As part of its initiative for development in the tribal areas of Manipur, the Central Executive Council (CEC) of the Tribal Youth Council Manipur (TYCM), General Headquarters, under the leadership of its CEC emergency meeting held on July 17, 2025, not only came up with a Vision for 2040 but also prioritised various key areas of development in the region.
The purpose of the vision is to highlight development-appropriate infrastructure and development strategies for tribal villages while also bringing a common understanding on how key development areas are to be aligned with the levels of development in those areas.
The vision aims to be in consonance with the welfare programmes of the Government of Manipur and the Government of India. To name a few, schemes like Pradhan Mantri Awas Yojana - Gramin (PMAY-G), Jal Jeevan Mission, Saubhagya, MGNREGS, NSAP, PMGSY, RTE, Mid-Day Meal, School Infrastructure Development, ICDS, National Rural Livelihoods Mission, Skill Fund, Government’s efforts in Health and Digitalisation, PM FME, Aspirational Block Programme, Saturation Scheme of various Departments, and more.
Notable Departments to be aligned with this Vision 2040 are: Planning Department, Tribal Affairs & Hills Department, Health Department, Social Welfare Department, Power Department, Education Department, RD & PR Department, Rural Development Department, PHED, Transport Department, Food & Civil Supplies Department, Agriculture Department, Horticulture Department, Soil Conservation Department, Forest & Environment Department, Labour Department, Sericulture Department, Revenue Department, and Minor Irrigation Department.
Moreover, the Vision 2040 is in line with Sustainable Development Goals 2030. It also mentions the importance of Data Collection, Data Monitoring and Informed Decision-Making, Stakeholder Partnerships, and Village Volunteer Involvement.
The vision will be carried through a prioritised focus, which shall be clearly established in the upcoming area-wise Tribal Youth Conventions 2025, and also made public via publications, for future Government of Manipur and Government of India collaborations.
The TYCM further resolved to strengthen Youth Representation at the grassroots level by taking steps to form Youth Units and Youth Committees across the length and breadth of the tribal regions of Manipur. The TYCM also calls upon all Tribal Youths to play a proactive role in shaping their communities and the future of the next generation.
The Tribal Youth Council Manipur urges the general public and concerned authorities to give attention to the demands of the Internally Displaced Persons (IDPs) and calls for better rehabilitation of the victims. The TYCM also expresses its concern over the delay in the provision of appropriate housing, employment, education, healthcare, and other rehabilitation needs for the victims of the current ethnic conflict in Manipur.
The TYCM genuinely appeals to CSOs, philanthropic individuals and welfare bodies to take up village and area-wise sustainable developmental programmes and show solidarity with the Vision 2040 of the Council.
The TYCM strongly appeals to the Chief Minister, Tribal Affairs Minister, PH, Chiefs, and Village Authorities to take appropriate steps for sustainable development of the tribals of Manipur through the lens of the Vision 2040 of the TYCM.
