I.T Road - GoM neglected region?

By:- Thanggoulal Khongsai

One of the finest regions of Manipur is I.T Road areas that gets connected from district HQ Kangpokpi. The areas being so much rich in vegetation and natural vegetable produces and several other essential resources, development has never been reached until this day.

Despite the region exporting several produces on daily basis at an average of close to 80% of vegetable products from this region alone to Kangpokpi DHQ,  this area is still far from achieving development. Dominated by three different ethnic tribes such as Naga, Kuki and Nepali; the regions are far from achieving so called Quality/Paka Road.

Apart from such, daily essentials govt services are still far from reach by the people of this beautiful regions. Who should take the step to change the face of this region? Who is responsible to all these pathetic living conditions of the I.T Road people that they encountered on day to day basis?

The mud-Road Condition:
As well aware of the fact that good road leads to safe journey and bad road leads to accident. The former being the primary concern of every people's govt regardless of which party they belong, whereas, the latter being the concern of power-centric and self-loved govt. It is therefore unfortunate to claimed given from the current situation that the day govt seems to be the latter one.

On every single day the number of vehicles playing to and fro is close to 50. Despite the road being so much pathetic and can endanger to one's live, the people are left with no choice, henceforth are compelled to travel on daily basis. This being so, the roads are never to be said good. It requires stern commitment for our road construction.

Today, in almost every villages of I.T Road areas, there exist more than two or more Vehicles. This is in fact one such development brought by the people of the area to get more connected to urban areas. Had the road being well smooth for the vehicles, certainly number of vehicles could be triple in the region. The more vehicles, the better is their living conditions. This is why, the people's govt, whoever claimed to be, should work for this region as a means to reach us out in delivering public attention.

During rainy season, mostly Four wheeler vehicles like Bolero, DI truck etc , needed support of bigger ones like Shaktiman or Tata when they get stucked due to muddy. It is because of this heavy flooded muddy on the road, besides potholes everywhere, maximum of smaller vehicles are unable to meet their requirements and in addition, the number that used to get stranded in the mid of the road could be more than a hundred in this year alone. How long should this be continued when other developed counties started to used plastic road?

It is not a saying that the entire roads should be well smoothed. Certainly, the worse areas where even two wheer motor finds it difficult to pass by, should be highly concerned atleast; despite uncountable number of potholes existed every after a metre distance. How one could think a vehicle to pass through a 3 ft deep flooded mud exusted right in mid of the road?Today, and mainly during rainy season, our road looks are never different from that of our paddy fields.

Lack of basic essential govt services:

Today, when development are within the reach of their footsteps, we, the people of this regions are still deprived of all these basic rights. Hard to believe that hardworking people of this regions could still adapt with this pathetic environment conditions that our elected govt provided us. To no much ado, i dare to say that the present responsible govt should deeply consider that I.T Road people are also part of Manipur wherein, equal development should be made avail to them.

Although India has been advocate of Digital India, still there exist no single Bank in this region; however, internet may be reach. Due to this that even people with a minor issue with regards to their bank and related stuffs needed to travel long pathetic roads to Kangpokpi to just get their problems solved.

BJP prime ministerial candidate’s wishes are unlikely to be fulfilled in North East

Industry insiders say lack of technical manpower & infrastructure
hurts IT growth in Northeast
HARICHANDAN ARAKALI & INDU NANDAKUMAR
BANGALORE

Narendra Modi may want information technology companies to flock to the Northeast but software services firms are saying the BJP prime ministerial candidate’s wishes are unlikely to be fulfilled any time soon.

The absence of technical manpower, exacerbated by the lack of infrastructure, prevents development of IT in the Northeast, insiders in India’s $108-billion outsourcing industry said, reacting to Modi’s exhortation.

“Why can’t Manipur be made into an IT hub,” Modi asked, in a speech in Imphal, blaming the Congressled government for the Northeast’s woes, including crumbling infrastructure and persistent “insurgency.”

“There is no harm in considering the Northeast. In fact, wherever IT industry goes, it gives people highpaying jobs,” said Rostow Ravanan, chief financial officer at Bangalore-based Mindtree, which is setting up its largest training centre in Bubhaneshwar.

However, “at this point of time, I don't see many IT firms setting up their centres in the Northeast because there aren't too many engineering schools,” Rostow Ravanan said.

