Landlord held for raping foreigner in Delhi

NEW DELHI, JUNE 26, 2013 [TOI] --- A landlord in Hauz Khas, reportedly the nephew of a former Delhi mayor, has been arrested for allegedly raping a foreigner and attempting to rape another in the same building on Sunday night. The two women were staying in his flats as tenants. Rajeev Panwar was arrested on Monday on the complaint of one of the women, who is a US national.

Panwar has been remanded to 14-day judicial custody, till July 8.

Police said the two women had been staying as tenants in different flats owned by Panwar in Hauz Khas for the past several months.

He befriended one of the women—police variously described her as a Russian and an Uzbek—and visited her for dinner on Sunday night. He reportedly stayed back and raped her.

The American woman in her complaint said he later entered her residence and tried to rape her while she was asleep (an offence called technical rape). The woman woke up, raised an alarm and called police.

Panwar's grandfather was a member of Parliament and president of Delhi Pradesh Congress Committee. A case of rape has been registered against him at the Hauz Khas police station.

The family of the accused, however, denied the allegations saying both women had failed to pay rent and on being asked to vacate their flats had falsely implicated him.

47 yrs after being raped, two Mizo women are compensated

Aizawl, June 16, 2013 [Indian Express] --- The Central government has given Rs 5 lakh each as compensation to two Mizo women who lost their sanity after being allegedly gangraped by Indian Army soldiers 47 years ago, at the beginning of a 20-year insurgency in what is now the state of Mizoram.

Relatives of the two women told The Sunday Express that they "wept for joy" at the Centre's gesture, which came after former members of the Mizo National Army (MNA), the armed wing of the Mizo National Front (MNF) that fought a guerilla war against Indian armed forces between 1966 and 1986, lobbied with Union home ministry officials for compensation for the women.

Sources said the ex-MNA members, who were helped by retired Mizo IAS officer H V Lalringa, visited Home Secretary R K Singh in New Delhi on May 16. Singh is learnt to have advised them to open bank accounts for the women in order to channel the compensation.

Official sources confirmed that the money was recently paid from a secret fund after clearance from the highest authorities in the home ministry. The home ministry declined to comment officially on the matter.

"I wept when I heard the news from bank officials on Wednesday evening," J Laldula Sailo, a brother of one of the women told The Sunday Express over the phone from East Lungdar in Mizoram's Champhai district.

"I immediately hugged my sister and told her God has been kind to her after all the suffering," he said.

Sailo, who retired as a teacher from a government middle school and the son of the erstwhile tribal chief of Mualcheng village where the alleged sexual assaults took place, said that his sister these days sits around smoking most of the time, with a blank expression on her face.

He said she can do almost nothing by herself, and needs help to go to the bathroom or relieve herself. "She eats very little, and can only perform small tasks like putting her plate in the sink after she has eaten," Sailo said. "But she is generally not at all troublesome. She just sits quietly in a corner."

Sailo said his sister and her childhood friend were raped one night in November 1966 at Mualcheng, after Army personnel advanced towards the village after being fired upon by MNF rebels in East Lungdar. The soldiers were fired upon again as they came close to the village, and in retaliation, they herded all the villagers together and set fire to their homes.

Lalnghakliani Lailung, a state government employee and the younger sister of the other woman who was raped, said the two girls were kept separately in a small shack, where soldiers allegedly took turns raping them. Both the victims were daughters of prominent villagers — while the father of one was the erstwhile chief, the other was the daughter of the head of the village council.

"Since our parents died long ago, my siblings and I take turns to look after my sister. She has extreme paranoia, and for many years after she was raped, she would sew together long nightgowns and refuse to sleep alone. Even now she keeps talking of a big dark man she sees in nightmares, and is very suspicious of everyone. She says we are impostors who have dressed up like her siblings to harm her," Lailung said over the phone from Kolasib, the headquarters of a nothern district, where she plans to build a house to live with her sister. Her sister currently stays with relatives in another small town.

"I was so happy that I wept and prayed when I was told the compensation had come. The former MNA men have been very kind to us, pursuing the issue all these years," Lailung said.

