AND BUDGET PROPOSAL FOR THE FISCAL YEAR 2025-2026

Hon'ble Speaker Sir,

This budget presentation for the year 2025-2026 is a statement of values that defines our nation at its best, choosing where and how to invest keeping NSCN front and Centre.

I warmly extend my greetings to Collective Leaderships and the members present in this August House for the successful completion of the fiscal year 2024-2025.

Mr. Speaker Sir, I also take this opportunity to thank all the tax-payers and well-wishers for their valuable contributions in strengthening the hands of the government.

Hon'ble Sir, with the looming anti-national elements our revenue collections are greatly hampered. There are some factors that greatly affect the national income. These factors may be outlined as the convergence of ethnic conflict and series of economic blockaded by various organizations, had a profound economic disruption. This economic blockade a recurring issue in Manipur exacerbates the income of the gates, which played a pivotal role in generating government financial income.

Secondly, rampant collection of tax being carried out by Unions, NGOs, Organizations, Associations and collection of tax by the Naga Political Organisations seriously impacted the targeted income of the Government. The total income for the fiscal year 2024-2025 stands at Rs. 81.82 Cr. and overlapping dues carried forward and sectorial revenue source has crippled, which is a matter of serious concern.

Hon'ble Sir, this budget seeks to lays the foundation and gives a blue print for increased revenue growth of our nation with transparency in all matters of financial statement and fiscal position, government policies, strength and challenges we are projecting this budget proposal to Rs. 163.70 Cr. the proposal in this budget accounts for stable policy and predictable tax regime, intend to bring more reform that will take ahead of our vision to establish a trustworthy nation.

Therefore, with your permission Speaker Sir, I present the Vote on Account for the Fiscal Year 2024-2025 and the Budget Proposal for the fiscal year 2025-2026 to this August House for kind approval. I request the Honorable Members of the house to extend your fullest support and co-operation to the aspiration of the government.
