Transfer of Custody and a Call for Community Responsibility

The Joint Tribe Council, Manipur (JTCM), today, the 25th of January, 2026, formally transferred the custody of two individuals, Shri. Thangkham/Bella Vaiphei, (40 yrs), son of Lt. S. Thangkholun Vaiphei, resident of Sumtukphai, Churachandpur District, Manipur - 795128. And Shri. Letkhongam Kilong, (30 yrs), son of Haolenthang Kilong, resident of Sadar Joute, Kangpokpi District, Manipur - 795129, to the 6th Battalion of the Assam Rifles at Tamenglong Headquarters.

This action was undertaken as a necessary step, taken with deep regret, after repeated and earnest efforts failed to secure the presence of any rightful representation from the offenders' own community or union to assume responsibility for them. The JTCM firmly believes in the principles of community-led resolution and restorative justice. The absence of responsible claimants is a matter of profound disappointment and underscores a worrying lapse in communal accountability.

The individuals were handed over in good health and without any physical duress, as formally certified in the official handover document. Furthermore, the JTCM clarifies that all matters pertaining to their admitted violations have been conclusively addressed through a separate, duly executed agreement, and the Council holds no further claim or complaint against them. The JTCM urges all community leaders, unions, and civil society organizations to reaffirm their commitment to collective well-being.

We strongly advise and appeal to all sections of society to enhance cooperation, dialogue, and mutual responsibility.* It is only through unwavering collaboration, a shared sense of duty, and a commitment to lawful conduct that we can effectively uphold the enduring peace, harmony, and integrity of our communities in Manipur.
