JCILPS to stop entry of 'outsiders' from Jun 1

Imphal, May 30 2013[e-pao]--- The Joint Committee on Implementation on Inner Line Permit System in Manipur (JCILPS) has decided to launch an intense campaign of checking entry and ferrying of 'outsiders' into Manipur from June 1 to 10 .

Speaking to media persons here this afternoon, convenor of the committee Sapamcha Jadumani pointed out that the ultimatum submitted to the Union Home Minister and the Chief Minister of Manipur on May 10 is approaching its final days.

If the Government does not come up with a definite decision regarding implementation of Inner Line Permit System in Manipur by May 31, no outsiders would be allowed entry in Manipur from June 1 to 5 and from June 6 to 10, no 'outsiders' would be allowed movement in any locality of the State.

These points were conveyed to the Government through the ultimatum, Jadumani said.

After submitting the ultimatum, JCILPS representatives held a meeting with Chief Minister O Ibobi on May 20 .

While terming the committee's proposed line of agitation as anti-national, Ibobi appealed to abstain from any such action.

Ibobi also made it clear that the Government would take up befitting action if the proposed agitation is not called off.

Co-convenor of the joint committee Mutum Churamani again quoted the Chief Minister as saying that enforcement of ILPS in Manipur would invite similar demands in other Indian States and it would create a big issue in the country.

The question is, whether extinction of the indigenous people of Manipur is of lesser concern than any problem arising out of implementation of ILPS.

ILPS is currently in force in Mizoram, Nagaland and Arunchal Pradesh but these are not declared as anti-national states, Churamani asserted.

"If the Chief Minister is concerned about disintegration of India because of implementing ILPS in Manipur, then who would bear responsibility when all the indigenous people are wiped out after railway line reaches Imphal because of influx of outsiders into Manipur in millions?" Churamani questioned.

Another co-convenor and media coordinator Somorendro Thokchom said that the State Government is not serious about the issue.

Even as the Manipur Legislative Assembly adopted a resolution on July 13 last year in favour of implementing ILPS in Manipur, neither subject nor object was inserted when copy of the resolution was dispatched to the Ministry of Home Affairs which only exposed that the State Government was never sincere on the public called ILPS, Somorendro decried.

The Chief Minister may be unaware that 20,000 voters of Jiribam AC are outsiders as against 28,000 total voters.

Apart from that, outsiders now constitute a deciding factor during elections in many Assembly constituencies like Thangmeiband, Wangkhei, Uripok, Sagolband, Churachandpur, Kangpokpi and Chandel, he added.

"If the Chief Minister was afraid of disintegration of India, then why did the MLAs took a resolution in the State Assembly and sent the same to the Ministry of Home Affairs?" asked another co-convenor Md Kheiruddin.

He also added that suppression of people's movement with brute force would not bring any permanent solution.

NHRC issues notice to Manipur over mid-day meal scheme

New Delhi, May 30 (IANS)---The National Human Rights Commission (NHRC) Thursday sought a report from Manipur over alleged gross irregularities in mid-day meal schemes in the state-run schools.

The notice was issued following a complaint by a non government organisation (NGO) which alleged that the rice earmarked for school children were being sold in the black market with the connivance of school authorities as such the stipulated amount was not reaching the students.

"Chief secretary, Manipur has been issued notice to submit the report in the matter within four weeks," said an official of the NHRC.

North East girl found dead in South Delhi's rented room Relatives suspect landlord’s hand

NEW DELHI, May 29, 2013 [The Sangai Express] --- A 21 year old girl, identified as Reingamphi Awungshi was found dead today at her rented room in Chirag, South Delhi.
Reportedly, her landlord informed the Police and one of her friends who stays nearby, who in turn passed on the information to her relatives in Delhi.
One of the relatives of the deceased told The Sangai Express that they came to know of the incident at about 11 am.
Awungshi hailed from Chuithui in Ukhrul district.
A CBI team was also called in and after thorough investigation inside closed door, the body was taken to AIIMS morgue at around 5.30 pm.
The autopsy will be carried out tomorrow.
Not ruling out the hand of the landlord and denying allegations of suicide by the landlord, Ningshen, a family representative said, "It cannot be suicide, her (Reingamphy) nose was broken, there was blood spread around her neck and face, there is a wound on her bare feet. She was also holding her mobile phone as well. We suspect murder."
He further told reporters that he also came to know that the brother of the landlady had been trying to get close to her. The said person had also reportedly told her (Awungshi) to not worry about her rent and he repeatedly invited her to his room.
Moreover , other family relatives also alleged, rape and sexual assault.
After persistent enquiry despite all the neighbours who had gathered around the house keeping away from revealing the name of the landlord, two names came up, Raju Pandit and Surender Serawat, the former is the landlord and the latter the builder.
Reingamphy had stayed in the room for about two months. Her rented room was just adjacent to the room of the landlord and his family.

