Investors of PayGD Enterprises Appeal to Manipur Police and Competent Authority to Take Action against Kshetrimayum Manglemjao Singh, who Has Duped Rs 80 Crores from 3000 Investors.

Imphal, 8 April 2022  —  The victims of PayGD Enterprises Kakching have filed a police complaint against Manglemjao Singh, the owner of PayGD Enterprises, and his associates, who have duped Rs 80 crores from 3000 investors. An FIR 27(03)2022 KCG PS under section 406/428/467/468/471/120B of the Indian Penal Code for the criminal breach of trust, Cheating, Forgery of valuable security, using as genuine forged documents, and electronic record with criminal conspiracy is registered at the Kakching Police station. 

The victims have also filed another complaint at the Competent Authority, the Commissioner (Power), the Banning of Unregulated Depository Schemes Act 2019, Government of Manipur, Manipur Secretariat, Imphal, Manipur on 16 March 2022 against Kshetrimayum Manglemjao Singh, his wife Kshetrimayum Ongbi Sitabali Devi, and their associates. 

Victims of PayGD Enterprises appeal to Manipur Police and the Competent Authority to take action under the Banning of Unregulated Depository Schemes Act 2019 against Kshetrimayum Manglemjao Singh, his wife Kshetrimayum Ongbi Sitabali Devi, and their associates. If no action is taken from the police and the competent authority by 16 April 2022, the victims will seek intervention from the Honourable Manipur High Court by filing a writ petition to direct the police department and the competent authority to take action as per the Banning of the Unregulated Depository Schemes Action 2019. 

Kshetrimayum Manglemjao Singh and his associates have been running Ponzi schemes under the banner of PayGD Enterprises, alluring people with a promise to give high return commission for the last several years. The victims did not know the trick of Kshetrimayum Manglemjao Singh, his wife Kshetrimayum Ongbi Sitabali Devi, and their associates to allure people and dupe their hard-earned money. More than Rs. 80 crores from 3000 people from Kakching and other places were cheated by Kshetrimayum Manglemjao Singh and his associates. 

The victims of PayGD Enterprises appeal to the Honourable Chief Minister of Manipur, Shri N. Biren Singh to look into the grievances faced by investors. Under his leadership, Shri N. Biren Singh has adopted the Banning of Unregulated Depository Schemes Rules in 2021 and appointed the competent authorities. The victims appeal to the Government of Manipur to implement the above-mentioned law to stop the Ponzi schemes run by the known and unknown swindlers in the state. 

Investors Demand the following Actions: 

1. Arrest Kshetrimayum Manglemjao Singh, his wife Kshetrimayum Ongbi Sitabali Devi, and their associates immediately and bring them under the law of the land. 

2. Attach the moveable and immoveable assets under the Banning of Unregulated Depository Schemes Act 2019 immediately, that Kshetrimayum Manglemjao Singh, his wife Kshetrimayum Ongbi Sitabali Devi, and their associates had accumulated with the money collected from the investors. 

3. Freeze PayGD  ICICI Bank account number 204005007584 at Thoubal Athokpam branch immediately and trace the route of money collected from the investors and diverted to different sources. The people involved in the transaction of the fund collected from investors should be investigated under the provision of the Banning of Unregulated Depository Schemes Act 2019.

4. Freeze Bank Accounts and Demat accounts belonging to Kshetrimayum Manglemjao Singh, his wife Kshetrimayum Ongbi Sitabali Devi, and their associates immediately. 

5. Disburse the hard-earned money of the investors by disposing of the moveable and immovable properties, which are accumulated by Kshetrimayum Manglemjao Singh, his wife Kshetrimayum Ongbi Sitabali Devi, their associates and by recovering fund diverted to their family members, their relatives, their closed associates. under the provision of Banning of Unregulated Depository Scheme Act 2019.

The investors of the PayGD Enterprises will take further democratic steps if their grievances are not addressed by bringing Kshetrimayum Manglemjao Singh, his wife Kshetrimayum Ongbi Sitabali Devi, and their associates under the law of the land.

Waves of transformation through Apple Farming in NER – under MoDONER

PIB Delhi, 12 April 2022  —  Apple is one of the most widely consumed fruits in the world. Due to the favourable agro-climatic conditions of the North Eastern Region, low chilling Apple varieties have great potential. In order to tap the opportunity, the North Eastern Region Community Resource Management Society (NERCRMS), Shillong, has taken the initiative to introduce and promote apple in the region. The initiative was launched in the year 2018 with the financial support from the North Eastern Council (NEC), Ministry of DoNER, Govt. of India.

