TSA Condemns Attack on Farmer and Killing of Mrs. Hoikholhing Haokip; Demands Immediate Judicial Probe

MEDIA RELEASE
Friday, the 20th June, 2025

The Thadou Students' Association (TSA) strongly condemns the recent act of violence at Phubala, Bishnupur District, which left a local farmer Ningthoujam Biren Singh of Phubala Awang Maning Leikai, Bishnupur district was shot injured in the paddy field and resulted in the tragic killing of Mrs. Hoikholhing Haokip, a civilian and the wife of the village chief of Langchingmanbi, Kangvai Sub-Division, Churachandpur district during the retaliatory operation by security forces. Mrs. Hoikholhing was allegedly shot point-blank, an act that, if proven true, constitutes a grave violation of human rights and may amount to a fake encounter.

TSA expresses deep sorrow and solidarity with the family of the deceased and the injured. We also raise serious concern over the continued militarization of civilian zones, which endangers innocent lives even after the imposition of President's Rule in Manipur since February 2025. This situation not only undermines the sovereignty of the Indian state, but also calls into question the integrity of the security forces and the effectiveness of the President's Rule under the Hon'ble Governor of Manipur, who is presently overseeing the state government. The softness of state response has shaken public confidence and contributed to a growing loss of hope in the government's ability to safeguard its own citizens.

In response to these grave concerns, the Thadou Students' Association (TSA) appeals to the State Government to:
1. Constitute a time-bound judicial inquiry into the twin incidents; and if necessary, hand over the case to a neutral central agency such as the NIA or CBI for an impartial, independent and transparent investigation;
2. Ensure accountability of the security personnel involved, with suspension pending investigation and conduct an immediate security review to ensure the protection of farmers and civilians, especially in conflict-prone zones; and
3. Provide fair compensation and medical care to the victims and their families.

TSA also appeals to all communities to maintain peace and unity. We also caution the public and the media against circulating unverified information that could incite further unrest.

We reiterate our firm commitment to justice, peace, and the protection of human rights for all communities in Manipur.

Issued by:
(Vicky Thadou)
Spokesperson, Thadou Students' Association (TSA)

Statement: "Thadou is a distinct ethnic group of people. Thadou is not Kuki, or underneath Kuki, or part of Kuki, but a separate, independent entity from Kuki. Any organisation, individuals or elected representative that incorporates "Thadou" but espouses Kuki and mis-portrays Thadou as Kuki or a part of Kuki is illegitimate and does not represent Thadou people and interest" - Thadou Convention Declaration - 2024.

Manipur: No State for Tribals After the Enactment of the 10th Schedule: H.S. Benjamin Mate

The enactment of the Tenth Schedule of the Indian Constitution—commonly known as the anti-defection law—has significantly weakened the political agency of tribal representatives in Manipur. Prior to this law, tribal MLAs held substantial influence in state politics. Meitei Chief Ministers, in their effort to secure leadership and avoid potential no-confidence motions, were compelled to listen to tribal legislators and occasionally deliver on promises made to tribal constituencies. They also refrained from pushing policies overtly harmful to tribal interests, fearing political fallout.

However, the introduction of the anti-defection law changed this dynamic dramatically. Tribal legislators can no longer challenge, oppose, or bring down a government—even when it clearly acts against tribal rights and interests—without facing disqualification. This has rendered them politically impotent. As a result, many tribal MLAs have become subservient to Meitei-led governments, often aligning with the Chief Minister merely to secure limited development projects or personal political gains.

Beyond legislative politics, the Meitei community has extended its dominance by effectively controlling all major national political parties operating in Manipur. Tribal voices and issues are routinely suppressed or excluded from party platforms. State media—both electronic and print—is entirely owned and managed by the Meiteis, resulting in a media landscape where tribal issues are intentionally ignored, misrepresented, or buried.

Being the majority and more economically advanced community in the state, the Meiteis dominate not only the political arena but also the economy, media, bureaucracy, and academia. Even if all tribal MLAs united, they would still make up only one-third of the 60-member Manipur Legislative Assembly. The Meiteis hold 40 seats, representing just 10% of the state's geographical area—the Imphal Valley—while tribal MLAs hold only 20 seats, despite representing over 90% of the state's hilly and often inaccessible terrain.

The inequity goes further. In public employment, Meiteis benefit from both Scheduled Caste (SC) and Other Backward Class (OBC) quotas, amounting to around 70% of reservations, while the Scheduled Tribe (ST) quota for tribal communities is capped at just 30%, despite tribal communities constituting over 40% of Manipur's population. Most educational institutions, universities, and healthcare facilities are concentrated in Meitei-dominated areas, leaving tribal regions underdeveloped and underserved.

