CHASSAD, October 10, 2026: The Kuki Human Rights Forum (KHRF) has strongly condemned the fatal shooting of Pi Domkhonei Tout hang, wife of Pu Lallenmang Tout hang, allegedly by personnel of the India Reserve Battalion (IRB) stationed at Chassad in Manipur's Kamjong district. In a statement dated October 9, 2026, the forum demanded immediate and uncompromising justice for the deceased and her bereaved family.
According to the KHRF statement, Pi Domkhonei was shot in the lower neck by IRB personnel while peacefully protesting alongside local women against the alleged arbitrary arrest and unlawful detention of youths from Chassad village by Tangkhul IRB personnel. She reportedly succumbed to her bullet wound at approximately 9:40 pm, leaving behind her grieving husband, three sons and two daughters.
The forum expressed its strongest possible condemnation and utter outrage over what it described as the barbaric and cold-blooded killing of an unarmed civilian woman exercising her basic right to protest. It termed the incident a heinous crime, a state atrocity and a deliberate provocation that could further aggravate the already volatile situation in Kamjong district.
The KHRF further alleged that elements within the state machinery were complicit in working alongside Tangkhul groups in what it described as the systematic oppression of the Kuki-Zo people. It said such alleged involvement raised serious concerns about the neutrality and credibility of security personnel.
KHRF raises border security concerns
The forum also drew the attention of central national security authorities to allegations that Tangkhul militants operating in Kamjong district were acting in collusion with the Myanmar-based Shanni Nationalities Army (SNA), which the statement described as a terrorist outfit.
According to the KHRF, the alleged alliance between local armed entities and foreign elements along India's international border poses an escalating and direct threat to national security and territorial integrity. These allegations were raised by the forum in its statement.
Demands independent inquiry and immediate action
The KHRF called on the Government of India and the Ministry of Home Affairs to take immediate and decisive action in response to the killing. Its demands include:
An independent judicial inquiry: A time-bound and independent investigation into the fatal shooting of Pi Domkhonei Tout hang.
Arrest and prosecution: Immediate arrest and criminal prosecution of the IRB personnel allegedly involved in the shooting.
Release of detained youths: Urgent release of youths from Chassad village who, according to the forum, were arbitrarily detained.
Neutral security deployment: Immediate deployment of neutral central security forces to safeguard the remaining Kuki-Zo villages in Kamjong district.
The forum emphasised that no uniform, position or institutional authority should place anyone above the law. It further demanded that those responsible for what it described as state-sponsored violence against civilians be brought to justice without delay.
The KHRF reiterated its solidarity with the bereaved family and called for accountability, protection of civilians and urgent intervention by the central government.