 The initiative received an overwhelming response from the farming community and as well as from the various government and non-government agencies. Based on the success, the North Eastern Council (NEC), Ministry of DoNER, Govt. of India continued their support and launched the second phase of the project Promotion of Low Chilling Apple Plantation in NER of India in the year 2020-21.

 

 

The NERCRMS, in collaboration with the Ziro Valley Charity Mission Society (ZVCMS), Arunachal Pradesh, organised a capacity building programme on the Management of Apple Orchard and Distribution of Organic Fertilizer & Bio-Pesticides in the ZVCMS Office in Lempia, Ziro, Arunachal Pradesh.

 

Accordingly, 23(twenty-three) beneficiaries were identified from various Community Based Organizations (CBOs). They were trained on the scientific use of organic fertiliser and pesticides to enhance the quality of their harvest.

Mr. Hibu Dante, Horticulture Development Officer, Ziro, Govt. of Arunachal Pradesh, presided over the training programme as the resource person. Mr. Dante applauded the initiative of NEC, MDoNER, GoI in empowering the farming community of Ziro. He stated that the training has been beneficial for the CBO members in developing their skills and competencies required to start micro-enterprises. He also encouraged the organizers to implement more such projects in the near future. At the end of the programme, the beneficiaries also received necessary supplements for their orchards.

Under the visionary leadership of Prime Minister Shri. Narendra Modi ji, North East India is witnessing a new era of peace, progress and prosperity. The Ministry of DoNER, led by the Hon'ble Union Cabinet Minister Shri. G. Kishan Reddy, is making determined efforts to empower Kisaan Shakti of NER. Waterways could provide the greatest opportunities for young entrepreneurs: Sarbananda Sonowal

DIBRUGARH, 12 April 2022  — Mr Sarbananda Sonways and AYUSH, Govt of India today said that we could anchor robust business relations with our neigowal, Union Minister of Ports, Shipping and Waterhbour nations through the optimal and holistic development of the ecosystem of waterway.

 

Addressing the Inaugural Session of 'Waterways Conclave 2022', a two-day event organised by the Ministry of Ports, Shipping and Waterways, Govt of India and Inland Waterways Authority of India (IWAI) with the Federation of Indian Chambers of Commerce and Industry (FICCI) and ICC as the industry partners and PwC as the Knowledge partner, he said, "Within a radius of 2000 kilometres, we have all big cities with a combined population of 800 million, the minister said, and added, "waterways could provide the greatest opportunities for our young entrepreneurs."

 

Mr Sonowal invited the industry to proactively partner with the government in the waterways sector and contribute to the Prime Minister Narendra Modi's AatmNirbhar Bharat vision.

 

Mr Himanta Biswa Sarma, Chief Minister, Government of Assam, said that Assam is implementing 770 crores Assam Inland Water Transport project to provide safe and convenient ferry services to passengers.

 

Talking about the importance of the waterways ecosystem in the northeast, Mr Sarma said that the Brahmaputra basin possesses nearly 30% of India's water resource potential and cargo movement through waterways would significantly reduce dependence on cargo transportation for roadways.

 

"Regular movement of cargo through waterways would create job opportunities and open international market for local products through cost-effective transport," he said.

 

Alluding to the importance of achieving logistics efficiency and, in turn, the waterways sector, Mr Nitin Gadkari, Minister of Road Transport and Highways, Govt of India, in his virtual address, said that the logistics cost is 8 to 10% (of the cost of goods) in China, 10-12% in the European countries and around 12% in USA and 16% in India.

 

The minister averred that waterways are the most cost-effective medium of transport compared to road and railways. "As far as the logistic cost is concerned, the logistics efficiencies the waterways is the ultimate mission for all of us," he added.

 

Mr G Kishan Reddy, Minister of Development of North Eastern Region, Govt of India, in his virtual address, said that waterways would be significantly helpful in realising the potential of abundant natural resources in the northeast.

 

Mr Ashwini Vaishnaw, Minister of Communications, Electronics & Information Technology and Railways, Govt of India, said that we must try to achieve as high a share of the waterways sector as possible in the logistics mix, comprising rail, road, and waterways in the country.

 

"One litre of fuel will transport one tonne of freight, 24 kilometres by road, 95 kilometres by rail, and an impressive 215 kilometres by waterways," the minister added.

 

Highlighting the immense potential of the waterways ecosystem for the North-east region, Mr Sanjay Bandopadhyaya, Chairman, Inland Waterways Authority of India, said, "We are not only trying to connect with the neighbouring countries, but also with all the states of this region and extending to Uttar Pradesh, Bihar, Jharkhand, West Bengal and Odisha."

