Bishnupur DC Flags Off 257 IDPs for Resettlement at Waroiching

In a major step towards restoring normalcy for displaced families, Deputy Commissioner of Bishnupur, Smt. Pooja Elangbam, on Thursday (4 Dec) flagged off 257 Internally Displaced Persons (IDPs) from the Leimaram High School Relief Camp for their resettlement at Leimaram Waroiching under Nambol Sub-Division.

During the ceremony, the DC said the return of the IDPs marks a significant and hopeful moment for the district, adding that it reflects a positive move towards building a peaceful society. She noted that the government has already released financial assistance to families returning home and that further instalments will be disbursed soon.

Reaffirming the government's support, the DC highlighted that Direct Benefit Transfer (DBT) assistance will continue for all returnees. She also urged the IDPs to use the financial aid wisely and extended her best wishes for their stable resettlement.

Emphasizing education, she said students will now be able to resume their studies from their homes. She also informed that Mission Vatsalya scholarship amounts will soon be credited, which will help improve students' opportunities.

Officials reported that 257 individuals from 64 families were sent back to their village during the flag-off. ADM Bishnupur Shri Toijam Opendro, SDO Nambol Shri T. Shyamkumer, and other district officials attended the event. At the resettlement site, SP Bishnupur Shri Th. Shangkar Deba supervised the security arrangements.

Later in the day, the DC, who also serves as District Mission Director of the Manipur State Rural Livelihoods Mission (MSRLM), distributed cheques worth ₹16.5 lakh to 11 Self Help Groups (SHGs) under the Shingel Nura VLF, Toubul. The Community Investment Fund was handed over in the presence of DMM Shri Angom Amarjit and district officials at the Mini Secretariat Complex, Bishnupur.

Junta Airstrike Kills 18 Civilians

Myanmar's junta regime killed 18 innocent people and injured more than 30 others in its latest airstrike in the Sagaing region.

A brutal airstrike by the junta forces struck the village of Marakaan, where villagers had gathered peacefully at a local café to watch a football match between Myanmar's national women's team and the Philippines.

The attack occurred around 1:00 pm yesterday (5 Dec)


in Tapeyin township, claiming at least 18 civilian lives and leaving over 30 critically wounded.


Shockingly, no clashes were taking place in the area between the junta forces and the local People's Defence Force at the time. The strike showed a complete disregard for human life.

This horrific incident further exposes a disturbing pattern: the junta is not just fighting armed groups—it is deliberately attacking innocent civilians. Such acts highlight the urgent need for accountability and global action against this inhumane brutality.

KIA won't stop at Sagaing Region

Dec 5, 2025 (CNI Myanmar) --- The Kachin Independence Army (KIA) is trying to gain control over the Sagaing Region. If KIA can control Sagaing Region, it will be able to connect Rakhine State, Chin State, Sagaing Region, and Kachin State—ultimately extending influence across the entire northwestern corridor of Myanmar.

Afterward, they may apply military pressure toward Mandalay and Magway Regions to block Tatmadaw offensives from reaching them.

With land access stretching from Kachin to Rakhine, KIA would also be able to use Rakhine's coastline to expand trade and diplomatic relations with Western countries.

Meanwhile, the Myanmar military (Tatmadaw) is trying to open a political exit by holding elections. Because of this, people are increasingly interested in the prospects for Daw Aung San Suu Kyi's release.

CNI interviewed U Khun Sai, who is involved in peace processes, regarding these matters.

Q: The U.S. ended TPS for Myanmar citizens, saying Myanmar has stabilized. Does this mean a policy shift toward the Myanmar military?

A: Everyone is thinking about this. People don't understand why the U.S. did this. The U.S. knows exactly what's happening in Myanmar—they have an embassy in Yangon constantly observing everything. There's no way they don't know.

So we can only guess. I could be wrong, maybe very wrong.

One possibility is that U.S. policy toward Myanmar is fundamentally tied to China. They say: "Washington's Burma policy is Washington's China policy." So this TPS decision likely has something to do with China.

Another point is that the U.S. has been observing the pro-resistance forces for more than five years now. Even until today, they haven't shown a clear, unified capability.So although the U.S. doesn't like Min Aung Hlaing, they may have to deal with him for now. And that may be influencing this decision.

I recall something: this year ASEAN countries were asked about their key security partners. Surprisingly, many said China.

But among ASEAN members that still consider the U.S. as a strategic partner, the top ones were Cambodia and Myanmar.