The reasons for the IT industry shunning the region are fairly simple, according to industry insiders: “It is no rocket science ... beyond the existence of an airport, if there aren’t good schools, hospitals and entertainment that the IT talent looks for,” the region won’t attract the industry, said one executive, who didn’t want to be named.

“Forget the Northeast, there’s hardly any IT presence in Kolkata,” the person said. Sops Key for Expansion for Technology Firms
As long as smaller cities don’t offer the type of availability of talent and infrastructure needed for the IT industry, young people will continue to flock to bigger centres such as Bangalore or Hyderabad.

“It’s primarily because of the physical and social infrastructure and the availability of talent and opportunities. The opportunity actually feeds off on the first three and then it becomes a cycle ... because there is a lack of opportunity the other three don’t develop, so it’s a little bit of a tricky situation,” the person said.

This means, once people decide not to move, then it’s impossible to achieve scale in an industry such as the IT sector. Given the right incentives, however, not just India’s large technology firms but even midsized companies would be willing to expand to tier-2 cities, which often bring their own advantages, such as people staying longer at their jobs, being more satisfied as they stay closer to their families and so on.

The lack of technical manpower is the single most important reason for the industry to shun the region, and concerns such as less-than-stable governance seem to be more secondary.
“The challenge lies in attracting large pools of technical manpower in the Northeast,” said Ganesh Natarajan, CEO of Pune-based Zensar Technologies.

“The Centre should first set up four large universities in Guwahati, Shillong, Manipur and Arunachal, focused on employable skills,” Natarajan said.

Between 2011 and 2021, the region will have close to 17 million job seekers and only 2.6 million jobs, half of which will be in Assam alone, according to a January 2013 report by the Indian Chamber of Commerce and the consultancy PricewaterhouseCoopers.

The National Association of Software and Services Companies, the industry’s lobby, has tried getting the central government to consider a two-tiered incentive policy to encourage the IT industry to push deeper into smaller cities and towns. Such a policy is yet to materialise.
Incentives could include support on capital investments, tax holidays and employment-generation based subsidies. India could even follow what China is attempting in trying to develop its interior provinces, where for each person a company hires, the government offers some incentives, industry insiders said.

One executive, who didn’t want to be named, said “we don’t need incentives to work in Hyderabad, Bangalore or Chennai anymore. The industry needs incentives to work out of a Bhopal or Bhubaneswar and then gradually even a place like Guwahati may start looking attractive, but by choice I have no illusions about the industry moving to the Northeast anytime soon.”

Setback for Congress: Telangana Bill rejected

Hyderabad, Jan 30: In a major setback for Congress-led UPA government and Sonia Gandhi, Andhra Pradesh assembly on Thursday, Jan 30 rejected the much anticipated Telangana Bill. Chief Minister Kiran Kumar Reddy played a crucial role in spoiling Congress's dream ahead of Lok Sabha election 2014. The state assembly rejected the bill by voice vote. The assembly also passed a resolution moved by the CM rejecting the AP Reorganisation Bill. Following this, the Assembly was adjourned sine die.

The CM earlier on Wednesday threatened to quit politics if the Andhra Pradesh Reorganisation Bill, 2013, is tabled in Parliament in its current form. Reddy was quoted as saying, "The Bill is incomprehensive and incomplete. What the Centre has sent us cannot be accepted by anybody. Even then, if the Centre tables it in Parliament, I will quit my post and quit politics."

Continuing his statement, the CM also added, "The Union home ministry cheated us on the Telangana Bill. It is the responsibility of the home ministry to check the Bill and ensure that it is in proper order before sending it to the Assembly. I am not asking them to correct flaws, but am opposing the Bill."

