In a first, BJP forms Christian Missionary wing in Mizoram

The cell will run a 24X7 helpline for Mizoram missionaries

AIZAWL, JULY 25 (IANS) – To diminish its anti-Christian tag, the Bharatiya Janata Party (BJP) has set up the country's first Christian Missionary wing in Mizoram, where the saffron party has one MLA in the 40-member House, party leaders said on Thursday.

Mizoram BJP President J.V. Hluna said a five-member committee of Christian Missionary wing was formed with Hriata Chhangte as Chairman and Julie Vanpari as Secretary.

Hluna said: "The Christian wing was formed as some political parties and churches are accusing the BJP to be an anti-Christian party."

The Christian Missionary wing was formally opened on Wednesday.

"Initially we will start social activities for the cause of Mizos and gradually expand our activities," the 54-year-old mining engineer-turned-politician told IANS.

Chhangte said that occasionally Mizo people were harassed in different parts of the country when they went for studies, professional work, medical treatment and other purposes. This missionary wing will help address such grievances.

The Christian Missionary wing will have a 24X7 helpline.

"As I worked in many parts parts of the country as a central government official including in Gujarat, Odisha, Karnataka, Assam, I feel that BJP is a most secular party."

Chhangte, who lost the Lok Sabha elections in Mizoram as an independent candidate, said: "That the BJP is anti-Christian is false, spread by the Congress because it did not want it to come to power in Mizoram".

Though the ruling Mizo National Front is a constituent of the BJP-led North East Democratic Alliance (NEDA), both the parties separately contested the Assembly and the Lok Sabha polls in the Christian dominated state.

With a population of 1,091,014 (according to the 2011 census), Mizoram is a closely knit society with a Christian majority (87 per cent).

Demand ‘Territorial Council’ for the Zo Peoples

THE MIZO Students’ Union (MSU) and the Mizo Zirlai Pawl (Mizo Students’ Association/ MZP) are thrill on hearing the political development for the entire Zo people that the two organisations of Kuki National Organisation (KNO) and United Peoples’ Front (UPF) are united in one accord for political settlement and thereby a series of tripartite political talks have been going on with the representatives of Government of India, Government of Manipur and the negotiating team of both the KNO and UPF.
MSU and MZP sent letter to KNO and UPF collective leaderships saying “not to miss the chance for long-lasting solution of the political problem of the whole of Zo peoples under the present Manipur State”.
Here is the Letter dated the 23rd August, 2018.
To,
The President, Kuki National Organisation (KNO)
The Chairman, United People’s Front (UPF)
Subject: Territorial Council for the Zo Peoples.
Dear Zo Brothers,
We, the Mizo Students’ Union (MSU) and the Mizo Zirlai Pawl (Mizo Students’ Association) [MZP] are thrill on hearing the political development for the entire Zo people that the two organisations of Kuki National Organisation (KNO) and United Peoples’ Front (UPF) are united in one accord for political settlement and thereby a series of tripartite political talks have been going on with the representatives of Government of India, Government of Manipur and the negotiating team of both the KNO and UPF.
We have learnt from a reliable source that the KNO and the UPF submitted a joint Memorandum to the Government of India for a separate state, however the government is ready only for Territorial Council under the provisions of the Sixth Schedule. For that matter, the KNO and UPF constituted a Drafting Committee for the Autonomous Territorial Council (ATC). As per our understanding, the draft was submitted with consensus, focusing on the powers and functions for the proposed ATC rather than the vexed and contesting names for the Territorial Council since the Zo peoples in Manipur were called by different names. We were hopeful that the ATC would be given an appropriate name with consensus which is rooted in our culture.
When, on June 29, 2018, the KNO and UPF came up with two proposed names viz. Khul Territorial Council and Zalengam Territorial Council for discussion with civil society organisations, we were hopeful of a lasting solution for our brethren in Manipur. However, such hope was short lived by the meeting on July 10, 2018 at Kangpokpi where the KNO leaders backtracked on the earlier decision with regard to the name for the Territorial Council. To us, all these is also very perturbing.
We were worried that the KNO and UPF would separately approach the Government of India which may be seen as a sign of disunity among the Zo peoples which may impair the process of our cherished political negotiation.
Thus, we feel oblige to write letters of same contents to President of KNO, the Chairman of UPF, the Convener and the Joint Convener of Negotiating Team of KNO-UPF as it is critically important that you would stand firm on the bond of unity in the truest spirit to take the task of Zo nation-building process forward.
And, it is desirable from our point of view, if there is no consensus between KNO and UPF, the Name of the Territorial Council includes the term ‘Zo’ as it appears to be acceptable to all Zo-fate (Zo-descendants). In fact, all of us accept that we are an entity culturally, but due to various names by which we were known and called ourselves, we cannot transmute cultural entity into political entity. lt also appears to be most relevant in promoting Zo brotherhood and unity, not only who are living in the present State of Manipur alone but also the Zo Peoples all over the world. It is our firm belief that our Zo brothers in Manipur under KNO and UPF would become the torch-bearers in leading the project of Zo nation-building by adopting a name for their proposed Territorial Council which is in consonance with the vision of a shared future for all Zo peoples. We ask of them to imprint ‘Zo’ as a political recognition for our people in Manipur. Unity and brotherhood is our top priority in the Zo Nation building process not the variations or names of different groups. We are, indeed, inseparable and not detachable but connected in spite of artificial boundaries.
We, fervently beseech to the KNO and UPF collective leaderships not to miss the chance for long-lasting solution of the political problem of the whole of Zo peoples under the present Manipur State. It is our view that territorial council for the Zo people in Manipur is an important beginning step in realization of our ultimate political goal and rights, the Re-Unification. If we fail to make the right decision it will take generations to really correct the mistake and we will miss forever the cherished dream of Zo reunification.
May the Almighty God be with you and guide you throughout this crucial juncture.