This is surprising because Cambodia relies heavily on China.Myanmar under Min Aung Hlaing was also listed.So, to counter China's influence over these two countries, the only powerful force they can use is the US. So that might be part of the reason.

Q: "Wa" forces allegedly halted weapons support due to Chinese pressure. MNDAA and TNLA also lost support and so revolutionary forces seem to be aligning more with KIA. Why can't the military suppress KIA?

A: KIA has a few unique advantages.

Geographically – Unlike the Wa, who rely entirely on China, KIA lies between China and India. That makes full Chinese pressure more complicated.

Dual-track approach – They fight the military, yet at the same time maintain channels for talks through intermediaries.

Since the 1990s, the Peace Talks Creation Group (PCG) in Kachin has acted as a mediator. So even while fighting, they're always in dialogue.

Relationship with NUG – They cooperate with the resistance but KIO as an organization doesn't fully merge with them. They keep diplomatic flexibility. Because they aren't 100% anti-Naypyidaw, they can maneuver more easily.

Q: If the military cannot sign a ceasefire with the KIA, how dangerous could the situation become?

A: I haven't fully evaluated that yet, so I won't make a statement.

Q: It appears KIA wants not only Kachin but also Sagaing Region. If KIA gains Sagaing Region, what could happen?

A: If KIA controls Sagaing Region, they will be closer to India.
Through Sagaing → Chin → Rakhine, they could improve international trade and foreign relations.

Kachin, like Shan, is a landlocked state, so access to the west would be advantageous.
I don't think they will stop at Sagaing Region—they will likely continue seeking influence in surrounding territories to improve their strategic position.

Q: If KIA takes Sagaing, would they become even stronger than now?

A: Yes, they could. KIA is not only politically cautious but also experienced in diplomacy.
If they maintain relations with China while also engaging India, the U.S., and others, their position could strengthen further.

Instead of envying them, we should learn from their approach.

Q: In the past, under U Thein Sein, even without the NLD in government, progress was made—including Daw Aung San Suu Kyi's release according to the agreement that the NLD would protest the by-election under the 2008 Constitution and the NCA talks.

According to the estimation of most people, the post-election government will include the current authorities only. If the NLD is no more, what kind of change might emerge in these armed conflicts?

A: The struggle nationwide isn't yet 100% unified. Many people still have hopes pinned on Daw Suu, which is why they aren't fully participating.
If Daw Suu were gone and NLD disappeared, the revolution could either grow stronger or psychologically weaken.

We'll have to wait and see which outcome happens.

Q: After the election, what should the new government do regarding Daw Aung San Suu Kyi and NLD?

A: What should be done is already known—U Thein Sein demonstrated it before.
But most likely, the situation will resemble the Than Shwe era: Daw Suu will only be released after the election.

If released beforehand, the election might become chaotic or collapse entirely.
So currently, it's unlikely they will release Daw Suu or NLD before the election.
And in any case, the military-backed party is almost guaranteed to win.

However, after the election results come out, there are various analyses about what might happen. One such analysis says the people of Myanmar might be fortunate—because a reform-minded government, similar to President Thein Sein's administration, could come to power, one that has a strong desire to implement reforms.

If that happens, some say the country could begin to improve again.

The second possibility is that Senior General Min Aung Hlaing himself might not take the leadership role in the government, choosing instead to remain as Commander-in-Chief, while appointing someone he fully trusts to lead the government on his behalf. In that case, it could be somewhat good. But it's not better than the first possibility.

The third scenario is that Min Aung Hlaing himself takes the leading role in government. If that happens, he would be holding both the military and political power at the same time. In such a case, our revolutionary side would have to continue fighting. Most people believe that this would push our revolution into an even more self-reliant situation. Unlike before, support from Myanmar people living abroad decreased, and if international assistance or recognition would become even more difficult to obtain, that would put tremendous pressure on us. It seems Min Aung Hlaing and his circle have already calculated these factors.

So, in this matter, we pray for the first scenario to happen. And we pray that the second and third scenarios do not occur.

Q: If, as many analysts believe, the third scenario eventually happens, would it be easy for the country to become stable?

A:If so, the struggle and conflict would have to continue.

Q: Regarding the current issue of Zha pian (telegram fraud), have you studied anything about it?

A: Not yet. But speaking simply, the issue of Zha pian also stems from our political failures—failures to reach agreements or to implement agreements. In 1947, we decided to administer the country under a federal system. But after General Aung San was assassinated, the federal idea existed only in name, and the country was practically ruled under a centralized system.