 

Alluding to the numerous milestones achieved in the waterways sector, Mr Sanjeev Ranjan, Secretary, Ministry of Ports, Shipping and Waterways, Govt of India, said that a record movement of 4.5 million metric tonnes under the Bangladesh India Protocol Route had been achieved.

 

Mr Lyonpo Loknath Sharma, Minister of Economic Affairs, Royal Government of Bhutan, said that the trade between Bhutan and India was increasing and invited the stakeholders to work towards enhancing the link between Assam and East Bhutan, which has a vast potential in terms of economy of scale. "Leveraging waterway is the answer and we are looking forward to regional connectivity," he added.

 

Highlighting the potential of the waterways ecosystem in Bangladesh, Mr Khalid Mahmud Chowdhury, State Minister of Shipping, Govt of Bangladesh, said, "There are 700 rivers in Bangladesh, out of which 54 are on the boundary between Bangladesh and India."

 

Addressing virtually, Mr Chowdhury said that about 8480 kilometres of the navigable waterway of Bangladesh could be utilised for transportation and distribution of goods between Bangladesh, India, Nepal and Bhutan."

 

Dr Rajkumar Ranjan Singh, Minister of State, External Affairs, Govt of India, said that close to 99% of India's northeast region boundaries are international and pointed to the need to explore and leverage the proximity of the Bay of Bengal.

 

Mr Rameshwar Teli, Minister of State for Petroleum and Natural Gas, Govt of India, said that 111 waterways had been declared national waterways. He added that waterways in the northeast would be an alternative to the Siliguri region, commonly referred to as the chicken neck of the country.

 

Mr Chandra Mohan Patowary, Minister for Transport, Industry & Commerce, Act East Policy Affairs, Skill Development, Welfare of Minorities, Govt of Assam, said that Assam singly has 1500 kilometres of navigable water route out of the total 14500 kilometres in the country. "All ship builders will get the same benefit as industries under national and state policies," he added.

 

Mr Awangbow Newmai, Minister of Water Resources and Relief & Disaster Management, Govt of Manipur, also addressed the gathering.

Lamka: Manipur PHED Churachandpur | Zone-III Water Supply Timetable

WATER is one of the most basic needs, yet in Lamka and across Churachandpur, people face daily struggles to access clean drinking water.

Public supply is irregular, borewell water is often unsafe, and many households depend on makeshift purifiers.

The Khuga Dam project began in 1983 as a multipurpose scheme to supply electricity and water. After years of delay and silence, work resumed only in 2002. On 12 November 2010, the dam was officially inaugurated by Sonia Gandhi. The dam stands 38 meters high and 230 meters wide, with a cost of about INR 2.5 billion. Yet, despite such a huge investment, it has brought no real benefits to the people of Lamka or Churachandpur district.

Despite the presence of Khuga Dam nearby, its benefits have not reached the people. Residents wait for hours with buckets and cans whenever water is released.

CM Biren virtually attends Pariksha Pe Charcha 2022

IMPHAL, April 1, 2022 (DIPR)  — Chief Minister Shri N. Biren Singh virtually attended the Pariksha Pe Charcha, 2022, an interaction programme of Hon'ble Prime Minister Narendra Modi with school students at the Sangai Hall of Hotel Imphal. Altogether 200 students and their teachers from six different schools of Imphal East and Imphal West also attended the event. The event was also live telecasted for students and teachers at various schools located in different parts of the State.

Speaking on the sidelines of the event at Imphal, Chief Minister N Biren Singh appreciated Hon'ble Prime Minister Narendra Modi for his innovative ideas of giving educational awareness to the students, teachers and guardians.

He said the Hon'ble Prime Minister's initiative will help in developing independent thinking in the young minds and is an innovative effort never seen before anywhere else.

The Chief Minister appealed to the young students, parents and teachers to follow the ideas and suggestions shared by the Hon'ble Prime Minister.

During the 5th edition of Pariksha Pe Charcha today, Prime Minister, Shri Narendra Modi interacted with school students, parents and teachers in a town-hall interactive format at Talkatora Stadium, New Delhi from 11 AM onwards.

The interaction programme was live telecasted on Doordarshan (DD National, DD News, DD India), radio channels, TV channels, digital media including YouTube channels of EduMinofIndia, narendramodi, pmoindia, pibindia, Doordarshan National, MyGovIndia, DDNews, RajyaSabha TV, Swayam Prabha.

CM warns Drug Peddlers to either surrender or face consequences

IMPHAL — Chief Minister Shri N. Biren Singh warned drug peddlers and dealers operating in the State to either surrender or face consequences of the stringent action which will be taken against them. He was addressing the media at the Chief Minister's Secretariat today regarding drugs menace in the State.