Congress leader and Chief Minister Lal Thanhawla, 71, was elected to the state assembly for a record ninth time. He contested from two places in central Mizoram and won both seats.

This is for the fifth time the Congress has come to power in the northeastern state of Mizoram, which shares borders with Myanmar and Bangladesh. In the outgoing assembly, the Congress had 32 seats.

"Congress candidates are leading in six more seats over their opposition nominees," Mizoram Joint Chief Electoral Officer H. Lalengmawia told IANS.

According to election officials, Congress candidates won 21 seats and were leading in six seats while the opposition three-party alliance Mizo National Front (MNF)-led Mizoram Democratic Alliance (MDA) has won two seats and was ahead in three seats in this state of over one million people.

Chief Minister Lal Thanhawla, also state Congress chief, contested from two constituencies and won both Serchhip and Hrangturzo seats defeating his nearest MNF and Mizoram People's Conference (MPC) rivals.

Lal Thanhawla, who with this election has been elected to the state assembly for a record nine times since 1978, defeated his nearest MNF rival C. Lalramzauva, a lawyer and a three-term former legislator, in Serchhip by a margin of 734 votes while he retained the Hrangturzo seat beating MPC opponent Lalthansanga by 1,628 votes.

State Industries and Tourism minister S. Hiato lost his Saiha constituency to MNF nominee K. Beichhua by a narrow margin of 222 votes.

Senior Congress leader S. Laldingliana retains his Lunglei South seat defeating his nearest MNF candidate K. Pachhunga by 450 votes.

Unlike the last assembly polls in 2008, the Congress did well in both southern and northern Mizoram which shares borders with Myanmar and Bangladesh.

MNF candidate Lalrinawma wrested the Tuikum seat defeating Congress aspirant K. Lianzuala by a thin margin of only 14 votes.

Monday's vote count would decide the political fate of 142 candidates, including six women.

