Under President's Rule, Govt Must Act Now: THRA Condemns Failure to Prevent Civilian Attacks in Kangchup Area

Thadou Human Rights Advocacy (THRA) reiterates its unequivocal opposition to all forms of armed intimidation, threats, vandalism, and violence against civilian communities in Manipur, regardless of the group involved.

Earlier this month, THRA condemned the Government of India for its failure to enforce Suspension of Operations (SoO) ground rules, which enabled armed cadres of the Kuki National Front (KNF/UPF) to terrorise Ireng Naga village on 11 January 2026, including defacement of monoliths with provocative slogans, destruction of public property, and explicit threats to burn down the village.

Similarly, THRA strongly condemns the arson attack on 26 January 2026 at K. Songlung village, carried out by the Zeliangrong United Front (ZUF), a group allegedly under a Cessation of Operations (CoO) agreement with government. The burning of structures and displacement of civilians constitute grave human rights violations and have caused widespread fear.

While illegal poppy cultivation is a serious concern, THRA firmly rejects any action that results in the destruction of civilian homes and property. Such acts only deepen ethnic divisions and civilian suffering.

Amid the ongoing road blockade by the Joint Tribe Council (JTC) following the January 11 incident at Ireng Naga, this attack on civilian residences is particularly unfortunate.

Under President's Rule, the Government of India must act decisively to protect civilians, enforce existing agreements impartially, restrain all armed groups, and resolve disputes through lawful, inclusive, and peaceful means.

Outstanding issues, such as, relocation of SoO camps and mass poppy cultivation in the Kangchup area, drug trafficking routes connecting various Naga villages (and named after a militant leader, such as German/Tiger Road), and any land disputes over ownership raised by various bodies—must be addressed by the Indian State urgently and amicably.

THRA demands an immediate investigation, accountability, and compensation for victims of the K. Songlung attack.

We once again call for an end to mislabeling and misidentification of ethnic communities, respecting self-identification, including the Paite community's clear stance that they are not Kuki like Thadou—as this is essential for resolving Manipur's broader crisis.