Evangelical clergyman stabbed to death in Andhra Pradesh

A group of strangers murdered an evangelical pastor in Andhra Pradesh and tried to kill his wife as well before they fled the scene of the crime on 11/01/2014.
At present, the government appears unable to deliver justice in the case, but was able to arrest a group of Christians who demonstrated to demand the arrest of the culprits.
The murder victim, Rev Sanjeevulu, died  after two days of suffering.
According to some sources, on the afternoon of 11 January four men visited Rev Sanjeevulu's home in Vikarabad, a village that is 64 kilometres from the state capital of Hyderabad. The clergyman heads a group called the 'Friends of Hebron'.
On the doorstep of the reverend's home, the men said they wanted to "pray with the pastor," but as soon as he came out, they stabbed him seven times and beat him with clubs and sticks.
After she heard screams, Sanjeevulu's wife rushed to him, whereupon the attackers tried to kill her as well. Although she was stabbed, she luckily managed to escape and survived.
The pastor was admitted to Yashoda hospital (pictured) where, despite medical treatment, he died yesterday afternoon from his stab wounds.
The day after the attack, many Christians and friends of the clergyman went to the hospital where they expressed their sorrow for the attack.
Christian leaders in Hyderabad organised a dharna (sit-in protest) demanding justice from the government.
Some of the faithful marched outside the offices of the Chief Minister to demand the arrest of the culprits, but were themselves arrested.
Police did announce that it was launching an investigation into the incident.
Sajan K George, president of the Global Council of Indian Churches, told AsiaNews that he was "deeply saddened" by the murder of the clergyman.
"Although the motive of the attack is not yet known, we must strongly condemn the fact that anti-Christian persecution has made a comeback in Andhra Pradesh. We need to see justice done," George said.
"Approximately three months ago," he added, "we know that Sanjeevulu had a heated discussion with some members of a Hindu fundamentalist group, who threatened him. It could be premeditated murder."

1 in 10 men in Asia Pacific has raped an unknown woman, finds study

LONDON, Sep 10, 2013 [Times of India] --- In a new study to be announced on Tuesday by the British medical journal The Lancet, a survey of more than 10,000 men in Asia Pacific region has found that over 1 in 10 men report having raped a woman who was not their partner.

The number rose tremendously when rape of a partner was included.

Nearly 75% of those who committed rape said that they did so for sexual entitlement and over 50% said they did it for entertainment. Another 50% of men reported having committed some form of physical or sexual violence or abuse against their partner.

Men were surveyed from nine different sites across six different countries: Bangladesh, Cambodia, China, Indonesia, Papua New Guinea and Sri Lanka as part of a UN study on men and violence for prevention of gender-based violence in Asia and the Pacific.

Professor Rachel Jewkes of South Africa's Medical Research Council who carried out the study said, "In view of the high prevalence of rape worldwide, our findings clearly show that prevention strategies need to show increased focus on the structural and social risk factors for rape. We now need to move towards a culture of preventing the perpetration of rape from ever occurring, rather than relying on prevention through responses."

The surveys were performed by trained male interviewers who recorded results onto handheld computer devices with bespoke software. Participants answered the most sensitive questions alone by self-completing audio recordings in response to questions.

Men were not asked directly whether they had committed rape or violence, but were rather asked questions such as, "Have you ever forced a woman who was not your wife or girlfriend at the time to have sex?", or "Have you ever had sex with a woman who was too drugged or drunk to indicate whether she wanted it?"

Overall, over one in ten men surveyed (11%) reported having raped a woman who was not their partner.

When raping a partner was included, this proportion rose to nearly 24%. Of those men who reported having committed rape, just under half (45%) said they had raped more than one woman.

The prevalence of rape perpetration varied widely between study sites. The lowest prevalence of single perpetrator rape of a female non-partner was in rural Bangladesh (3%), while the highest prevalence (27%) was in Bougainville, Papua New Guinea.

The lowest prevalence (2%) of male rape was found in Jayapura and Jakarta in Indonesia while the highest (8%) was again found in Bougainville, Papua New Guinea.

When asked why they had committed rape, 73% of respondents who had committed rape said that they did so for reasons of sexual entitlement.

Over half (59%) said they did it for entertainment, while over a third (38%) said they had raped a woman in order to punish her. Over half (58%) of men who had raped somebody who was not their partner had committed their first rape as teenagers.

Men with a history of victimization especially childhood sexual abuses were more likely to have committed rape than those without such a past.

A history of physical violence towards a partner, having paid for sex, or having had a large number of sexual partners were also associated with an increased likelihood of having committed rape against a non-partner.

Mâtu (Madu), a modest Dai Village

Aug 2, 2013 [Dai_Groups] --- The original name of Madu Village is Mâtu. But it has been transferred to Batu, and then Batu became Matupi and Mâtu became Madu. "Tu" has been changed to "du." They took "tu" and gave us "du." They deliberately expropriated the name of our village for the name of their tribe.

