Prayer to expedite Indo-Myanmar Border trade at Behiang

Republic of the Union of Myanmar


 Subject: Prayer to expedite Indo-Myanmar Border trade at Behiang, Manipur, India

Respected Sir,

With due honour, at the outset, I would like to draw your kind attention and necessary action thereof with regards to the above cited subject.

To begin with, this memorandum is submitted to you out of my personal concern, however, it represents the concern and voices of the people. As you may be aware, people inhabiting the present Chin State of Myanmar, Southern part of Manipur, India as well as the present State of Mizoram, India have a shared cultural, linguistics and historical affinities.


They were divided by the Britsh colonizers without their consent and knowledge. Henceforth, they were divided by international and national boundaries. They have been yearning for cultural, emotional and political reunification since long back. Adding salt to the already wounds, they were known and called by different names like Chin/Kuki/Mizo/Zomi.

In this context it is a right and positive step taken by both the Governments of India and Myanmar to set up a border trade at Behiang, India. Setting up of border trade will not only alleviate poverty, which is rampant both sides of the border but will also result in closer economic ties between the two neighbours.

However, it is pathetic to note that the agreement to set up border trade at Behiang could not be turned into reality till date for reason best known to those in power. I, therefore, beseech your good office to put pressure to those in power to expedite Behiang border trade centre for the following reasons:

1. Setting up of border trade will automatically improve both road and railway connectivities,

2. It will, no doubt, cement unity and bring emotional bondness across the border,

3. Last, but not the least, it will bring prosperity and will eradicate poverty.

အထက္ပါအေၾကာင္းအရာကိစၥႏွင့္ပတ္သက္၍ လူႀကီးမင္းအေနျဖင့္ အေလးအနက္ထားရန္ လိုအပ္ေသာ အေရးယူ ေဆာင္ရြက္မႈ လုပ္ေဆာင္ေပးပါရန္ ကၽြႏ္ုပ္အေနျဖင့္ ေလးစားစြာ ေမတၱာရပ္ခံလိုပါသည္။

ယခုကဲ့သို႔ တင္ျပျခင္းသည္ ကၽြႏ္ုပ္တစ္ဦးတစ္ေယာက္တည္း၏ လူႀကီးမင္းထံသို႔ တင္ျပျခင္းျဖစ္ေသာ္ လည္းဘဲ ၄င္းေဒသရွိ ႏွစ္ႏိုင္ငံေဒသခံျပည္သူလူထုတို႔၏ ဆႏၵႏွင့္ လိုအပ္ခ်က္မ်ားကို တစ္ထပ္တည္းကိုယ္စားျပဳပါ မည့္အေၾကာင္း ေလးနက္စြာ ယံုၾကည္မိပါသည္။

လူႀကီးမင္းသိရွိနားလည္ထားၿပီးသလို လက္ရွိျမန္မာႏိုင္ငံ ခ်င္းျပည္နယ္တြင္ေသာ္လည္းေကာင္း အိႏၵိယ ႏုိင္ငံ မဏိပူရ္ျပည္နယ္ေတာင္ပိုင္းႏွင့္ မီဇိုရမ္ျပည္နယ္တို႔တြင္ မွီတင္းေနထုိင္ၾကေသာ လူမ်ဳိးစုအသီးသီးတို႔သည္ ယဥ္ေက်းမႈအရေသာ္လည္းေကာင္း၊ ဘာသာစကားအရေသာ္လည္းေကာင္း၊ သမိုင္းေၾကာင္းအရေသာ္လည္း ေကာင္း အမ်ဳိးရင္းခ်ာေတာ္စပ္၍ ခြဲျခားမရေသာ မ်ဳိးႏြယ္စုမ်ား ျဖစ္ၾကပါသည္။

အဆိုပါေဒသမ်ားကို နယ္ခ်ဲ႕ကိုလိုနီအဂၤလိပ္မ်ားက ၄င္းတို႔၏ ဆႏၵသေဘာထားအလ်င္းမပါဘဲႏွင့္ ခြဲျခား အုပ္ခ်ဳပ္ၿပီး ႏိုင္ငံတကာနယ္နိမိတ္မ်ားျဖင့္ စည္းျခားထားခဲ့ေသာ္လည္း ၄င္းလူမ်ဳိ:စုမ်ားသည္ ေရွးယခင္ကတည္းက ခ်င္း၊ ကူကီး၊ ဇိုမီး၊ မီဇိုအျဖစ္ အသီးသီးကြဲျပားစြာ နာမည္အမ်ုဳိးမ်ဳိးျဖင့္ ေခၚဆိုၾကေသာ္လည္း  တူညီေသာ စိတ္ခံစားခ်က္၊ တူညီေသာ ဓေလ့ထံုးတမ္းမ်ားႏွင့္ ႏိုင္ငံေရးအရ ေသြးစည္းညီညြတ္ေပါင္းစည္းခဲ့ေသာ အမ်ဳိးရင္းမ်ား ျဖစ္ပါသည္။

