This article traces the historic alliance between the Meiteis of the Imphal valley and the Kuki tribes of the surrounding hills, highlighting the Kukis' critical role in resisting Burmese invasions during the Seven Years Devastation (1819–1826) and their contribution to the restoration of the Kangleipak kingdom. It explores how this alliance deteriorated over time due to colonial policies, institutional classifications, the controversial 1949 merger with India—seen by Kukis as excluding their autonomous Hills—and recent ethnic conflict. Finally, the article proposes a pragmatic "Give and Take" policy aimed at reframing the relationship into one of cooperative "Good Neighbours," wherein Meiteis and Kukis support each other's constitutional aspirations.

Contemporary chronicles and historical studies recognize that during and after this occupation, various hill tribes—including Kuki chieftainships—provided essential refuge, combat support, and intelligence to Meitei groups resisting Burmese forces. 3. *Co-Existence: Autonomous Kuki Hills and the Kanglei Kingdom*
Before colonial restructuring, the Kuki Hills comprised autonomous chieftainships, decentralized governance structures rooted in tribal customary law. 8. *Towards a "Give and Take" Good Neighbourship Policy*
A forward-looking approach proposes a "Give and Take" policy to transform the historical rupture into cooperative coexistence:
Union Territory (UT) for Kukis: Recognizing their historical autonomy and political identity.
Scheduled Tribe (ST) status for Meiteis: Providing constitutional protections and addressing historical exclusions.

NOTES ON POST-1951 DISPLACEMENT AND RE-ESTABLISHMENT
Altogether, 406 Kuki villages were uprooted from Tamenglong, Senapati, and Ukhrul districts due to:
Cold-war-era ethnic hostilities (1956-1988), and Kuki ethnic cleansing (1992–1997).
These uprooted villages were subsequently re-established in present-day Kangpokpi, Churachandpur, Pherzawl, Chandel, and Tengnoupal districts, strictly in accordance with Kuki customary law and traditional village re-establishment practices, and with due traditional permission from the respective Mother Villages.
In addition, new Kuki villages have historically been established in response to natural population growth, following the customary authority of respective sub-clan chiefs.
It is further noted that several MGNREGS-related "illegal villages", largely existing only on paper for job-card generation, and established outside customary and traditional norms, have emerged in recent years for monetary gains.

Kuki Revolutionary Army Leader Arrested
Chongloi, a self-styled Sergeant Major of the KRA, was arrested from the Saikul–Keitheimanbi bridge area. A 9mm pistol, a magazine, and three live rounds were seized from him. He hails from New Saikul village.
The KRA is active in Kuki-dominated districts. Police have registered cases, and Chongloi is in custody for further investigation.

According to the news, the CNA/CNF team is implementing projects named as "Tonzang New Town Development". ZRA has confirmed that there is a drug-based economy and ethnic atrocity behind it.
ZRA has announced that the projects are named development, but are not benefiting the people of Chin and are mainly focused on politics and drug business.

Security Forces Recover Arms, Arrest Two Militants in Manipur Operations
Imphal, Jan 30, 2026: Security forces and Manipur Police carried out separate operations across the state on 29 January 2026 (Thursday) and recovered a large quantity of arms and explosives. Two active militants were also arrested during the operations.
According to Manipur Police, on January 29, 2026, security forces recovered several weapons and other items from the Saikul village area under Churachandpur Police Station in Churachandpur district. The seized items included one automatic rifle with an empty magazine, one local-made bolt action rifle, one .22 pistol with a magazine, one local-made revolver pistol with six rounds, three improvised explosive devices (IEDs), five live rounds of 7.62 mm SLR ammunition, and one pair of boots.
On the same day, Manipur Police arrested two active cadres of KCP (MC Progressive) from the Palace Gate area under Porompat Police Station in Imphal East district. The arrested persons were identified as Akhom David Singh alias Atomba (24), a resident of Ngangkha Lawai Maning Leikai under Moirang Police Station in Bishnupur district, and Potshangbam Johnson Singh alias Abungo (25), a resident of Moirang Khuthekpi under Moirang Police Station in Bishnupur district. Both of them were presently staying at Khumbong Khaidem Awang Leikai under Patsoi Police Station in Imphal West district. Two mobile phones were seized from their possession.
In another operation on January 29, 2026, security forces recovered arms and explosives from the general area of Tarao Lamkhai under Tengnoupal Police Station in Tengnoupal district. The recovered items included three improvised Pompi mortars, one IED, three hand grenades, and one walkie-talkie set with a charger.
Manipur Police said that the operations were part of ongoing efforts to maintain law and order and to prevent unlawful activities in the state.

Roadmap to Resettle Internally Displaced Persons (IDPs)
The Government of Manipur, from time to time, has been apprising the people of Manipur regarding the progress of resettlement of IDPs in the State. As stated in earlier communications, a State Level Committee under the Chairmanship of Chief Secretary, Government of Manipur and with Commissioner – Home Department, Director General of Police, and other senior officials of the Government as members, has been formed to monitor the rehabilitation process in the State. Similarly, District level committees are formed under the District Magistrates. These committees are meeting regularly and conducting rigorous reviews of the rehabilitation process.

The primary aim of the Government is to gradually and securely rehabilitate IDPs, restore stable living conditions, and enable resumption of livelihoods, education and normal community life. The Government's vision extends beyond mere relocation of IDPs from camps to their homes, rather a holistic transition out of Relief Camps with focus on livelihood, education and overall wellness of the IDPs.

By December 2025, more than 2,200 families consisting of about 10,000 IDPs had been resettled. To further this momentum, approximately 7,000 houses have been sanctioned under the Special PMAY-G (Pradhan Mantri Awas Yojana-Gramin) for the reconstruction of fully damaged houses and these units are currently in various stages of completion.

The Government has so far released about ₹ 124.00 Crore for the resettlement of IDPs at various locations. As on today, 2026 about 3,700 families consisting of about 16,500 IDPs have been successfully resettled.

The Government aims to resettle more than 10,000 displaced IDP families consisting of more than 40,000 IDPs by 31st March, 2026.

The Government remains committed to ensure timely and safe rehabilitation of all displaced persons at the earliest.

Fire and Water Can't Be Put Together, Kuki and Meitei Can't Coexist

The irreconcilable differences between the Meitei and Kuki communities have arguably rendered coexistence untenable. The persistent animosity and distrust have escalated to a critical juncture, necessitating a pragmatic solution. The only viable approach is to establish separate administrations, recognizing the distinct identities and boundaries of each community.
The prolonged separation between these groups since 2023 has exacerbated tensions, underscoring the need for a decisive intervention. Declaring a separate state or union territory for the Kuki community would acknowledge their unique challenges and provide a framework for protecting their rights.
The Modi government must seize this opportunity to address the festering issue, prioritizing peace and stability over temporary fixes. It's time for bold action: recognize Meitei areas as Meitei land and Kuki areas as Kuki land, and establish separate administrations respecting their unique histories, identities, and boundaries.