The original name of Madu Village Mâtu thus became the name of the tribe. The collective name of the sub-tribes Ngala, Cing and Doem became Matu since 1948.

According to one Royal and Senior Pastor the name of the tribe Matu never appeared before 1948. What we find in this is that if Ngala, Doem and Cing claim and like Matu as the identity of their tribe, they were originated in Madu (Mâtu). And thus they were also originally Dais, as Dai has been registered as a tribe since 1890 by the British Government. The village situated in the South of and 30 miles far away from Matupi.

It is one of the Dai villages in Matupi Township. It comprises more than 175 houses and the population is 987.

The surrounding villages are: Aukkheng (Bü Si) Village (six miles) in the east, Vuilu Village (seven miles) in the south, Thungna Village (four miles) in the north, Mitu village (nine miles) in the south-west, Sihleh village (eight miles) in the north-west.

There are rivers and streams around the village. In the east, there is River Lemyo (Phung Lawng), and River Awt Lawng in the west. These rivers are infested with fishes and some other aquatic creatures, i.e. crabs, prawns, edible frogs, mollusk, etc. We get these animals in the whole year.

There are also small treams in the east side which are flowing into River Lemyo such as Yu Lawng, Awtpi Lawng, Kak Lawng, Hauhang Lawng, Ca Lawng and Humhang Lawng.

There are also small streams in the west side which are flowing into Awtlawng such as Mhai Lawng, Hlüi Kyum Lawng, Da Lawng, Mtei Lawng, Hreitui Lawng and Pu Lawng. All these rivers and streams are perpetual and we can have fishing every season, and are capable to generate mini or mega hydro-electric power.

Transportation is so bad. No car can be driven up to the village because of the narrowness of the road. However, we can go by motor-bike day and night in every season up to Lungtu Village which is 25 miles far from Mâtu Village.

In dry season you can drive two hours approximate, but in rainy season you will need about four hours between Mâtu and Matupi by motor-bike. Motor-bike carriers are available any time from any village of Khunu Zung (Khunu Mountain range).

In the rainy season you may have problem on the way because the road is muddy and slippery and so your vehicle may be bogged down. But they drive every day.

Regarding education, the Government of Myanmar has opened Basic Education High School. There are about 345 students in the School. Some graduated people are opening tuitions for Middle and High School level. There is also dispensary in the village where we can get medication and approach health workers 24 hours.

Radio/wireless telegraph (RT/WT) is also available to communicate people who are in distance. The occupation of the people is shifting (jhooming) agriculture. There are few Government servants who are working in the school, in the dispensary and in communication department.

There are also some religious workers including one Buddhist monk. There are also small shops where we can get things in the same cost of Matupi.

We get any of our daily needs in these stores. There is no tea stall, but we can order coffee, tea, cold drinks and breads, or we can request the shopkeepers to prepare whatever we like.

If you want strong drinks you can get somewhere. If you have good friends you can drink you can drinks local product fermented rice beer without pay.

In Mâtu Village marketing is very sporadic because there is no market. Sometimes you may find moving market that comes to your home and you can buy vegetables and some confections (not every day); and there are also irregular butchers, mithun or pig is slaughtered at random by them for selling; this is a chance to eat meat in the village.

In thanksgiving services you can also consume meat. Christmas and New Year feasts are also good seasons to eat meat. Mâtu villagers are generally friendly, affectionate, ruth, humble, broad-minded, fond of jokes and so on. If you go to Mâtu Village you will find people sitting together and laughing together.

Women are also always making jokes anywhere they are. Vilifying people is not the conduct of most of the villagers. However, no one is perfect in the world.

The weather of the village is moderate and healthy. There is no extreme climate in summer or in winter. Regarding religion, approximately 95% are Christians. Christians comprises four denominations such as Presbyterian, Baptist, Assembly of God and Roman Catholic.

Presbyterian is the biggest and a dominant Church. There are some few people who are semi-Christians or semi-animists who are in lukewarmness. There are also some few people who espoused Buddhism for their religion.