No justice for the family of a Northeast minor girl raped and murdered in Delhi four years ago

"It was really unfortunate and very disappointing to learn that the Judge, Mr. Atul Ghar has acquitted the accused Manoj Thapa on the ground that there was no sufficient evidence to punish him," said Dr. Alana Golmei, General Secretary of North East Helpline who met DCP South Mr.B.S Jaiswal yesterday.
In pursuing the rape-murder case of the 5-year-old Naga girl, who was allegedly raped and brutally killed by Mr. Manoj Thapa (21) here in Mahipalpur on April 17, 2009, Dr. Alana Golmei was shocked and helpless when she heard the Court had acquitted the accused.
Dr. Golmei added there is no justice for the family of a five-year-old girl, who was horrendously raped and brutally murdered four years ago. Even four long years have passed without justice after the rape-murder incident; the accused was still acquitted by the Court in Delhi recently.
The alleged rapist, Mr. Manoj Thapa (21) stayed in the adjacent building and was just another friendly neighbour of the victim's family when he committed the crime in April 2009.
"The alleged murderer Manoj Thapa had several criminal records including a charge of raping a deaf and dumb girl at R.K. Puram in 2004 but it's shocking to learn that the Court has acquitted him without even further investigation," Dr. Alana added.
The DCP South B. S. Jaiswal yesterday said that the police is not convinced with the verdict of the Court and therefore the police have filed an appeal to the High Court and is awaiting for the next hearing, Dr. Golmei told our correspondent.
"We, the North East Helpline is veraciously appealing to concerned authorities and law enforcement agencies to seriously look into the matter so that the family of the victim gets justice without further delay," she added.
The family of the victim came to Delhi from Mhainamtsi village, Peren of Nagaland in the month of January, 2009 to get better employment opportunity as well as to educate their child in a good school. However, their dreams short lived when they lost their only child. The nightmare continues unstoppable till today.

New Delhi, May 23, 2013: Justice delayed is justice denied has become true for the family of a five-year-old girl, who was horrendously raped and brutally murdered four years ago. However, their dreams short lived when they lost their only child. The nightmare continues unstoppable till today.

In pursuing the case, the North East Helpline General Secretary Dr. Alana Golmei and Media Incharge Bruce K. Thangkhal met Mr.B.S Jaiswal, DCP South yesterday. “It was really unfortunate and very disappointing to learn that the Judge, Mr. Atul Ghar has acquitted the accused Manoj Thapa on the ground that there was no sufficient evidence to punish him,” said Dr. Alana Golmei, General Secretary of NE Helpline.

Manipur CM says Centre yet to decide on inner line permit

IMPHAL, May 22, 2013 [ET]--- Manipur Chief Minister O Ibobi Singh has said that Centre is yet to take a decision on the implementation of inner line permit system in the state even as the resolution of the state Assembly on the issue has been sent to the Union Home Ministry.

Speaking at the 'anti-terrorism day' at Congress here last evening, Singh said any organisation should not take any anti-national action while demanding implementation of the inner line permit system in the state.

He said the state government was prepared to detect foreigners who entered the state without valid document but compatriots from other states could not be expelled from the state.

Singh's comment followed the recent statement of the Joint Committee on Inner Line Permit System (JCILPS) that it (committee) would prevent entry of outsiders from June 1 if the inner line permit system was not implemented to protect the separate identities of indigenous people.

Sources in the JCILPS demanded immediate implementation of inner line system like in neighbouring Mizoram, Nagaland and Arunachal Pradesh.

It had said they would prevent entry of outsiders from June 1 to 5 and outsiders, already in the state, would not be allowed to enter local areas from June 6 to 10 as a part of the series of "democratic" stirs it would launch.

