Subject: Memorandum from the women of the Kuki-Zo community seeking urgent judicial intervention into the N. Biren Singh audio tape case and immediate action against the armed attack on Mulam and Songphel Kuki villages of 24th April 2026 — for the restoration of justice, truth and accountability in Manipur.

Hon'ble Prime Minister Sir,

We, the women of the Kuki-Zo community of Manipur, through the Kuki Women Organisation for Human Rights (KWOHR) and the Kuki Women Union, General Headquarters (KWU GHQ), most respectfully approach your kind office on two grave matters that strike at the very foundations of the rule of law, the dignity of human life, and the constitutional rights of the people we represent.

Sir, as mothers, wives, sisters and daughters, we have borne the heaviest cost of the violence that has engulfed Manipur since May 2023. We have buried our loved ones, sheltered the displaced, raised orphaned children and held our community together through nearly three years of suffering. The events of recent days have once again brought our State to the brink. It is with anguish, but also with abiding faith in the Constitution of India, that we now place these matters before you.

I.  THE N. BIREN SINGH AUDIO TAPE CASE

The leaked audio recordings, currently before the Hon'ble Supreme Court of India and widely reported in the national press, contain statements attributed to the former Chief Minister of Manipur, Shri N. Biren Singh, that strongly suggest direct complicity of the highest political office of the State in the ethnic violence unleashed against the Kuki-Zo community. The disclosures raise the gravest possible questions of constitutional propriety, criminal accountability and abuse of public office.

Despite the seriousness of the matter, no concrete action has been taken to date. The continued silence is deeply demoralising for the women and children who have lost husbands, sons, fathers and homes, and it erodes the public's faith in the impartiality of the State.

We respectfully submit that the credibility of the Union Government's commitment to the rule of law in Manipur is now inseparable from the manner in which this case is pursued. A time-bound, independent and judicially supervised investigation is the bare minimum that the situation demands.

II.  THE ARMED ATTACK ON MULAM AND SONGPHEL VILLAGES, 24TH APRIL 2026

On 24th April 2026, the Kuki villages of Mulam and Songphel were subjected to a brutal and pre-meditated armed attack which resulted in the loss of innocent lives, grievous injuries and the destruction of homes. Once again, it is the women and children of these villages who have been left to mourn, to flee and to rebuild from the ashes.

The attack occurred notwithstanding the prolonged deployment of Central Armed Police Forces in the State and the existence of a buffer-zone arrangement intended to prevent precisely such incidents. It is not an isolated criminal act. It forms part of a continuing pattern of armed aggression against the Kuki-Zo people in which the perpetrators have repeatedly enjoyed effective impunity.

In response, a joint meeting convened by the Kuki Inpi Manipur (KIM) has resolved to organise a peaceful protest under the theme “Mass Rally for Justice, Truth and Accountability” on 29th April 2026 in the districts of Churachandpur, Kangpokpi, Tengnoupal and Chandel. We undertake this rally as a lawful, dignified and constitutionally protected expression of our community's grief and our demand for justice.

III.  PRAYERS BEFORE THE HON'BLE PRIME MINISTER

In the light of the foregoing, we most humbly and earnestly pray that your kind office may be pleased to:

Direct a time-bound investigation into the N. Biren Singh audio tape matter by an independent agency such as the Central Bureau of Investigation (CBI) under judicial supervision, with the report placed before the Hon'ble Supreme Court of India within a fixed timeframe;

Ensure swift criminal prosecution of all persons, irrespective of position or political affiliation, who are found to have abetted, conspired in, financed or directed the ethnic violence against the Kuki-Zo community since May 2023;

Direct the National Investigation Agency (NIA) to take up the investigation of the armed attack on Mulam and Songphel villages on 24th April 2026, identify the perpetrators and the chain of command, and bring them to justice without delay;

Sanction immediate ex-gratia relief and rehabilitation to the families of those killed, to the injured, and to those whose homes have been destroyed in Mulam and Songphel villages, with special provision for the widows and orphans of the deceased, and direct the rebuilding of the affected villages under Central supervision;

Augment the deployment of Central Armed Police Forces in the foothill and buffer areas of the Kuki-Zo districts of Churachandpur, Kangpokpi, Tengnoupal and Chandel, with a clear mandate to prevent armed incursions and protect civilian life and property;

Initiate a structured political dialogue with the legitimate representatives of the Kuki-Zo people, including Kuki Inpi Manipur, the Kuki-Zo Council and the elected MLAs, to deliver a durable political solution that secures the life, land, identity and constitutional rights of the community;

Guarantee the safety and democratic space of all participants — particularly women — in the peaceful Mass Rally scheduled for 29th April 2026, and direct the State machinery to refrain from any obstruction of, or retaliatory action against, the rally and its organisers;

Make a public assurance to the people of Manipur, and to the Kuki-Zo women and children in particular, that the Union Government will not permit impunity for those who orchestrated the violence and that the rule of law will be restored without fear or favour.