"Under tight security blanket, counting of ballots have been under way in eight district headquarters simultaneously since 8 a.m. Final results are likely to be out by late afternoon or by evening," Mizoram Joint Chief Electoral Officer H. Lalengmawia told IANS.

David Zohmangaiha become first Mizo to scale Mt Everest

Aizawl, May 20, 2013 [The Mizoram Post] --- David Zohmangaiha (38) s/o K Zokhuma (L) has turned out to be the first Mizo to scale the highest mountain in the world, Mt Everest. He, along with team members, set foot on the mountain peak at 5:30 AM on May 18.

Along with David Zohmangaiha, other 7 persons from North East also scaled the world's highest mountain. Vanlalliana, Maubawk, Head Adventure of Sports & Youth Services deptt, was also in the expedition team as Base Camp Manager. Meanwhile, 3 persons of the team could not reach the mountain peak due to physical problem.

The team of 1st North East India Mt Everest Expedition, which included 2 Mizo, consists of 16 members, of which 11 climbed the mountain. According to the Expedition team base camp manager Vanlalliana, 3 members from the team scaled the mountain in the morning of May 17. Then at night on May 17 itself, another 5 climbed up towards the peak, and reached it on May 18 morning.

On talking to ZALEN daily, family of David exclaimed, "We are very happy and we are also very proud of him". "In the beginning we were almost disheartened as lakhs of rupees was required, and adding to that it was also a bit difficult to get sponsored as no Mizo has yet scaled the Mt Everest before. So, while we are almost losing heart, he but turned out successful which is really a matter of joy for us", the exuberant family of David added.

The expedition team, who set out to scale the Mt Everest on April 5, 2013, reached the Camp IV, the base stage before reaching the peak which is of 7920 metre (feet 26,000) high on the night of May 16 around 10 AM from when they proceeded upward to reach the peak measuring 8848 metre (feet 29,029).

They had to stop for some time when they reached 'South Col' which is near Camp IV, as speedy wind of 60 kilometre per hour blew along and also because of the snow fall. Also, even after 3 of the team members reached the peak, the other members had to stop at 'South Col' due to lack of oxygen and foods, and also because night was favourable time to climb the mountain. They started again on Friday night, and the other 5 climbers reached the peak in the morning of May 18.

The expedition conducted under the aegis of Manipur Mountaineeing & Trekking Association and Manipur was sponsored by North Eastern Council. Sources also informed that Vanlalliana's contribution for the success of the expedition is immense, citing that after when the Team doctor faced physical problem, he even helped in taking care of the members' physical condition.

In order to scale Mt Everest it is required to secure Grade 'A' in each of Adventure Course, Basic Mountaineering, Advance Mountaineering and Search & Rescue. After these, it is necessary to scale at least one Minor and Major Peak, of a height ft. 20,000 and ft. 22,000 respectively. Even after fulfilling all these requirements, it is further required to undergo successful Pre-Expedition for Major Peak.

In terms of logistics too, Advance Booking and a total amount required by one person is Rs 18 lakh per individual. The team members from Mizoram were sponsored by Sports & Youth Services department besides DRDA Project Director, Rotluanga and D3 Business Enterprise, Ramhlun North.

Starting on April 5, 2013 from New Base Camp, 8 of the expedition team members scaled the mountain peak during May 17-18. They will leave New Base Camp on May 22 and proceed to New Delhi.

David Zohmangaiha, the first ffrom Mizoram to set foot on the peak of the Mt Everest, is the present leader of Silver Hawk Adventure Club, Republic Veng, Aizawl. His club Silver Hawk Adventure Club had during 2006-2010 reached out all the Mizoram boundaries.

Record has it that one Mizo Dr Capt Samuel Lalrintluanga (Indian Army), employed at Medical Office of Nehru Institute of Mountaineering, Uttarkasi, Uttaranchal State had earlier participated as Team Leader of Mt Everest Joint Expedition under the aegis of Nehru Institute of Mountainering and Indian Mountaineering Foundation (IMF).

