New Delhi, September 13, 2025 — Manipur MLA Vungzagin Valte has written to Prime Minister Narendra Modi, urging the creation of a Separate Administration, preferably a Union Territory with legislature, for the Zomi-Kuki-Hmar community.
In his letter, Valte, a three-term legislator and BJP Adviser to the Chief Minister, cited years of ethnic violence and displacement suffered by the community. Recalling a May 2023 incident, he noted that he was brutally attacked by armed militia, leaving him paralyzed and permanently handicapped. Despite the gravity of the attack, Valte stated, no inquiry by CBI or NIA has been initiated.
The MLA said that the Zomi-Kuki-Hmar community has been driven out of Imphal and the valley, leading to a “complete physical and social divide.” He stressed that a Union Territory status under the Indian Constitution would ensure justice, administrative convenience, and a lasting political solution.
Valte’s appeal aligns with the ongoing demands of the Kuki National Organization (KNO) and the United People’s Front (UPF), who are engaged in Suspension of Operations (SoO) talks with the Government of India. He urged the Prime Minister to consider the request at the highest level, warning that forced peace in Manipur has historically proven unsustainable.
