Subject: "Request for relaxation and humanitarian consideration regarding operation of Bolero services between Lamka (Churachandpur)Manipur and Mizoram"
Respected Sir,
I respectfully submit this representation regarding the recent enforcement actions and penalties imposed on Bolero vehicles operating between Lamka (Churachandpur)Manipur and Mizoram.We fully acknowledge and respect the authority of the Transport Department to enforce motor vehicle laws and regulations. We understand that private vehicles cannot ordinarily be used as commercial passenger vehicles without complying with the applicable legal requirements. However, we humbly request the Government and concerned authorities to consider the extraordinary circumstances prevailing in the region. Due to the ongoing ethnic conflict and security situation in Manipur, the Lamka(Churachandpur)–Mizoram route has become a vital lifeline for thousands of people. Students, patients, traders, government employees, families, and ordinary citizens depend heavily upon these transport services for their daily needs, medical emergencies, education, employment and family obligations.
In many areas regular public transport facilities are either inadequate or unavailable. Consequently Bolero operators have been providing an essential transportation service connecting remote and affected communities.
The sudden imposition of heavy fines and restrictions has caused significant hardship not only to vehicle owners and drivers but also to the travelling public who rely upon these services.
The present situation is not merely a transport issue but also a humanitarian concern. Restricting these services without providing practical alternatives may adversely affect vulnerable persons, including patients requiring medical treatment, students travelling for educational purposes, and families separated by the ongoing conflict.
In view of these circumstances I respectfully request the following:
(i) Grant temporary relaxation for Bolero vehicles operating on the Lamka (Churachandpur) -Mizoram route.
(ii) Suspend penalties.
(iii) Hold consultations with representatives of transport operators, civil society organizations and community leaders to develop a practical solution.
(iv) Consider special humanitarian measures in recognition of the continuing impact of the ethnic violence in Manipur.
(v) Explore the possibility of creating a special transport arrangement or temporary regulatory framework until normal conditions return.
I emphasize that this request is not for the disregard of the law but for a balanced approach that accommodates both legal compliance and the genuine needs of the affected public.
I sincerely hope that the Government and concerned authorities will sympathetically consider the plight of the people and take appropriate steps to ensure that essential transportation services remain available while maintaining regulatory standards.