Because of that, the country became unstable and civil war began. With that came many consequences.

If we look generally, the first major issue was opium—groups building up their strength through opium trading. Later, not only opium but heroin production became a source of power. After that came methamphetamine, and now Zha pian is the latest development.
Therefore, unless we are able to implement the political agreements we originally made, these consequences will continue. Opium is harmful. Heroin is worse than opium.

Methamphetamine is worse than heroin. And Zha pian is even worse. If we leave things as they are, something even more dangerous than Zha pian could emerge in the future.

That is why, before it gets to that point, we must quickly work together to build the federal union we agreed upon in 1947.

20 SAC Soldiers Killed, 22 Weapons Seized in Karenni Ambush Attack

Twenty SAC soldiers were killed and 22 weapons were seized in an ambush attack by local resistance forces in Konepaung village, Loikaw Township, Karenni State, on 4 December 2025.

The soldiers were travelling in a convoy when resistance groups attacked them. Earlier, on 10 November, SAC troops were also ambushed in the same area, suffering heavy losses.

According to a report from KNDF Battalion 12, the latest operation was a joint action by KA, KNDF, and PDF forces.

Food Theft Is a Crime Against the Poor

THE ongoing non-distribution of PMGKAY and NFSA rice in Churachandpur is not just a failure of administration; it is a serious wrongdoing committed against the poorest families. Government records show that PDS Agents have already lifted all the allocated rice, yet thousands of ordinary households receive nothing. This is clear evidence that someone is stealing food meant for the needy. The government must treat this as a crime. For years, the system has remained dysfunctional, almost dying, with no proper action taken. Even under President’s Rule, the old pattern of negligence continues, and no rice reaches the homes of those who need it most.

People in the district share painful stories that show how deep the problem is. One elderly man said he last received only 5 kg for his entire family, many years ago, and still does not know where the rest of his entitled rice went. Such voices represent the silent suffering of countless households. What good is a ration card if it brings no food at all? The government must urgently update, renew and verify all ration cards so that genuine beneficiaries are not left out. Meanwhile, nominated PDS Agents and distributors who keep perfect paperwork but fail to deliver must be investigated and punished. Their actions are not mistakes; they are deliberate acts of denying people their rights.

Today we see a government machinery that has failed to perform basic duties, lacking strong checks and balances. This failure has allowed corruption to grow openly. When official files say “distributed” but people receive nothing, it means the system has collapsed. The government must wake up and act immediately. Strict monitoring of agents, regular audits, and strong accountability are urgently needed. Food meant for the poor cannot be allowed to disappear. It is time for firm action, no more excuses.

As Your Excellency is aware, the Government of India has extended PMGKAY till December 2028, providing AAY families 35 kg and PHH beneficiaries 5 kg of rice per person every month completely free of cost. Adequate allocations, including additional conflict-relief rice in 2023, have reached the district, and official records show full lifting by PDS Agents.

However, a large number of ordinary, non-displaced residents are not receiving their entitled rice. PDS Agents, appointed through nomination by elected representatives, maintain perfect paperwork but fail to deliver grains to beneficiaries. This gap has continued since the 2023 ethnic conflict and persists even under President’s Rule, causing severe hardship and erosion of public trust.

In view of the above, I earnestly request Your Excellency to kindly:

  1. Order an impartial inquiry into the functioning and accountability of all PDS Agents in Churachandpur District, with special focus on the mismatch between recorded and actual distribution;

  2. Direct a complete audit of allocation, lifting, transport, depot stock, and household-level distribution records from January 2023 onwards;

  3. Ensure immediate corrective measures so that every eligible household receives their full free entitlement without any diversion or obstruction.

Your Excellency’s urgent intervention will restore food security to thousands of vulnerable families and strengthen faith in the administration.

Thangkhal Traditional Attires: Meaning, History & Cultural Identity Explained

THERE is a variety of clothes and dresses of the Thangkhal community, all woven by hand with great skill. Thangkhal women create each cloth with meaning, purpose and tradition. Over time, depending on needs, weather, festivals and occasions, many different attires, shawls, skirts and bags have emerged. Each cloth carries a part of Thangkhal history, belief and identity.


1. Sigal Puan

Sigal Puan – si (death/mourning) and puan (cloth) – is mostly used to cover the dead bodies or given to the bereaved family who lost their family member, as a sign of love.
Thus, it looks darker than the rest of the other Thangkhal clothes.
The couple in this attire shows the traditional mourning cloth of the Thangkhal community.
Its dark tone reflects respect, sympathy and the cultural way of expressing love and support during sorrow.

