief Conservation of Forest on the pressure of Chief Minister. Whereby
the proposed forests shall be converted to Reserve Forest,
whereas Protected and Reserved Forest
shall follow the Indian
Forest Act 1971.
Consequently, the Manipur Forest Rule 2021 was passed in favour of the
Meiteis. Wherein, the Governor and the Chief Minister become the absolute power
holders. The real intention is to take away our rights over tribal lands.
In fact, the Gauhati High Court (Manipur Bench) in the case of Nigom
other v/s Semjathang (Chief) in 1990 stated that, in the Hills of Manipur, The
chief is the land owner and the villagers are licenses.

“in the hills of Manipur, it is the villagers to whom the land belongs”
Land is the Tribals most important natural resources and valuable assets
and imperishable endowment from which the tribals drive their sustenance,
develop social and economic status, obtain
their social equality
and permanence place
abode, work and living. The tribals, therefore, have great
emotional attachment to their land.

2. Another attempt to snatch our land is “ The Manipur Conservation of Paddy Land and Wet Land Act, 2005 & 2014”. In this Act, Anganphou, Phourel and Tauthabi has to convert into Hingol (residence). But the 2014 Act does not permit wetland and paddy field o convert into plot(residence). That is ironic and transgression of the Tribal Rights.
3. Another act of Land grabbing scheme
that the state Government of Manipur introduced is based on the invocation of
mythical Meeitei icons and Meeitei gods to transform Tribal lands into archaeological sites such as Koubru in Kangpokpi, Chivu at Behiang, Thangting Hills, Sartuinek at
Nangai river Range in Churachandpur.
4. Kaihlam Wild-life Sanctuary is another means to own the land which convers more the 99 villages in Churachandpur.
5. Autonomous
district Council is kept at abeyance/non-functional, though it is the only body
that governs and regulated the tribals of Manipur.
6. Hill Area
Committee under Article 371 `C’ constitutional set up is a lame-duck (powerless
committee).
7. State
sponsor terrorist groups called Arambai Tenggol and Meetei Leepun killed the
following people to provoked us: (1). Mr. Seigunlal Misao of Motbung (2). Mr Seiminthang of Moreh and (3). Mr Hanglalmuan of
Churachandpur based on FB page post.
8. Manipur Central Library was Burned down in 2005 by Meetei to destroyed all Kuki- Zo history and documents.
9. 17 Hmar Women in Tipaimukh, Churachandpur were gang rape by Meetei militans in January 2005.
10.
On 13th March 206, the Meeitei militant
forcibly abducted 400 Kuki-Zo of Chandel district, Manipur into Burma
as Human shield.
In the same year, 47 Kuki-Zo were killed
in Samtal, Khengjoi block at Chandel District, Manipur as a result of their
oppressive measures and landmines.
11. The
Government of Manipur under CM Biren Singh schematically withdrew Assam Rifles
and Indian Armies from Churachandpur District, Manipur in October 2022 in order
to make free movement of Meitei militants from Myanmar and to rehabilitate them.
12. The Government of Manipur, under CM Biren Singh schematically made us submit
all licence guns through office order in all the Kuki-Zo Districts.
These guns were later used by Arambai Tenggol and Meeitei Leepun to killed us.
The proof is verified by recovered gun left by Meeitei Leepun and Arambai
Tenggol during the attacked of Kuki-Zo Village at Sokom, Chandel District.
13. They
Schematically dug a tunnel, hiding bombs, Arms and Ammunitions in Khumujamba,
Churachandpur District, Manipur. They even established emergency clinic
underground with hi-tech CT scan facilities at Khumujamba, at the heart of
Churachandpur town in preparation for the Genocide of Kuki-Zo People.
14. They allege
us as illegal immigrants and refugees from Burma. As such, bio-metric test and door to door visits
were carried out by the government officials
which in turn proof
them wrong.
15. They gun
down one Bihari Businessman and one Army Major family in Churachandpur.
16. To
challenge us, the Meeitei militants demands ransom/money from the owners of
private school and college in Churachandpur.
17. They move around in towns and villages by Bolero (tinted
glass) with guns and drone,
collecting data.
18. They curb
our freedom of speech, expression and movement, for the same, Dr Mark Thangmang
Haokip was kept in jail.
19. They secretly
try to take away all PDS supply
from IFCI Godown and were caught red- handed.
20. They illegally transferred some portion of the Tribal paddy lands and villages under their districts like Jamabandi and Dak Chitha.
21. They demand Schedule Tribe (ST) for all solution even though they are already highly advance in all fields and expertise. Their craftly and scheming demand for ST status is just to grab our land and resources.
22. They allege the Kuki-Zo people as Poppy Cultivators but Biren Singh and some of his ministers were personally named in the Court Case filed by Brind Thounaujam (MPS) for smuggling Heroine No. 4.
23. The Meeitei Volunteers, disguised as government officials surveyed houses in Greater Imphal areas and listed/marked (red-painted colours) the house of Kuki-Zo people for attacked, before the current genocide.
24. They have eaten up all the funds meant for tribals.