The team had scaled the Mt Everst on May 21, 2009 at 6 AM. Although Samuel Lalrintluanga was the first Mizo to participate in the team of expedition to scale Mt Everest, but due to certain problems, he failed to book his name among the team members who reached the mountain peak.

Also in 1995, Mizoram Alpine Club had climbed Mt Abigabin (24,639 ft) on behalf of Mizoram Adventure Association (MAA), but after being qualified for expedition to scale Mt Everest, they could not do so due to financial problem. But then, as they were already qualified earlier, they opened up the way for Adventure Club which is under MAA.

It may be recalled that Sir Edmund Hillary, Auckland, New Zealand and Sherpa Tenzing Norgay, Nepal were the first to scale Mt Everest, the highest mountain in the world.

Hmar rebel group to hold talk with Mizo Govt

AIZAWL, April 16, 2013 [NNN/TSE] --- The Joint Monitoring Group, which has been constituted to monitor 'Suspension of Operation' (SoO) between Mizoram government and Hmar Peoples Convention-Democratic (HPC-D) are all set to hold talks on coming Friday at Sakawrdai, Mizoram. The talks will be held at the Tourist Lodge.

According to official sources, the Joint Monitoring Group will review implementation of Suspension of Operation by both the parties.

The Mizoram government side is to be headed by the SP CID (SB), H. Ramthlengliana while the HPC (D) will be represented by the outfit's leaders including Francis Songate, Lalbeiseia and Sangneihkunga.

It may be recalled that the Suspension of Operation agreed to by both the parties in their meeting on January 31 this year is for a period of 6 months.

It worth mentioning here that for the first time on February 9, 2011 the SoO was signed betwen the two parties for six months. However, after signing the earlier SoO, the relation between the HPC-D and the Mizoram government experienced a rough weather. In view of that, the SoO was never extended again even after the lapse of the six month period.

Since 1986, the Hmar People's Convention (HPC) has been demanding for the creation of Hmar Autonomous District in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the HPC, there was no concrete solution to address and redress the rights of the Hmar People.

"As a result, the HPC (D) has been continuous the same demand in Mizoram to redress the historical and political injustices. Acknowledging the matter, the Centre (Ministry of Home Affairs, Government of India) has been pressurising the Government of Mizoram to settle the political issues of the Hmars immediately.

Following this and to pursue the unfinished agenda, the Government of Mizoram and the HPC (D) signed the Suspension of Operation (SoO) on November 11, 2010 for a period of six months. The SoO document was signed by Lalropui, Army Chief HPC (D) and the Home Secretary Shri. Lalmalsawma, Government of Mizoram," HPC-D leader L Sangma Hmar had stated sometime in last October.

The Hmar outfit leader had then alleged that the Government of Mizoram had failed to nurture the peace process with seriousness, which resulted in derailing the hard earned peace process.

Taking note of this, the Centre (Ministry of Home Affairs) continued to pressurise the Government of Mizoram to settle the Hmar political problems.

The government of Mizoram digressed from peaceful approach and acted untowardly when the HPC (D) on the other hand, is made to engage in finding the channels for political dialogue with All Party Leaders of Mizoram, he stated. While handing out the carrot, the Government of Mizoram arrested the HPC (D) Army Chief Lalropui and Deputy Army Chief Lalbiaknung from Silchar airport on June 16, 2012 by the Mizoram police.

Similarly HPC (D) Chairman Zosangber was again arrested from Delhi Airport by the Mizoram police when he was on his way to meet officials of the Ministry of Home Affairs. The Government of Mizoram has severely failed to respect the peace process that has seemingly built, the HPC-D had rued.

In the context of Manipur, the HPC (D) political interest is collectively shared with the United People's Front (UPF), currently under SoO with the Government of India and the Government of Manipur.