"In a sense, we feel this gesture is an acknowledgment and an apology by the central government for the atrocities committed during those troubled times," she said.

No justice for the family of a Northeast minor girl raped and murdered in Delhi four years ago

"It was really unfortunate and very disappointing to learn that the Judge, Mr. Atul Ghar has acquitted the accused Manoj Thapa on the ground that there was no sufficient evidence to punish him," said Dr. Alana Golmei, General Secretary of North East Helpline who met DCP South Mr.B.S Jaiswal yesterday.
In pursuing the rape-murder case of the 5-year-old Naga girl, who was allegedly raped and brutally killed by Mr. Manoj Thapa (21) here in Mahipalpur on April 17, 2009, Dr. Alana Golmei was shocked and helpless when she heard the Court had acquitted the accused.
Dr. Golmei added there is no justice for the family of a five-year-old girl, who was horrendously raped and brutally murdered four years ago. Even four long years have passed without justice after the rape-murder incident; the accused was still acquitted by the Court in Delhi recently.
The alleged rapist, Mr. Manoj Thapa (21) stayed in the adjacent building and was just another friendly neighbour of the victim's family when he committed the crime in April 2009.
"The alleged murderer Manoj Thapa had several criminal records including a charge of raping a deaf and dumb girl at R.K. Puram in 2004 but it's shocking to learn that the Court has acquitted him without even further investigation," Dr. Alana added.
The DCP South B. S. Jaiswal yesterday said that the police is not convinced with the verdict of the Court and therefore the police have filed an appeal to the High Court and is awaiting for the next hearing, Dr. Golmei told our correspondent.
"We, the North East Helpline is veraciously appealing to concerned authorities and law enforcement agencies to seriously look into the matter so that the family of the victim gets justice without further delay," she added.
The family of the victim came to Delhi from Mhainamtsi village, Peren of Nagaland in the month of January, 2009 to get better employment opportunity as well as to educate their child in a good school. However, their dreams short lived when they lost their only child. The nightmare continues unstoppable till today.

Raped teen kills self after dirty clip threat

MUMBAI, April 24, 2013 [TOI] --- A teenager torched herself and succumbed to her injuries recently when her uncle, who had raped her after spiking her drink, turned her away when she became pregnant and threatened to make public an obscene mobile clip he had apparently shot of her. The uncle, charged with abetment of suicide, is on the run.

The 19-year-old victim, who passed away on Saturday after suffering over 80% burns, was a college student and stayed with her parents and sister at Nalasopara (East). Her paternal uncle, Mohammed Sultan alias Raja, 27, also lived with his family in the neighbourhood. On February 14, the girl was alone at home when her father went to work because her mother and sister were out of town.

Sultan came to her house, offered her the spiked soft drink and raped her. On April 15, she learnt she was pregnant and confided in her mother. The two confronted Sultan, who turned them away. A day later, Sultan called and told the teen he would circulate the obscene clip if she spoke about the rape to anyone.

"The victim did not confide in her mother this time. Next day, she stepped into the bathroom, poured kerosene on herself and struck a match," said a cop.

She succumbed to her injuries four days later in hospital. "We were informed a few hours before her death. Our personnel visited her at the hospital and recorded her statement," said a senior police official.

Besides abetment, Sultan has been booked for rape, criminal intimidation and poisoning. His family is being quizzed about his whereabouts.

"Rape is like domestic terrorism" - Preity Zinta

Apri 23, 2013 [Times of India] --- Preity Zinta, the bold onePreity Zinta showstops for Surily at WIFWI'm scared of Delhi: Preity ZintaPreity Zinta shed glam image for cricketED quizzes Preity Zinta for FEMA violations in IPL-II.

Known for her feisty spirit, Preity Zinta is very perturbed by the growing incidents of rape in the country. She attributes it to the fact that Indians have very short memories which is what leads to escalating crimes against women including rape.

The actress who is on a high after her team won the IPL match against Pune Warriors in Mohali on Sunday, is however critical of the social apathy towards crimes against women in the country.

After Nirbhaya, Preity reacted sharply to the brutal rape of the five-year-old girl in Delhi as she took to venting on social media and could not contain her angst even when she was conversing with people.