သက္ဆိုင္ရာႏွစ္ဖက္အစိုးရတာ၀န္ရွိသူမ်ားမွလည္း Behiang-Cikha ေဒသ၌ နယ္စပ္ကုန္သြယ္ေရးစခန္း ဖြင့္လွစ္ႏိုင္ရန္ ႀကိဳးစားေျခလွမ္း လွမ္းလ်က္ရွိသည္မွာလည္း ေဒသခံႏွစ္ဖက္ႏိုင္ငံ ျပည္သူလူထုအတြက္ အားတက္စရာ အမွန္တကယ္ျဖစ္ပါသည္။ Behiang-Cikha ေဒသတြင္ နယ္စပ္ကုန္သြယ္ ေရးစခန္း အမွန္တကယ္ ဖြင့္ျဖစ္ပါက ႏွစ္ဖက္ႏိုင္ငံနယ္ စပ္ေဒသရွိ ျပည္သူလူထု၏ လူမႈစီးပြားဘ၀အရွိန္အဟုန္ျဖင့္ တိုးတက္၍ ဆင္းရဲမြဲေတမႈတိုက္ဖ်က္ရာတြင္လည္း ထိေရာက္စြာ အက်ဳိးျပဳ၍ ႏွစ္ႏိုင္ငံကူးလူးဆက္ဆံေရးႏွင့္ စီးပြားေရး အခြင့္ အလမ္းမ်ားစြာ ဖန္တီးေပးမည္မွာ ဧကန္မုခ်ျဖစ္ပါသည္။

ေလးစားအပ္ပါေသာ ၀န္ႀကီးခ်ဳပ္ခ်င္ဗ်ား-

အထက္ပါကၽြႏ္ုပ္ေမတၱာရပ္ခံခ်က္ႏွင့္ တင္ျပခ်က္မ်ား လက္ေတြ႕အေကာင္အထည္ေဖာ္ဖို႔မွာ လူႀကီးမင္း တို႔ တရား၀င္ျပည္သူ႔အာဏာက်င့္သံုးခြင့္ရွိေသာ ႏွစ္ဖက္ႏုိင္ငံအစိုးရတာ၀န္ရွိသူမ်ားမွ ေဆာင္ရြက္မွသာလွ်င္ ေအာင္ ျမင္ႏုိင္မည္ ျဖစ္ပါသည္။

သို႔ျဖစ္ပါ၍ ကၽြႏ္ုပ္အေနျဖင့္ လူႀကီးမင္းအား ေအာက္ပါအခ်က္မ်ားကို ေရွးရႈ၍ အျမန္ဆံုးအေကာင္ အထည္ ေဖာ္ေပးပါရန္ လူႀကီးမင္းႏွင့္တကြ  သက္ဆိုင္သူအားလံုး အႏူးအညြတ္ေတာင္းဆိုအပ္ ပါသည္။

(၁) Behiang-Cikha နယ္စပ္ကုန္သြယ္ေရးစခန္း ဖြင့္လွစ္ျခင္းအားျဖင့္ ႏွစ္ႏိုင္ငံလမ္းပန္းဆက္သြယ္ေရး ပိုမိုျမန္ဆန္ေခ်ာေမြ႕ ေစမည္ျဖစ္ပါေၾကာင္း၊

(၂) အဆိုပါ ေဒသရွိ ႏွစ္ႏိုင္ငံနယ္စပ္ေဒသခံျပည္သူမ်ား လြယ္ကူေခ်ာေမြ႕စြာ ကုန္စည္ဖလွယ္ကူးလူး ဆက္ ဆံျခင္းအားျဖင့္ အျပန္အလွန္အက်ဳိးျဖစ္ထြန္းမႈ၊ အျပန္အလွန္နားလည္မႈ အက်ဳိးေက်းဇူးမ်ား ရရွိခံစားေစမည္ ျဖစ္ပါသည္၊

(၃) ႏွစ္ႏိုင္ငံနယ္စပ္ေဒသရွိ ေဒသခံျပည္သူမ်ား ဘ၀ပိုမိုသာယာ၀ေျပာေစၿပီး ဆင္းရဲႏြမ္းပါးမႈအမွန္တကယ္ ေလ်ာ့က်ေစမည္ျဖစ္ပါေၾကာင္း ကၽြႏ္ုပ္အေနျဖင့္ ေလးေလးနက္နက္ယံုၾကည္မိပါသည္။

2 men arrested in USRA Chief murder case

IMPHAL — Imphal East District Police have arrested two men in connection with the murder case of USRA chief Lalminthang Vaiphei on 29 Aug 2018.