Sir, the women of the Kuki-Zo community continue to repose our faith in the Constitution of India and in your leadership. We earnestly trust that the Union Government, under your stewardship, will rise to this moment and ensure that justice, truth and accountability are delivered — not as a matter of grace, but as the lawful right of every citizen of this nation.

We thank you for your kind attention and remain ever hopeful of a just and timely response from your good office.

CVDF Orders Halt to Unauthorized Activities in Zomi Areas

Lamka, April 28, 2026: The Central Village Defence Force (CVDF) has issued a press communiqué regulating unauthorised activities in Zomi operational areas, citing growing concerns over recent developments.

According to the statement, the CVDF has received credible reports about the circulation and sale of “Never Forget 3rd May” stickers by the ITLF Women Wing within Zomi areas to mark “3rd May Separation Day.”

The CVDF clarified that the Indigenous Tribal Leaders’ Forum (ITLF) has no presence or authority in Zomi operational areas and is not recognised under its jurisdiction. It further warned that any activity carried out in the name of ITLF would be treated as serving vested interests and seen as a direct challenge to established authority.

The organisation has directed that all such sales and distribution must stop immediately. It cautioned that failure to comply would invite strict action to maintain law and order. The CVDF also noted that the current situation remains tense and volatile.

In its advisory, the CVDF urged all individuals and groups to avoid any form of provocation that could lead to escalation or conflict on multiple fronts. It further called on the public to act with restraint and uphold peace, stability, mutual respect, and peaceful coexistence.

Pherzawl Boosts Anti-Drug Drive with Student Campaigns

Pherzawl, April 28, 2026 (DIO): In a renewed effort to tackle substance abuse at the grassroots level, a series of Anti-Drug Club poster campaigns were conducted across key educational institutions in the district on April 27.

The initiative was spearheaded by the Zonal Education Office (ZEO), Pherzawl, under the theme “High on Life, Not on Drugs.” The campaign was carried out at Lungthulien JB School and Junior High School, where students actively participated in spreading awareness about the harmful effects of drug abuse.

A similar programme was also organised at Parbung Higher Secondary School, highlighting the message “Say No to Drugs, Say Yes to Life.” Students displayed anti-drug posters at prominent locations across Lungthulien and Parbung villages to reach a wider audience.

The posters served as visual reminders of the dangers associated with substance abuse and encouraged collective community action. The initiative reflects a collaborative effort between educational institutions and the district administration, marking a proactive step towards building a drug-free environment in Pherzawl.

ZRO Rejects FoH Claims Over Kasom, Tronglaobi Attacks

Imphal, April 27, 2026: The Zomi Re-unification Organisation (ZRO) has strongly denied allegations linking it to recent attacks in Kasom and Tronglaobi, calling the claims “false and baseless.”

In a rejoinder issued on April 27, ZRO responded to reports quoting the Federation of Haomee (FoH) President, Sapamcha Jadumani, who had alleged that leaders of Kuki National Organisation (KNO) and Zomi Revolutionary Organisation (ZRO) were involved in armed aggression against indigenous communities in Manipur. The allegations also held them responsible for an ambush near TM Kasom and the attack at Tronglaobi.

ZRO categorically rejected these accusations, stating that it had no involvement in the incidents. The organisation described the claims as “concocted, factually incorrect, and unsupported by any verifiable evidence.”

The group further alleged that the statement by the FoH leader was part of a “calculated and malicious campaign” aimed at damaging the image and reputation of ZRO’s leadership. It also criticized the remarks as reflective of “moral bankruptcy” and said they were contributing to confusion within the Meitei community.

ZRO urged Sapamcha Jadumani to refrain from making what it termed as “emotive, provocative, and unsubstantiated statements” in the future. It emphasized the need to exercise freedom of expression responsibly, within the framework of the Indian Constitution and moral standards.