He continued that any person arrested with illegal drugs, regardless of quantity, would face compulsory jail term of one year which will be extendable upto two years under relevant act. He added that the State Police would file a case to any person found with illegal drugs regardless of quantity possessed. However, uses of drugs for treatment of addicts at rehabilitation centres under the supervision of doctors would be exempted.

   The Chief Minister mentioned that the situation of drug menace in the State is still alarming although the police forces had seized many illegal drugs during the last five years under the War on Drugs-I Campaign. As such, the State Government will be putting much effort to totally root out drug menace from the State under War on Drugs-II. He informed that the State Government had recently re-constituted the Anti-Narcotics Task Force (ANTF) led by IGP- zone-III Nishit Kumar Ujjwal which had started functioning. The task force would not compromise to any pressure from any person or group and would work sincerely, according to law, with the objective to root out drug menace in the next two years.

    Maintaining that any negligence on the part of police, thereby letting the drug peddlers to escape, will not be excused, Shri N. Biren added that they should work dutifully to nab drug peddlers at any cost. He further stated that the State Police should make legal authorities aware of the drugs related situation in the State and also provide protections to judges and lawyers from any undue influence.   He informed that the Director General of Police had been to open outposts with 5 to 10 police personnel at every village, where illegal trafficking of drugs is frequently carried out. The Anti-Narcotics Task Force had also been empowered to procure necessary vehicles and other equipment, he added.

    He also informed that drone surveys will be conducted to locate all the poppy plantation areas. Assam Rifles and Central Narcotics Force will also be deployed in addition to the State Police to root out poppy plantations. Kuki-Chin National Front (KNF) demands KUKI-CHIN STATE in Bangladesh

THE KUKI-CHIN NATIONAL FRONT (KNF), the political organization of the small ethnic groups of the Chittagong Hill Tracts (CHT), demands a separate State in the CHT of Bangladesh with full-fledged autonomy to the present government. 

The Kuki-Chin National Development Organization (KNDO) now known as Kuki-Chin National Front (KNF) was established in 2008 with some educated circles of the backward and disadvantaged Kuki-Chin communities (of Bawm, Pangkhua, Lushai, Khumi, Mru & Khiang). 

In the first phase, KNDO (Kuki-Chin National Development Organization) was established to promote economic development, preservation of cultural features, protect land grabbing and to establish harmony and peace in the backward region and backward small communities in the Chittagong Hill Tracts of Bangladesh. 

For more than a decade, KNF leaders have accused of discriminatory and step-motherly behavior by both larger communities and the government in their inhabited regional lands. The leaders of the organization have also expressed their anger over the government.

In 2015 the KNDO submitted their memorandum to the Prime Minister of Bangladesh demanding separate budget from the budgets of three district councils of the CHT, the CHT Development Board and the CHT Ministry. Their demands are getting tougher and tougher as the government has not taken any action. The organization has recently claimed that the entire region from Sajek Valley in the northeastern part of Chittagong Hill Tracts to the southeast and the entire region in the eastern part of Chittagong Hill Tracts is their ancestral territory (namely Baghaichari, Juraichari, Borkol, Bilaichari, Rwangchari, Ruma, Thanchi, Lama and Alikdam). 

The KNF demands an autonomous region with a self-governing administration, or a “territorial council” called the “Kuki-Chin Territorial State”, with full-fledged autonomy. Although this organization, in initial period, is officially registered, it became an armed branch in 2016 due to special needs. 

In the early days, the armed wing was named the Kuki-Chin National Volunteers, or KNV. This KNV secretly conducted its organizational activities peacefully for several years. Later, they developed relations with the rebel groups in Manipur state and Chin Hills of Burma.

Later in the same year, the Central Committee sent several hundred members of the organization to Manipur for military training.

Later, hundreds of active members were sent to Kachin, Karen Province and Manipur for guerilla training.

In 2019, after completion of the infantry commando training, hundreds of armed men returned to the CHT, their well-trained armed groups remain inactive. The leaders of this KNF organization are all Christians and the other political organizations in the Chittagong Hill Tracts called JSS and the other regional political organisations are led by the Buddhist Chakmas. 

The group has also called on the international community to intervene their problems internationally. The aim of this organization is to establish a separate and autonomous region. 

The KNF urged the government to solve their problem by accepting their demands as soon as possible. Otherwise, the organization will call for a strictly armed movement. They currently have three commando force units. 

At present the number of members (armed and unarmed active members) of this organization in Mizoram and Chittagong Hill Tracts is about 3000-4000. 

Recently, the KNF has warned the present government that if their demands are not accepted, the armed movement will be forced to take a difficult shape. Therefore, the KNF guerilla leaders urge the government to take immediate steps to avoid bloodshed and let their region be peace.