The arrested were identified as Thanglenlal Misao (32) s/o Seiboi Misao of Saikul S. Khunou and Thangpi Vaiphei (29) s/o Ginkhopau Vaiphei of T. Gangphai village.

USRA outfit appoints woman as its Chief


Woman for the first time heads an UG outfit in Manipur

LAMKA — Mrs. Ngaikim w/o (late) Lalminthang Vaiphei, Commander-in-Chief of United Socialist Revolutionary Army (USRA) has been appointed as its new President, after the murdered of her husband.

The C-in-C of USRA was allegedly shot dead by unknown gunmen in the heart of Lamka town on August 22, 2018.


USRA cabinets has unanimously selected the slain’s wife in placed of the deceased president.  The outfit is a member of Kuki National Organisation (KNO) which is under the Suspension of Operations (SoO) with the Government of Manipur.

Demand ‘Territorial Council’ for the Zo Peoples


THE MIZO Students’ Union (MSU) and the Mizo Zirlai Pawl (Mizo Students’ Association/ MZP) are thrill on hearing the political development for the entire Zo people that the two organisations of Kuki National Organisation (KNO) and United Peoples’ Front (UPF) are united in one accord for political settlement and thereby a series of tripartite political talks have been going on with the representatives of Government of India, Government of Manipur and the negotiating team of both the KNO and UPF.
MSU and MZP sent letter to KNO and UPF collective leaderships saying “not to miss the chance for long-lasting solution of the political problem of the whole of Zo peoples under the present Manipur State”.
Here is the Letter dated the 23rd August, 2018.

Subject: Territorial Council for the Zo Peoples.
Dear Zo Brothers,
We, the Mizo Students’ Union (MSU) and the Mizo Zirlai Pawl (Mizo Students’ Association) [MZP] are thrill on hearing the political development for the entire Zo people that the two organisations of Kuki National Organisation (KNO) and United Peoples’ Front (UPF) are united in one accord for political settlement and thereby a series of tripartite political talks have been going on with the representatives of Government of India, Government of Manipur and the negotiating team of both the KNO and UPF.
We have learnt from a reliable source that the KNO and the UPF submitted a joint Memorandum to the Government of India for a separate state, however the government is ready only for Territorial Council under the provisions of the Sixth Schedule. For that matter, the KNO and UPF constituted a Drafting Committee for the Autonomous Territorial Council (ATC). As per our understanding, the draft was submitted with consensus, focusing on the powers and functions for the proposed ATC rather than the vexed and contesting names for the Territorial Council since the Zo peoples in Manipur were called by different names. We were hopeful that the ATC would be given an appropriate name with consensus which is rooted in our culture.
When, on June 29, 2018, the KNO and UPF came up with two proposed names viz. Khul Territorial Council and Zalengam Territorial Council for discussion with civil society organisations, we were hopeful of a lasting solution for our brethren in Manipur. However, such hope was short lived by the meeting on July 10, 2018 at Kangpokpi where the KNO leaders backtracked on the earlier decision with regard to the name for the Territorial Council. To us, all these is also very perturbing.
We were worried that the KNO and UPF would separately approach the Government of India which may be seen as a sign of disunity among the Zo peoples which may impair the process of our cherished political negotiation.
Thus, we feel oblige to write letters of same contents to President of KNO, the Chairman of UPF, the Convener and the Joint Convener of Negotiating Team of KNO-UPF as it is critically important that you would stand firm on the bond of unity in the truest spirit to take the task of Zo nation-building process forward.
And, it is desirable from our point of view, if there is no consensus between KNO and UPF, the Name of the Territorial Council includes the term ‘Zo’ as it appears to be acceptable to all Zo-fate (Zo-descendants). In fact, all of us accept that we are an entity culturally, but due to various names by which we were known and called ourselves, we cannot transmute cultural entity into political entity. lt also appears to be most relevant in promoting Zo brotherhood and unity, not only who are living in the present State of Manipur alone but also the Zo Peoples all over the world. It is our firm belief that our Zo brothers in Manipur under KNO and UPF would become the torch-bearers in leading the project of Zo nation-building by adopting a name for their proposed Territorial Council which is in consonance with the vision of a shared future for all Zo peoples. We ask of them to imprint ‘Zo’ as a political recognition for our people in Manipur. Unity and brotherhood is our top priority in the Zo Nation building process not the variations or names of different groups. We are, indeed, inseparable and not detachable but connected in spite of artificial boundaries.
We, fervently beseech to the KNO and UPF collective leaderships not to miss the chance for long-lasting solution of the political problem of the whole of Zo peoples under the present Manipur State. It is our view that territorial council for the Zo people in Manipur is an important beginning step in realization of our ultimate political goal and rights, the Re-Unification. Manipur: Landslide kills 21 in Chandel

NEW DELHI, 01 AUG 2015 — In a shocking incident, a landslide killed atleast 19 persons in Manipur.