Even in resource allocation, disparities are stark. Local area development funds are allotted equally to Meitei and tribal MLAs, despite the vast difference in geographic scope and infrastructural challenges. Worse still, approximately 70% of the state's budget is funneled into Meitei-dominated valley areas, while only 30% is allocated to the tribal hill districts—further entrenching inequality.

Given this persistent political, economic, and developmental discrimination, the future of tribal communities in Manipur is increasingly bleak. The present trajectory offers no space for equity, dignity, or progress for the tribal population.

It is, therefore, imperative that the tribal communities of Manipur rise above internal divisions and unite for a common cause: to demand a separate state within the Indian Union. Only through such a political reimagination can the tribal people hope to live with equal rights, representation, and opportunity—free from systemic discrimination and suppression.

WKZIC  REBUTTAL TO FNCC PR

Ref.No.183/WKZIC-GHQ/(PR)/2023-25, 19th June 2025.
WKZIC  REBUTTAL TO FNCC PR

Regarding the arrogant and underestimation Press Release upon Kuki Community by the called Foothill Naga Co-Ordination Committee (FNCC) of dated, the 18th June 2025, WKZIC hereby implore FNCC to read between lines, the following points here below to know more about Kukis and their territories.

That so far no Kuki SoO designated Camps were located or will not be located in the so called Kacha Naga Areas, as Kukis have vast area of land historically called Khongjai Hills (1741-42) later Kuki Hills (UK Parliament, 1st June, 1921) and Kuki Hills in Kanglei Manipur (1852-1949) demarcated into 4 regions as:

i) British Mombi (Lonpi) Area 1907: Stretching  from whole erstwhile Tengnoupal  now bifurcated into Tengnoupal and Chandel vide. Map No. SA.1/2020/385,Vide Lib/R138/S1/13 - British Map of Mombi (Lonpi) Area.

ii) British Chassad Area 1907: Covering ertswhile Ukhrul now bifurcated into Ukhrul and Kamjong alongwith parts of Sadar Hills upto Senapati bridge vide. Map No.SA.1/2020/385,Vide Lib/R138/S1/63 - (British Map of Chassad Area).

iii) British Jampi Area 1907:*  Includes parts of West Sadar Hills, erstwhile Laijang (Tamenglong) now bifurcated into Tamenglong and Noney and parts of historical Singson Region now Pherzawl vide Map No.SA.1/2020/385,Vide Lib/R138/S1/12 - (British Map of Jampi Area).

iv) British Haokip Reserved 1907 & Songpi Sub-Division 1919:* Vide Mr. Cosgrave's  Order  Misc. Case No.616/1907, Mr. Duncan's Order Misc. No. 402/1934-35, Mr. T.A Sharpe, ICS Order Misc. Case No. 661/1941-42, nullifying Mr. Staward Thim, MSD-PA's Order of Cancellation of HR on 15/7/1938, MANIPUR STATE FORM 11-9 (Judicial), Vide Misc. Case No. 1941-42, signed by T.A. Sharpe, ICS, PM,SD (Hill), dated, the 6th May 1942, Manipur and Sir Nicholas Beatson Bell, Chief Commissioner of Assam appointed B.C. Gasper, ICS as the 1st Sub-Divisional Officer (SDO) of "SONGPI SUB-DIVISION HEADQUARTERS" on the 16th October 1919.

The colonial British, as a punishment to the Warrior Kukis who confronted them from '1917-1919 Kuki Rising' locally known as 'Anglo-Kuki War 1917-1919', intentionally left behind the above stated 4 (four) regions of historical Khongjai Hills (1741-42) of Outer Manipur as KUKI HILLS (UK Parliament, 8 June, 1921), after carving out Naga Hills now NAGALAND, Khasi-Garo-Jantia Hills now MEGHALAYA and Lushai Hills now MIZORAM, as a "Reward for 3000 Naga Labour Corps, 1500 Khasi-Garo-Jantia Labour Corps and 2100 Lushai Corps who, in favour of the British authorities  have gone to France and Mesopotamia for logistic works and as porters during IWW ".

FNCC is hereby implored to be decent and mature in expressing its grievances while using vocabularies such as *"Unprovoke, Immigrants or Refugees"* before knowing realities. We hope you guys are now civilised and no longer like your ancestors anymore in this digital era, but still with same wild mentalities is very unfortunate. Kukis unlike others, till date  have strict "War Ethics" not to fight with others unless provoke or challenge or rights deprieved off or curtailed._

FNCC and brethern Kacha Nagas of Manipur are  reminded to recollect '130  Days UNC Enonomic Blockade' of 2017 (The Indian Express, 19 May, 2017) that also badly effected Kukis which they actually intended to hurt the Meiteis, where Kukis remained calm and quite, as a positive gesture and moral support for the cause of UNC. What shall be your reactions if you were in the shoes of the Kukis? Dear FNCC leaders lets evaluate selves as Humans and as Christians, to live and let live and to co-exist and  to make our land a better place.
