Manipur: Internet suspended for 3 days in five districts

Imphal, the 7th April, 2026

No. H-3607/4/2022-HD-HD (Pt): In view of the prevailing law and order situation in 5 (five) districts of Manipur viz. Imphal West, Imphal East, Thoubal, Kakching and Bishnupur, there exists apprehension that anti-social elements might use social media for transmission of images, hate speech and hate video messages inciting the public, which might have serious repercussions on the law-and-order situation in the State of Manipur.

  1. Whereas, to thwart the design and activities of anti-national and anti-social elements and to maintain peace and communal harmony and to prevent any loss of life or danger to public/private property, it has become necessary to take adequate preventive measures to maintain law and order in public interest, by stopping the spread of disinformation and false rumours through various social media platforms such as WhatsApp, Facebook, Instagram, Twitter, etc., on electronic equipment like tablets, computers, mobile phones, etc., and sending bulk SMS for facilitating and/or mobilization of mobs of agitators and demonstrators, which can cause loss of life and/or damage to public/private property by indulging in arson/vandalism and other types of violent activities.

Accordingly, the State Government has decided to order temporary suspension/curbing of internet services and mobile data services including Broadband, VSATs and VPN services in the territorial jurisdiction of 5 districts of Manipur viz. Imphal West, Imphal East, Thoubal, Kakching and Bishnupur in public interest.

  1. Now, therefore, in exercise of the powers conferred under Rule 3 of Temporary Suspension of Telecommunication Services Rules, 2024, the Governor of Manipur is pleased to order temporary suspension/curbing of internet services and mobile data services including Broadband, VSATs and VPN services in the above-mentioned districts for 3 (three) days with effect from 2:00 PM of 07-04-2026, except for those cases whereby the State Government grants exemption.
  2. The order is being passed ex-parte in view of the emergent situation. It shall be published for the information of the public through press and electronic media.
  3. Any person found guilty of violation of the aforesaid orders will be liable for legal action.