2. Khanglui Puan (Photo 1)

Khanglui Puan – Khanglui (ancient or olden days) – was mostly worn and was the only common wear during the olden days by the Thangkhal forefathers.
It is now not easy to find, yet due to the hard work of Thangkhal women, this dying cloth became alive once again.
It is believed to be the oldest among the Thangkhal attires.
The couple wearing this cloth represents the simplicity and heritage of the early Thangkhal lifestyle.

3. Guungal Puanlaisan

The word Guungal Puanlaisan comes from guun (a big river) and gal (beyond the river).
The Thangkhals staying beyond the river wore this in the olden days.
It is now a popular shawl or cloth called Puanlaisan (red-centred cloth).
Some of our old men from the Thangkhal community believe that the idea of this cloth pattern came from gul-ngawng-san, a snake which has a variety of colours around its neck, the most visible being red.
Our forefathers drew the idea of this beautiful pattern from this red-striped-neck snake.

4. Khanglui Puan (Photo 2)

This is another pair wearing Khanglui Puan, the olden-days cloth of the Thangkhal ancestors.
As explained, it was the only common wear of the forefathers and is believed to be the oldest attire of the community.
The revival of this cloth is the result of the continuous hard work of Thangkhal women.
The couple’s attire here reflects the same ancient simplicity and cultural value attached to this cloth.

5. Puandum

Puandum – where dum means “blue” – carries the belief that the design of this cloth is drawn from the clear blue colour of the sky.
In the olden days, when the Thangkhals were working in the agricultural fields and felt tired, they looked up at the sky.
They saw the clear-blue sky and the blue mountains seen from far away.
The idea was drawn from the sky above and the hills below, signifying that the Thangkhals are a hill tribe.
The couple wearing Puandum reflects this deep natural inspiration.

6. Puanthupi

Puanthupi – the cloth of magnificence/glory – is worn by the outstanding men and women in the Thangkhal community; in short, by prominent persons – warriors, hunters, village headmen and women, etc.
Its weaving takes a long time, and it is precious and not easily available.
This cloth symbolizes one’s persona, richness, and abundant cattle – yaks, cows, buffaloes, lambs, goats, chicken  – and plentiful harvests.
The couple in this attire reflects honour, dignity and high status within the community.

7. Khalnou Puan (Photo 1)

Khalnou Puan – Khalnou means children of Thangkhal origins – is a cloth liked by the youngsters today.
It is woven into the hearts of the young by the Thangkhal women themselves.
Thangkhals know each heart’s desire, and this cloth expresses youthfulness and identity.
The couple’s attire here shows the modern yet traditional choice of the young generation.

8. Khalnou Puan (Photo 2)

This second pair also wears Khalnou Puan, the same cloth meaning the children of Thangkhal origins.
Young people prefer it because of its simple, clean, and meaningful pattern.  
Its bright design expresses a kind wish for the youth to grow into joyful, successful adults — a blessing for both the family and the community.
As woven by Thangkhal women, it reflects understanding and connection between generations.
The couple’s clothing represents pride in heritage among the youth.

9. Niiksan

Niiksan is a small red-striped plain cloth worn as long pants or half pants by Thangkhal men, and as a skirt with the same shawl by Thangkhal women in the olden days. This shows that the Thangkhals had no formal pants or skirts. Both men and women wore it, showing another example of the gender equality that exists among the Thangkhal.

When a woman wears this cloth, it is called “niik” (exclusively for women).
It is believed that due to poverty and lack of other clothing, men also began to wear this in the olden days. The couple’s attire here reflects this practical and equal tradition.

The Thangkhal elders also believed that the idea of Niiksan was drawn from the colour of certain animal skins, especially the deer, which has reddish fur. Deer are common wild animals found in the Thangkhal hills, and their natural colours are thought to have inspired the design of this cloth.

FROM these different patterns and meanings, it is clear that the Thangkhals are highly skilled in traditional cloth-making. Each attire marks a period of time, a purpose, or a cultural message. It is also clear that they grow cotton and other fibre-producing plants, and make natural colours from plants. The exact origin of these practices is still unknown, yet Khalvontawi News continues to explore and document them. These attires are not just garments but living heritage — telling stories that may not exist in other tribes in the same unique way. These woven clothes are cultural treasures that continue to define the Thangkhal identity.
