Thadou Inpi Manipur Submits Follow-up Memorandum Urging Recognition of Third Category of Displaced Thadou Persons Living Outside Manipur and Relief Camps

Imphal/New Delhi: The Thadou Inpi Manipur (TIM), the apex body representing the Thadou people, has submitted a follow-up memorandum dated 9th October, 2025 to Hon'ble Union Home Minister Shri Amit Shah, Hon'ble Governor of Manipur Shri Ajay Kumar Bhalla, Hon'ble Chairperson of the Supreme Court-Appointed Committee Justice (Retd.) Gita Mittal, and Chief Secretary, Government of Manipur Dr. Puneet Kumar Goel, IAS.
The memorandum renews TIM's call for recognition of a Third Category of Internally Displaced Persons (IDPs) for unregistered and unassisted Thadou families who were forcibly displaced by the May 2023 ethnic violence and are now living outside Manipur and outside government relief camps, including in cities such as Delhi, Guwahati, Shillong, Bengaluru, and others. Despite the original submission on 17th June, 2025, which was reported by NDTV on 19th June, 2025, no official response or action has been taken to address the continuing plight of these families.
TIM highlighted that these displaced families remain excluded from all State and Central relief and rehabilitation schemes and that the false assumption that those living outside Manipur are financially secure is entirely incorrect. In reality, most families live in rented accommodations, struggling with unemployment, trauma, and poverty, and their displacement was a matter of survival, not choice or privilege.
In the memorandum, TIM requested that the Government of Manipur, in coordination with the Union Ministry of Home Affairs, formally recognize this Third Category of IDPs and establish a verification mechanism to issue Displacement Certificates. TIM also urged that these verified IDPs be included in all relief, rehabilitation, compensation, and resettlement frameworks and that the Justice (Retd.) Gita Mittal Committee undertake a special review to ensure official documentation and recommendation for urgent relief. TIM further emphasized that the two-year survival of these families without institutional aid should be recognized as endurance and not mistaken for financial security.
Reaffirming our neutrality, peace-seeking, and constitutional position, TIM appealed to the authorities to ensure that no genuine victim of the Manipur Violence 2023-24 is left behind due to bureaucratic oversight and stated that recognition of this Third Category of IDPs is essential to uphold justice, inclusion, and humanitarian values.