Agartala, May 20, 2013 [IANS] ---Opposition parties have called a 12-hour shut-down in Tripura Tuesday to protest the killing of three newspaper employees who were murdered at their office here, a Congress leader said.
The three employees of 'Dainik Ganadoot', a vernacular daily were killed by unidentified assailants Sunday.
"Chief Minister Manik Sarkar must resign owning moral responsibility to this barbaric crime. Congress has called a 12-hours strike in and around the Agartala city Tuesday to protest the incident," Congress spokesman and party legislator Asish Saha told reporters Monday.
Ruling Communist Party of India-Marxists (CPI-M) has also asked the government run by the party to probe the incident and nab the culprits.
Sarkar, who holds the home profolio, condemned the incident and asked police chief Sanjay Sinha to take appropriate actions to book the criminals.
Tripura Pragatishil Gramin Congress, a breakaway faction of the Congress, has also called a dawn-to-dusk state-wide strike Tuesday to protest the killing.
Information Minister Bhanu Lal Saha, Tripura Pradesh Congress chief Sudip Roy Burman, opposition leader Ratan Lal Nath and host of other leaders have also condemned the incident.

All three Manipur State MPs lag behind none

Imphal, May 15, 2013 [e-pao.net] --- With the issue of Members of Parliament (MPs) in the country employing closest family members as their own Personal Assistants (PAs) becoming a hot topic of debate rocking the Parliament, it has been found out that all the three MPs from Manipur are not lagging behind anyone.

All the three Congress MPs from Manipur namely Thangso Baite of Outer Manipur Parliamentary Constituency, Dr T Meinya of Inner Manipur Parliamentary Constituency and nominated Rajya Sabha MP Rishang Keishing are employing their closest family members and relatives as Personal Assistants (PAs) of their own.

The PA of Thangso Baite is his own son Tongkhohao Baite; the PA of Dr T Meinya is also his own son T Helly while the PA of Rishang Keishing is his granddaughter Ringyaola Keishing.

The matter has come to light when The Indian Express flashed it as its lead story based on datas accessed under RTI Act.

According to the report carried in The Indian Express on its edition today under the headline "It's all in the family: 146 MPs employ relatives as their personal assistants"at least 146 MPs, 104 from Lok Sabha and 42 from Rajya Sabha, have appointed at least 191 relatives as their personal staff.

Under the salary and allowances rules, the Lok Sabha and Rajya Sabha secretariats have to pay Rs 30,000 per month to those employed by MPs for secretarial assistance. This amount can be paid entirely to one PA or an MP can split the amount between more than one assistant.

Although an MP appointing a family member or a close relative as a PA does not violate any rule, experts and some senior MPs said it certainly raises questions of ethics and propriety.

Such choices also come at the cost of ignoring loyal party workers or those better qualified from among their voters and supporters, they said. The report further stated that this army of family PAs includes 60 sons, 36 wives, 27 daughters, seven brothers, seven daughters-in-law, four husbands and 10 cousins, among others.

The list also cuts across lines of parties and political ideologies. Of the 146 MPs employing close relatives as PAs, 38 are from the BJP, 36 from Congress, 15 from BSP, 12 from Samajwadi Party, eight from DMK, seven from Biju Janata Dal, six from JD (U) and the rest from other parties.

Of these, 36 MPs have appointed more than one relative as PAs while at least four have appointed three family members in their personal staff.

Some members have appointed a family member as one PA and are paying them a large portion of the Rs 30,000 monthly entitlement and a second, non-family member as a PA for the remaining, smaller amount.

For instance, S K Bwiswmuthiary (Assam), Nikhil Kumar Choudhary (Bihar), Mohammed Ali Khan (Andhra Pradesh), S Thangavelu (Tamil Nadu), Dilipbhai Pandya (Gujarat), Ali Anwar Ansari (Bihar), Munqad Ali and Brajbhushan Sharan Singh (both UP) have appointed their two sons as PAs.

Samajwadi Party MP from UP Tufani Saroj has appointed his two daughters.

C L Ruala, (Congress-Mizoram), Gorakhnath Pande (BSP-UP), Nripendra Nath Roy (AIFB-West Bengal) and Tapas Paul (TMC-West Bengal) have appointed their wife and son.

Sharifuddin Shariqe from J& K has appointed his grandson and granddaughter as PAs.

Saifuddin Soz from J&K and Rishang Keishing from Manipur have appointed their granddaughters.