She says, "We have this whole thing in India about reacting for a very short period of time. We have such short memories. When an incident happens, we react, create jams and protests and we forget about it all and go home and sleep."

Not stopping at that, Preity terms rape also as a form of terrorism. "This (crime against women) is also terrorism, it is domestic terrorism and these culprits unleash terror on women," she vents.

Yet, Preity doesn't think the lapses for the escalating crimes are the onus of the government or the police alone. "Half the time we blame the police for lack of action. But that's not true.

The awareness for stopping these crimes has to come from within each one of us. We as citizens have to wake up to the fact that we have to take action to stop this. This really bothers me a lot. And somewhere even we as women have to take responsibility for saying this is enough," she adds.

Delhi Rape Case: 2nd accused nabbed in Bihar

New Delhi, April 22, 2013 [PTI] --- The second suspect in the brutal rape of a five-year-old girl here a week ago was arrested from Bihar early today even as protests continued while police barricaded streets near Parliament to prevent December-like anti-rape protests.

Investigators tracked down the second suspect Pradeep, who was named by first accused Manoj Kumar, from his maternal uncle's home in Barahiya village in Bihar's Lakhisarai district late last night.

A Delhi Police team with the help of Bihar Police Special Task Force arrested Pradeep from his uncle's residence, where he was hiding, Bihar Director General of Police Abhayanand said.

"He will be brought to the national capital today after getting a transit remand from Darbhanga court," Delhi Police Commissioner Neeraj Kumar told PTI.

Three Metro stations -- Race Course Road, Central Secretariat and Udyog Bhavan -- close to Parliament, India Gate and Prime Minister Manmohan Singh's residence were also closed anticipating anti-rape protests like the one witnessed in December last after the gangrape of a girl in a moving bus.

The issue figured in the Lok Sabha with Home Minister Sushilkumar Shinde assuring agitating members that an inquiry has been ordered into alleged police lapses.

Protests were witnessed at Parliament Gate, Police Headquarters and Jantar Mantar for the removal of Commissioner Neeraj Kumar. However, the numbers were not as large as the December protests.

Manoj, who was arrested on Saturday from Muzaffarpur in Bihar, had told police during interrogation that one of his friends was also involved in the crime.

The girl was raped on April 15 in a building in east Delhi's Gandhinagar locality where the victim and accused Manoj lived and she was rescued 40 hours later on April 17.

Gangrape survivor denied admission by schools in Meghalaya

Meghalaya, 26 March 2013 [CNN-IBN] --- Even after the arrest of 16 accused - minors and adults - in a gangrape case in Meghalaya, the survivor is still being victimised. The 18-year-old was forced to shift towns to escape harassment and is now being denied admission by new schools.

Two schools in Tura town in Meghalaya have refused admission to the 18-year-old gangrape survivor. The teenager was gangraped in a lane at Williamnagar in Garo Hills on the night of December 13, 2012. When CNN-IBN met her earlier, she had only one request. She wanted to change her school.

Bleeding and semi-conscious, on that December night she was dropped off to her home by two boys. "I was coming back from the winter festival with two other friends. A group of boys chased us. I ran and fell down. They hit me with a stone. I fell down and then they tore my clothes and raped me. I recognized two boys," she said.

Her parents were in shock when CNN-IBN met them in January. "It is a shame that boys from our community did this. My daughter should get justice," said the survivor's mother.

Nothing has changed or moved. Things have only got worse for the family. The girl has been photographed by the family members of the alleged rapists and threatened to withdraw the case in a manner activists had been threatened before.

With the help of student organisations she moved to Tura for a new start and a new school. But schools don't want to give admission to a gangrape victim.

All the 16 boys have been arrested. Eight of them are in juvenile custody and eight in jail. The trial has begun, but Williamnagar does not have a fast-track court.

"People are less bothered. They don't feel angry it seems. We came for a public protest. But nobody came out. We even called them with a microphone. Nobody came out," PMDR member Jaynie Ninring said.

The case was overshadowed by the Meghalaya elections and now with this rejection, it is one more day in the long wait for justice.
