Women activists in #Manipur are deliberately blocking routes and interfering in Operations of Security Forces. Such unwarranted interference is detrimental to the timely response by Security Forces during critical situations to save lives and property.

Acting on specific intelligence, operation was launched in Village Itham (06 km East of Andro) in Imphal East by Security Forces today morning. Specific search after laying cordon was undertaken to avoid hardships to other locals in the area. In the ensuing operation, 12 KYKL cadres were apprehended alongwith arms, ammunition and War like stores. Positive Identification of Self Styled Lt Col Moirangthem Tamba alias Uttam (Mastermind of 6 DOGRA ambush case of 2015) amongst the 12 apprehended cadres was done. Mob of approximately 1200- 1500 led by women & the local leader immediately surrounded the target area and prevented Security Forces from going ahead with the operation. Repeated appeals to the aggresive mob to let the Security Forces carry on with operation as per law did not yield any positive result. Keeping in view the sensitivity of use of kinetic force against large irate mob led by women and likely casualties due to such action, considered decision was taken to hand over all 12 cadres to local leader. Own Columns lifted the cordon and left the area with weapons and War Like Stores recovered from insurgents. Mature decision on part of Operational Commander shows humane face of the Indian Army to avoid any collateral damage during the ongoing unrest in Manipur.

Sporadic incidents of attacking Kuki-Zo villages continue unbated from heavily Armed Meitei terrorist till today.

This morning (29/6/2023) at around 5:48 AM heavily armed Burma-based Meitei Terrorists who sneak into India/Manipur to terrorise the peace loving Kukis attacked Tangnuam/Haraothel and L.Munlai villages near Leimakhong in Kangpokpi District.

COTU condemned this attack from Meitei terrorist in the strongest term. We also condemned the torching of two houses at Mission veng near Leimakhong by the Meira Paibis.

This is to clarify that it is the Meitei terrorists who attacked Kuki-Zo villages and We are defending ourselves. The proof is that all incidents are happening only at Kuki-Zo village.

Manpiur CM & Governor has claim that peace has been restored in Manipur, then why is sporadic attacks and killings on the helpless Kuki-Zo continue unbated till today?

I want to draw the attention of the Central Government that Separate Administration for the Kuki-Zo is the only Solution to end this ethnic violence.

Subject: Request to facilitate the concerns of the tribals of Manipur. 

Respected Sir,

The ethnic clashes in Manipur have unleashed untold hardships on tens of thousands of civilians, with no end in sight. Governance has totally collapsed after almost 60 days of violence, with the army and central security forces being our only protectors.

While both sides have suffered, the tribals have faced the brunt of the violence because of their size (53 percent of the state’s population is Meitei while the tribals who are being targeted constitute just 16 percent) and because the government and the state police, which is controlled by the Meiteis, have openly sided with their community. (40 out of 60 lawmakers are Meiteis, including the chief minister)

Since the start of the violence on May 3, the Indigenous Tribal Leaders’ Forum (ITLF), an umbrella group of the tribals, has recorded 106 deaths among the tribals. Over 201 tribal villages have been burnt which include over 7000 houses burnt, 356 churches have been demolished and the number of displaced tribals has reached 41,425.

This was not a spontaneous event arising out of a misunderstanding between two communities, but a carefully orchestrated plan by the N. Biren Singh-led government and its radical non-government allies to fulfill their majoritarian agenda of usurping tribal lands and initiating an ethnic cleansing. This is why they have suddenly referred to all tribals in the state as “foreigners”.

The Coordinating Committee on Manipur Integrity (COCOMI), an umbrella group of several Meitei organisations, has declared a “National War” on tribals, while militant group Meitei Leepun’s chief Pramot Singh threatened during a TV interview to wipe out all Kukis from Manipur. More than 4000 weapons were looted from the State Armoury to terrorized the tribals. There is ample reporting by the national media of armed Meitei groups led by rogue state police commandos attacking tribal villages while the womenfolk block security forces from aiding the hapless villagers.

The radicalisation of the Meitei populace began after N. Biren Singh became chief minister, with the Imphal valley-based media, the CM, and radical intellectuals constantly feeding the people with the false narrative of “foreigners” and “poppy cultivator” infiltrating en masse.

The incendiary statements by Meitei leaders, the lies perpetuated by the chief minister and the media, and the repeated attacks on tribal villages by Meitei mobs mean that tribals can never put their trust in the majority community again.

The unending attacks have resulted in the total physical separation of tribals and Meiteis in different geographical areas. After so much blood and trauma, there is no possibility of the two sides living together again. The majority community has also clearly communicated their wish to be separated from tribals by chasing us out of the valley.

This is why we, the tribals, are demanding a totally separate administration from the Manipur government under the Indian constitution. We pledge to be good neighbours when peace returns.

For peace and fairness to be restored, we also demand the imposition of President’s Rule so that the communal government led by N. Biren Singh will not be able to continue its anti-tribal agenda. The person responsible for the violence cannot be part of the peace process.

We, therefore, urge you to take the matter of facilitating the total separation of the tribal people from Manipur to the Congress leadership and also to the concerned officials of the Government of India. We also request you to raise the matter with the Union Home Minister in favor of separate administration for the tribal people.

ITLF rejects dialogue with Manipur CM Biren


Press Note, 26 June 2023:  The Indigenous Tribal Leaders’ Forum (ITLF) rejects any offer of dialogue with Manipur Chief Minister N. Biren Singh, and will not hold talks in any form with his government.

The CM’s intention of reaching out to stakeholders following a meeting with Home Minister Amit Shah comes too late. After the loss of so many innocent lives and properties and the untold hardships faced by the Kuki-Zo tribals, there is no point in talking about peace without a political solution.

Around 106 tribals have been killed, 201 villages burnt, over 5000 houses burnt and 355 churches destroyed, while 41,425 tribals have been displaced by the conflict. We have reached a point where the Kuki-Zo community can no longer live together with the Meiteis.

N. Biren Singh, the perpetrator of the current ethnic violence whose hatred for the Kuki-Zo community resulted in the genocide of the Kuki-Zo community, cannot be the harbinger of peace. All tribals and a large section of his own Meitei community have lost faith in his leadership and his government.

ITLF has held talks with various dignitaries including Union Home Minister Amit Shah, where Kuki-Zo tribals have voiced our demands including our political aspiration of total separation from Manipur. Our political demand is in sync with the demand of our 10 MLAs and other CSO groups. 

The ITLF has exhausted our avenues for dialogue, and it is now crucial for the Government of India to concentrate on finding a solution to our political demand as soon as possible to bring lasting peace in Manipur.

The ITLF also urges all CSOs and tribe leaders from the Kuki-Zo community to maintain unity and not to participate in any form of dialogue with the CM and his administration. If anyone is known to be in contact with the state government, stringent action will be taken as necessary.

Pherzawl Forest Office Set on Fire to Protest State-Sponsored Ethnic Cleansing of Tribals

Pherzawl, June 24, 2023: The Divisional Forest Office in Pherzawl, the district headquarters of Pherzawl District, was set on fire this morning at around 7:30 am in protest against the "Manipur state-sponsored ethnic cleansing campaign" against the tribals.

The office recently completed, but non-functional, was totally destroyed, according to sources.

The district is inhabited by the Hmar tribe which belongs to the Chin-Kuki-Mizo group of tribes.

Locals also said that signboards with 'Manipur' have been erased from all state government offices and replaced with 'Mizoram'.

The tribals said they have no options left, but to seek a separate administration in the form of a Union Territory or merge with Mizoram.