Landslide in Chandel district, Manipur on Aug 01, 2015. 
Joumol village, under Chakpikarong sub-division of Chandel district, was almost completely swept away by a massive landslide in the early morning of August 1st, 2015, leading to the death of 19 villagers including women and children.

Some reports say 21 died.

Friends from Sugnu area of Chandel district also confirmed that many people died in Joumol, which is a far-away village located in the border of India and Myanmar.

Joumol has 21 families with a population of 96, of which 53 are males while 43 are females as per Census 2011.

Mr Jason A Shimray, Secretary (R&DM), Govt. of Manipur send a message today to the Deputy Commissioner (DC) Chandel, Superintendent of Police (SP) Chandel, Autonomous District Council (ADC) Moreh, and Sub-Divisional Police Officer (SDPO) Moreh.

“The District Administration Chandel has verbally reported that 20 villagers of Joumol village have been swept away by landslide today 01-08-2015 morning at 6.30 AM including 12 houses. Joumol is located 83 kms (motorable) Holenjang + 15 kms (non motorable) from Tengnoupal HQ, Rescue Operations undertaken by Assam Rifles and Villagers from nearby, Aibol Joupi 4 kms away. Only 1 (one) villager could be saved,” Mr Shimray stated.

Many people are now in distress and helpless after the tragic incident.

Air rescue operation is currently underway in Chandel, as latest sources reported.

Manipuri Boy Assaulted By 4 Men in Bangalore

BANGALORE, JULY 27, 2015 — A Manipuri youth allegedly beaten up by four men in Byrathi Cross, Kothanur in Bangalore on Sunday night at around 5.30pm. The injured victim identified as Thongkholim Haokip, hailing from Bijang village, who was immediately rushed to hospital where he received medical treatment, as informed by Kuki Students Organisation (KSO) Bangalore. KSOB is helping the victim and pressing the police to nab the culprits.

Manipur economy growing at 9 per cent: Governor


A session of the Manipur Assembly began with Governor VK Duggal addressing the house of 60 members today. The session will have six sittings till March 3. Governor Duggal in his hour-long address said that the State economy is continuing to grow at a reasonably good pace. The growth rate was about nine per cent during the 2012-13 financial year which is higher than the average of 6.5 per cent registered during the 11th Five Year Plan. He also said the State’s finances are showing signs of improvement.
Manipur has been awarded “Krishi Kramman Award” by the Government of India in small State category for the second consecutive year for foodgrain production, Duggal added. He informed a Manipur Bhavan will be constructed in Bengaluru while a Ima (ladies) market will be set up at Imphal to accommodate 2,000 women vendors at a cost of Rs 49.34 crores.

Manipur CM tables Budget estimate for next fiscal


February 24 2014 : Chief Minister Okram Ibobi who is also in charge of Finance Department today tabled a tentative budget estimate for the financial year 2014-15 .
As a new Government would be set up at the Centre after the 16th Lok Sabha election, a definite plan outlay for the next financial year could not be fixed as yet.

The tentative budget estimate was tabled for taking Vote of Accounts so that the State Government can make necessary expenditures for the months of April to July this year with due approval of the House.

Tabling the tentative budget estimate, leader of the House O Ibobi stated that the Government is expecting Rs 7993.65 crore including Rs 7447.43 crore from revenue receipt and another Rs 456.22 crore from public account receipt during the financial year 2014-15.Figures for revenue and capital receipts under Plan are still tentative.

The estimated annual receipt will undergo some changes when the annual plan outlay is fixed, Ibobi stated.

It is estimated that the Government would get Rs 560.73 crore from the State's own taxes and another Rs 284.08 crore from non-tax receipt during the next financial year.

Revenue expected from value added tax is Rs 439.90 crore.

Tax share receipt estimated according to the central budget for 2014-15 is Rs 1753.36 crore.

The State would get Rs 1428.65 crore from the 13th Finance Commission and this include revenue deficit.

Expenditure estimates for 2014-15 are Rs 2643 from Plan sector, Rs 4975 from non-Plan head and Rs 622.39 crore from the remaining balance of central plan schemes and NEC schemes.

The total figure of estimated expenditures is Rs 8240.39 crore.

Even as the Chief Minister proposed a tentative plan outlay of Rs 2643 for 2014-15, he maintained that the figure would change after consulting the Deputy Chairman of the Planning Commission.

Fiscal deficit during the year 2014-15, as calculated based on the tentative estimates, would be Rs 514.48 crore which is 3.43 per cent of the Gross State Domestic Product (GSDP) .

Later, the leader of the House moved a Vote of Accounts for the four months (April-July) .

The Chief Minister then tabled the supplementary demand for grants for 2014-15 .