BSP MP from UP Dr Baliram has appointed his two daughters and wife as PAs.

His party colleague Ramashankar Rajbhar has appointed his two daughters and one son.

BJP MP from Karnataka S Pakkirappa has appointed his son and daughter.

BJP MP from Indore Sumitra Mahajan first appointed her daughter-in-law as her PA in Parliament but when Mahajan was appointed chairman of a parliamentary committee, the same daughter-in-law was appointed PA there too.

Similarly, SP member from Allahabad, Rewati Raman Singh, has appointed his daughter as PA in Parliament and his niece as PA in his parliamentary committee secretariat.

The report further states that 251 PAs of MPs, including some from among the 191 close relatives, are paid much below the minimum wage applicable in Delhi.

The 251 comprise of 202 PAs of Lok Sabha members and 49 PAs of Rajya Sabha members, with some of them being paid Rs 2,000 per month while the minimum wage for even unskilled labourers in Delhi is more than Rs 8,000 per month.

Congress MP from Jammu, Madanlal Sharma, who has appointed his wife and son as his PAs, stresses that he has not violated any rule.

"I am sure I have not violated any rule by appointing my relatives as my PAs.

My son is a law graduate and returned from London.

I depend on him more than anybody. If such appointments are not allowed, I will not do so," he said.Parliamentary experts, however, have a different take.

"This is certainly an ethical issue and related to the conduct of the members," said Subhash Kashyap, former Secretary General of the Lok Sabha.

"This should be considered either by the ethics committees or by the presiding officers of both houses." Ironically though, at least three MPs on the 14-member Lok Sabha ethics committee namely Dara Singh Chauhan, Sumitra Mahajan and Prem Das Rai, and one MP on the 10-member Rajya Sabha ethics panel, E M S Natchiappan, are themselves on the list of MPs employing close relatives as PAs.

"Although there is no bar on appointing close relatives as personal staff, propriety demands that MPs should think and carefully consider before appointing relatives as PAs," said Lok Sabha ethics committee chairman Sis Ram Ola.

The BJP's Ravi Shankar Prasad, who is on the Rajya Sabha ethics panel, said he considered this practice "inappropriate".

"There may not be any legal or ethical issue, but this is a matter of political propriety.

I consider it inappropriate. This is a larger issue in a time when politics is becoming family oriented. We will look at it whenever it comes before the ethics committee," he said.

Sarabjit 'clinically dead' in Pakistan; family to return Wednesday

Amritsar/Lahore, May 1, 2013 [IANS] --- The distraught family of Indian death row prisoner Sarabjit Singh, who was brutally assaulted in a Lahore jail last week, is likely to return home Wednesday after doctors have reportedly indicated that he was "clinically dead".

Raj Kumar Verka, vice chairman of the National Commission for the Scheduled Castes, said in Amritsar Tuesday that he spoke to Sarabjit's sister Dalbir Kaur who told him that doctors have told her that Sarabjit was "brain dead".

"I think that Sarabjit had died earlier. Why did the Pakistan government have to do this drama (of allowing the family to visit him in Lahore) when he was already gone? They sought her permission to remove him from the ventilator," Verka, who was instrumental in securing visas for four members of Sarabjit's family from the Pakistan High Commission in New Delhi Saturday, told media.

Sarabjit's lawyer Awais Sheikh told a news channel from Lahore that Sarabjit's sister had expressed the family's desire to return to India.

"After the doctors told her about Sarabjit's condition, she first told me that they wanted to go back today (Tuesday). But later, in their hotel, they said that they will go back tomorrow (Wednesday) morning," Sheikh told the channel.

Sarabjit Singh, 49, was admitted to a Lahore hospital in a critical condition after a vicious attack on him by fellow prisoners at the Kot Lakhpat Jail April 26. He has been on ventilator support ever since.

India Monday appealed to Pakistan for Sarabjit's release even while a medical board in Pakistan said that he would continue to get treatment in Pakistan and not shifted out.

The ministry of external affairs in New Delhi had asked Pakistan to take a "sympathetic and humanitarian" view on Sarabjit.

Dalbir Kaur, Sarabjit's wife Sukhpreet Kaur and daughters Swapandeep and Poonam, crossed from the Attari-Wagah border checkpost into Pakistan Sunday afternoon to visit him in a Lahore hospital.