The UPF demands for an Autonomous Hill States within the state of Manipur. The HPC (D) did not sign the SoO documents in Manipur alone but as UPF, the document is collectively shared and signed along with the UPF members: KNF, KRA (U), UKLF, ZDV and ZRA. The HPC (D) has its designated Camp in Ankhasuo with ninety four (94) cadres enlisted. In Manipur, the HPC (D) will continue to abide by the goals shared within the UPF.

"The HPC (D)'s goals and objectives are independent in all its respective context and is free from the other. The SoO terms and conditions in Manipur, has no validity in other States. Therefore, the HPC (D) Manipur Region is not answerable for the HPC (D) of other regions/States as the HPC (D) Manipur Region is particularly confined in Manipur under UPF," L Sanga Hmar had also statedr.

For all time to come, the HPC (D) Manipur Region as signatory of SoO in Manipur cannot be made responsible or related to any acts of the HPC (D) of other regions, L Sanga Hmar had added.

According to HPC-D leader, after India gained independence, the Hmar peoples are fragmented by different political boundaries, without their consent, and are compelled to negotiate political marginalisation in their respective states – Assam, Manipur, Mizoram, Meghalaya and Tripura.

This historical and political subjugation have severely reduced our political entity, distancing us from securing our constitutional rights, stated L Sanga Hmar who is one of the members, Joint Monitoring Group of the Suspension of Operation (SoO) Agreement between the Government of Manipur and the Government of India Hmar People's Convention-Democratic (HPC -D).

HPC-D leader L Sanga Hmar had also said last year that the urgent need to realise 'our constitutional rights to redress our dignity' as peoples has been the driving force behind the Hmar People's Convention (Democratic) objective to demand for 'Autonomous District Council' for the Hmar peoples in Assam, Manipur and Mizoram under the Sixth Schedule of the Indian Constitution.

In the pursuit of securing this end, the Hmar People's Convention (Democratic) – Assam Region, has also initiated a political dialogue involving the Government of India and the Government of Assam after laying down arms by 56 cadres of HPC (D) which was hosted by the Government of Assam in the presence of the then Union Home Minister P. Chidambaram at Guwahati on January 24, 2012.

The first round of talks of the HPC (D) delegates – Government of Assam – the Central Government was held on September 27, 2012, Sanga Hmar had disclosed.

MIZORAM TO LAUNCH HELICOPER SERVICE IN REMOTE AREAS

People of Mizoram can now avail of helicopter  services. The helicopter service has been introduced in remote and bordering areas to oversee developmental works, provide connectivity to people in emergency situations and carry dignitaries.

Mizoram Chief Minister Lal Thanhawla flagged off the helicopter service from the main operational hub, Thuampui helipad in Aizawl recently. The helicopter service would be utilized for supervising developmental works in remote areas, offering medical care during emergencies in far-flung places, facilitating visits of dignitaries and tourists in inaccessible areas and carrying passengers in an emergency situation.

One twin-engine helicopter with carrying capacity of minimum seven passengers excluding crew would be operated by India’s national helicopter company Pawan Hans Helicopter Ltd. The chopper service would be operated between capital Aizawl and nine district and sub-divisional towns. It will help improve accessibility in remote, hilly areas and those bordering Myanmar and Bangladesh during monsoon (June to September) or in emergency situations.

The chopper service can be charted at a cost of Rs. 70,000 per hour with free waiting charge for 45 minutes. The waiting charge will be Rs. 10,000 per 30 minutes after the stipulated 45 minutes. The
helicopter service will be available on all days except Sundays. The chopper service would be immensely
beneficial for people of Mizoram where landslides frequently cut off road connectivity during rains.

It would be helpful for the tourists and for immediate carrying of critical patients from the rural and remote areas to the state capital. For the last 10 years, the Pawan Hans Helicopters company has been operating services in the interior areas of Arunachal Pradesh, Meghalaya, Tripura, Sikkim, Nagaland and Manipur with the Union Home Ministry subsidizing fares by up to 75 percent.