JCILPS sources said they were not against outsiders but wanted a system to restrict their entry so that separate identities of the local and indigenous people could be protected.

Manipur activist 'Iron Lady' Irom Sharmila's 1000-word poem

New Delhi, May 20, 2013 [zee news]: A 1000-word "very long" poem, penned by Irom Sharmila, who has been on fast for the past 12 years to protest against what she calls repressive laws allowing widespread human rights abuses, forms part of a new book on the activist from Manipur.

Titled "Birth" the poem concludes "Iron Irom Two Journeys - Where the Abnormal is Normal," a book written by author and documentary filmmaker Minnie Vaid and published by Rajpal and Sons.

The book is based on the life of Irom Sharmila, on factors that triggered the now 40-year-old-activist to began a total hunger strike, without food or water since November 4, 2004 against the Armed Forces Special Powers Act (AFSPA).

"She was 28-years-old at that time and holds the unenviable record of being the longest 'hunger striker' anywhere in the world till date," writes Miinie Vaid from Manipur.

The book also contains interviews of her close family members and those who have helped her over the past 12 years.

Sharmila was a "sensitive youngster deeply interested in society and human beings," says a foreword written by Deepti Mehrotra who has authored two books on the Manipuri activist.

"I will write a poem, a very long poem. It will be a poem of one thousand lines. I will write about society. I will write about my experiences since my childhood. I will write about what I have seen," Sharmila told Deepti while she was in Delhi and in solitary confinement after being arrested for a fast unto death in the year 2006.

Six weeks after returning from Delhi, Sharmila was ready with the poem "Birth" written in "neat lettering in the Bengali script that she had learnt in school."

"Lonely as she may be in her confinement, the poet in her cannot be kept restrained. She has written a long poem - a narrative poem giving an account of her visions," says Tayenjam Bijoykumar Singh, who has translated the poem into English.

"Her lines don't reflect remotely the reason of her fast. She has painstakingly painted a picture of an ideal world where men can live as friends.

"Characters of different personalities as she sees in the preset day society are sketched with meticulous care. If being poor is a crime then one who fights for human justice and justice is a master criminal... She has done a comparative study of two persons, one an indolent and the other a hardworking one," writes Singh. Sharmila had begun her fast after an Assam Rifles battalion had allegedly killed 10 civilians in village Malom near Imphal in November, 2000.

She was arrested three days later and ever since then she has been force fed through a tube in her nose.

Dunned the 'Iron Lady' by her supporters, Sharmila's non-violent resistance has become a nucleus for collective protest against AFSPA, which allows security men to even kill a person on suspicion without the fear of facing a trial in court.

Meanwhile in the new book, author Minnie writes, "The one towering influence in her life, one that remained an inspiration through all her actions, was an illiterate woman with extraordinary willpower- Sharmila's dadi (paternal grandmother)."

"Today if I am inspired my our dadi, a woman of great resolve, active in social movements including the Nupi Lal, the Manipuri woman's war in 1939," Singhajit, the brother of Sharmila is quoted as saying.

The book also contains an interview of Sharmila at the Magistrate's court in Imphal.

First World Zomi Convention Declaration 1988

FIRST WORLD ZOMI CONVENTION
Venue: Champai: Mizoram
May 19–21, 1988

DECLARATION

“We, the people of Zo ethnic group,

Inhabitants of the highlands in

The Chin Hills and Arakans of Burma,

The Chittagong Hill Tracts of Bangladesh,

The Mizoram State and adjoining hill areas of India

Are descendants of one ancestor.

Our language, our culture and tradition,

And no less, our social and customary practices

Are clear evidences of these ethnological facts.

Further, our historical records,

And footprints both written and unwritten

In the sands of time testify

To the truth of our common ancestry.

Much against the interest for preservation,

Consolidation and progression of our ethnic identity,

The British colonial rulers after subjugating us

During the later part of the 19th century,

Exercised the imperialistic policy

Of ‘Divide and Rule’.

As a result, our ancestral homeland was divided,

So were members of the Zo community distributed

Like cattle sold and separated.

Adding grave insult to injury,

The emergence of the sovereign state

Of India, Burma and Pakistan in 1940s

Had the administrative fragmentations aggravated

And gave birth to deeper agonies of separation

For the constitutional laws of respective countries

Divided Zo ethnic origin into different nationalities.