He has been on death row in Pakistan since 1990 after being convicted by Pakistani courts for bomb blasts in Lahore and Multan, which left 14 people dead.

Sarabjit's family claims he is innocent, and that he crossed over to Pakistan in August 1990 in an inebriated state and was arrested there.

Police in Pakistan, however, claimed that Sarabjit Singh, known there as Manjit Singh, was involved in terrorist strikes.

Plan Panel approves outlay of Rs 3,650 crore for Manipur

NEW DELHI [PTI/Economic Times] ---The Planning Commission today approved a Plan outlay of Rs 3,650 crore for Manipur for 2013-14, an increase of 4.3 per cent from the previous fiscal.

In 2012-13, the state government had received a Plan size of Rs 3,500 crore.

The plan size was finalised here in a meeting between Deputy Chairman of the Planning Commission Montek Singh Ahluwalia and Chief Minister of Manipur Okram Ibobi Singh.

"We had a very good meeting. Many members have complemented the Chief Minister that Manipur has performed very well in many dimensions. We have agreed for this year a plan size of Rs 3,650 crore, its a big increase over the actual achievement last year," Ahluwalia told reporters here.

"Actual achievement I think is only about Rs 2,100 crore. I had my doubts whether this was feasible, but the Chief Minister and his colleagues have assured me that the pace of work has really picked up," he said.

Appreciating the achievements of the state, Ahluwalia said Manipur has the lowest infant mortality rate in the whole country.

"Many other areas that we have reviewed, our assessment is that in the use of central assistance in the last year, Manipur government has done a very good job, particularly some of the irrigation projects that had been stuck for a long time," he said.

Ahluwalia also mentioned about the delay in getting the funds from the Centre and assured the Chief Minsiter to put in place a mechanism for speedy release of funds.

"I think this is a valid point and some other states have also said this. So we have assured him that we will put in place a mechanism knowing that the working period in Manipur is relatively short. We will put in place a mechanism that the funds that is being provided in the plan will not get held up and get released on time."

However, the Chief Minister of Manipur said that he was not fully satisfied by the plan size, but given the financial crunch the country is facing, he was happy.

"...we are not fully satisfied. But of course, seeing the entire country's financial crunch, we are happy. We are satisfied with this plan size of Rs 3,650 crore," Singh said.

Ahluwalia said that the Planning Commission explained the Chief Minister about the financial situation, as the overall increase in the Central Plan over the budgeted estimate was only about 5 per cent.

"I have explained to the Chief Minister that this is a year of financial difficulty and even in the central government, the overall increase in the Central Plan over the BE (Budget estimate) is only about 5 per cent. so there is no difference between Manipur and the Centre," Ahluwalia said.

He said this is a year in which there is a need to live within the resources.

"Rape is like domestic terrorism" - Preity Zinta

Apri 23, 2013 [Times of India] --- Preity Zinta, the bold onePreity Zinta showstops for Surily at WIFWI'm scared of Delhi: Preity ZintaPreity Zinta shed glam image for cricketED quizzes Preity Zinta for FEMA violations in IPL-II.

Known for her feisty spirit, Preity Zinta is very perturbed by the growing incidents of rape in the country. She attributes it to the fact that Indians have very short memories which is what leads to escalating crimes against women including rape.

The actress who is on a high after her team won the IPL match against Pune Warriors in Mohali on Sunday, is however critical of the social apathy towards crimes against women in the country.

After Nirbhaya, Preity reacted sharply to the brutal rape of the five-year-old girl in Delhi as she took to venting on social media and could not contain her angst even when she was conversing with people.

She says, "We have this whole thing in India about reacting for a very short period of time. We have such short memories. When an incident happens, we react, create jams and protests and we forget about it all and go home and sleep."

Not stopping at that, Preity terms rape also as a form of terrorism. "This (crime against women) is also terrorism, it is domestic terrorism and these culprits unleash terror on women," she vents.

Yet, Preity doesn't think the lapses for the escalating crimes are the onus of the government or the police alone. "Half the time we blame the police for lack of action. But that's not true.

The awareness for stopping these crimes has to come from within each one of us. We as citizens have to wake up to the fact that we have to take action to stop this. This really bothers me a lot. And somewhere even we as women have to take responsibility for saying this is enough," she adds.