For better part of the century,

Largely because of our limited outlook

Both in terms historical and political,

The gravity of our uncertain situation

And the danger for our ethnological demise

Received no meaningful political response.

The genocidal threat of neo-colonialism

Against our Zo ethnic survival

Still remain ever unprecedented.

Now with political consciousness gaining momentum,

And the spirit of nationalism quickening us

Come fuller realization of our human rights

And of our political prerogatives

We cannot but feel burdened

With the paramount importance of Zo Reunification

For preservation and existence of Zo ethnic identity.

Re-asserting, therefore, our faith and confidence

In the code of comity of nation

For redeeming injustices done to Zo ethnic origin,

We, the delegates to the First World Zo Convention of Zo Reunification

Ethnically enshrined on this day

In Twentieth Day of the Month of May

In the year of our Lord Nineteen Eighty–Eight

Upon the altar of Zo Reunification

As under:

CHARTER OF AGREEMENT

I

We solemnly affirm the truth

That members of Zo ethnic origin

Now living in Burma, India and Bangladesh

Are people of common ancestry

Speaking a common language,

Blessed with common social,

Cultural and religious background,

And destined to common political fate and destiny.

II

We sincerely pledge and affirm

Solidarity and integration to take on

A just struggle for Zo Re-Unification

Under one Administrative umbrella

In conformity with the resolution of the Chin–Lushai Conference

Held at Ford William, Calcutta

On January 29, 1892.

III

We firmly hold the universal truth

That our political aspirations for Zo Reunification

Regardless of international boundary constraints

Are the inalienable rights of all Zo ethnic origin.

Further, we solemnly acknowledge the claim

For Zo Re-unification to be wholly legitimate.

IV

We firmly adopt the principle of non-violence

For attaining the Zo Re unification.

V

We sincerely appeal to the consciences

Of all heads of States and Governments

Under whom Zo Communities are citizens respectively

To recognize and acknowledge

The rightful claim for Zo Reunification.

Further, we appeal to one and all

Believing in the Universal Human Rights

To lend support to the just struggle

For Zo Reunification

At all levels and at different stages.”

In order to promote the just struggle

For Zo Re-unification –

We solemnly affirm and resolve

That a loose political forum

Called the “ZO RE–UNIFICATION ORGANISATION” be formed.

3 newspaper employees killed in Tripura, "strike" tomorrow to protest murders

Agartala, May 20, 2013 [IANS] ---Opposition parties have called a 12-hour shut-down in Tripura Tuesday to protest the killing of three newspaper employees who were murdered at their office here, a Congress leader said.
The three employees of 'Dainik Ganadoot', a vernacular daily were killed by unidentified assailants Sunday.
"Chief Minister Manik Sarkar must resign owning moral responsibility to this barbaric crime. Congress has called a 12-hours strike in and around the Agartala city Tuesday to protest the incident," Congress spokesman and party legislator Asish Saha told reporters Monday.
Ruling Communist Party of India-Marxists (CPI-M) has also asked the government run by the party to probe the incident and nab the culprits.
Sarkar, who holds the home profolio, condemned the incident and asked police chief Sanjay Sinha to take appropriate actions to book the criminals.
Tripura Pragatishil Gramin Congress, a breakaway faction of the Congress, has also called a dawn-to-dusk state-wide strike Tuesday to protest the killing.
Information Minister Bhanu Lal Saha, Tripura Pradesh Congress chief Sudip Roy Burman, opposition leader Ratan Lal Nath and host of other leaders have also condemned the incident.
According to the police, two armed assailants Sunday came by a motorcycle and barged into the office of 'Dainik Ganadoot'. They stabbed to death, proof reader Sujit Bhattacharjee, 32, and seriously wounded manager Ranjit Chowdhury, 60, and driver Balaram Ghosh, 40, both of whom died on way to hospital.
The editor-cum-proprietor of 'Dainik Ganadoot', Sushil Chowdhury, who lives in the same building, told police that the assailants allegedly wanted to kill him but they killed the manager in a case of mistaken identity.
Police alerted all the police stations across Tripura, Border Security Force deployed along the India-Bangladesh borders and security forces posted at the airport to step up vigil so that the killers could not escape from the state.
The state is surrounded by Bangladesh on three sides.
