Peaceful Mass Rally to Expedite Kuki-Zo Political Solution

 

June 24, 2024: Thousands of protesters from the Kuki-Zo tribal community marched through the streets in Lamka (Churachandpur) on Monday demanding a political solution to end the year- long ethnic violence in Manipur. 

The rally, organized by the Indigenous Tribal Leaders’ Forum (ITLF), started at Lamka Public Ground in the center of town at 11 am and ended at the Wall of Remembrance, a memorial for almost 200 tribals killed during the violence. 

Protesters held placards like “No Political Solution, No Peace”, “Union Territory for the Kuki-Zo People Right Now!”, “Forced Union With Meiteis Will Not Last” and “We Want UT Under Article 239A”.


ITLF Chairman Pagin Haokip delivered the keynote address at the rally. Other speakers include MLA Paolienlal Haokip, Zo United Secretary Rev. VL Ngakthang, Zomi Council General Secretary Pauneihlal and Kuki Inpi Manipur Vice President Jangmang Haokip . ITLF General Secretary Muan Tombing read out the content of the memorandum to be submitted to the Union Home Minister Amit Shah. 

The peaceful rally was organized to demand that the central government expedite the process of finding a political solution to the violence in Manipur. Tribals want the creation of a Union Territory with legislature under article 239A of the constitution. Similar rallies were also held in Kangpokpi, Tengnoupal and Pherzawl districts on the same day. 

ITLF, an umbrella group for tribal bodies, says the government should accelerate the process of

finding a political solution because: 

1.                After more than a year of killings and displacements, there is no improvement in the security situation, with citizens at risk of being killed every day. In the past few weeks, two tribals were killed by Meitei miscreants in Jiribam district. Another was abducted, and his whereabouts are still unknown.

 2.                Homes and properties of tribals are still being burned and destroyed, one year after the start of the conflict. To date, almost 200 tribals have been killed and more than 7,000 homes destroyed. In the recent flareup of violence in Jiribam, around 50 homes and shops belonging to tribals were burned down.


3.                For more than a year, supplies of all goods, including essential items, have been blocked from entering tribal areas. Even basic hospital items like cotton swabs often run out. This has severely affected the quality of life for tribals. 

4.                All development activities, including maintenance and repair of public infrastructure, have grinded to a halt for the past year in tribal areas, while all Meitei-controlled valley areas enjoy state patronage. 

5.                The valley-based population even resorts to destroying public utilities like electricity, denying us our basic rights.

 6.                With tribals unable to travel to the state capital, the Meitei-controlled state government is using the opportunity to conduct mass job recruitment, knowing fully well that tribals will not be able to avail themselves of the opportunity. Many job opportunities have already been lost for tribal youths, showing that the state government is openly partisan.

 

7.                Tribal students have also been adversely affected, especially those in technical lines, as all major centers of learning and all head offices are located in the capital. 

8.                As a minority community with fewer numbers and even fewer resources to protect ourselves, we are under constant threat of being attacked by militant groups like Arambai Tenggol and the proscribed UNLF, who have access to a large arsenal of weapons bought from across the border or looted from state armories. They have openly stated that their aim is to either kill all of us or drive us out of our lands. 

The rally was concluded with the submission of a memorandum to the Union Home Minister through the Deputy Commissioner of Churachandpur, Manipur by ITLF leaders led by the Chairman and General Secretary.

Hon'ble Sir,

With utmost respect and love, the undersigned, on behalf of the Kuki-Zo people and community, would like to thank and express our sincere gratitudes and appreciations to esteemed Naga Hoho and fellow tribal brethren Nagas as under.

That, on the 3rd May 2023, the All Tribal Students Union Manipur (ATSUM), a conglomerate of tribal "All Naga Students Association Manipur‟ (ANSAM) and tribal "Kuki Students Organisation‟ (KSO) GHQ, held all Manipur *"TRIBAL SOLIDARITY MARCH‟* in protest against the demand of Meiteis for ST Status. The same day in the afternoon, the "Anglo- Kuki War 1917-1919‟ "Centenary Gate" at Leisang, SONGPI-LAMKA (Churachandpur) was burnt by unknown miscreants, that broke out ethnic conflict between Kukis and Meiteis, resulting to burning down of 200 Kuki villages including 16/17 Kuki Colonies in Greater Imphal valley, assaulting, raping and killing of 187 innocent Kuki-Zo people, and vandalising and burning down 360 Christian Churches, and displacing more than 1 lakh people in designated Relief Camps and various Metro Cities all over India.
 
In the light of the above man made catastrophe and conflict, brethren Manipuri Nagas, good hearted Meiteis and Pangals, alongwith Central Forces (AR/BSF/ Indian Army) evacuated thousands of Kukis from Imphal valley. Apart from it, various Philanthropic organisations, Churches, NGOs and Government of India and abroad support victims from both communities.

We are really indebted to every community in general and particularly to fellow tribal Nagas of Nagaland and Manipuri Nagas that stand and support the minority Kuki-Zo people from the majority Meitei community, who are fully backed and sponsored by the Government of Manipur by giving away 6000 Arms and 6,00,000 ammunitions from all Police Stations in Manipur Valley districts. 

We therefore, urge your esteemed Organisation (Naga Hoho) and fellow Naga brethren, to continue to stand for "Justice in Christ‟ not to be taken away by "Cheap Propaganda" of sowing *"Seed of Discord‟* between Kuki-Zo and Manipuri Nagas, keeping in mind the Kukis of Nagaland, one of the Indigenous Naga tribes of Nagaland, and various Kuki-Zo blood (old Kuki) tribes in Naga Polity as a cementing force between Kuki-Zo and Naga ethnic groups fraternity, and role of Kukis in historic Naga Movement.

THE CM ESCORT PARTY AMBUSH INCIDENT ~ DONN MORGAN KIPGEN

 The recent gun-attack by unknown miscreants upon the Advance Escort Party of CM of Manipur between Noney and Kangpokpi districts has thrown up more questions than answers!  It was apparent that the Standard Procedures of VVIPs Security and official security protocol were not properly adhered to by the CM's Office and the MPHQ on that day! The armed attack looked has become a bit over-rated! 
     The Standard Security Protocol is nothing new! Since an Ethnic War is going on for a year, any visit to troubled spot along a volatile route calls for absolute adherence to Security Protocol! The CMO and MPHQ should have informed the IGAR(South) and HQ IGAR(East), and even HQ GOC 57th Mountain Division, if there is to be a CM's visit to hill areas! District police SPs and other paramilitary forces posts along the route should be properly informed about VVIP's visit! There should be sharing of intelligence and other necessary informations between the military and the police, ie, evaluation of threat perception and sanitising of dangerous locations atleast a day before and during such visit! Close and direct coordination of all security units is of utmost importance to make things as safe as possible! 
     If the CMO and MPHQ informed the HQ IGAR(S) and HQ IGAR(E) about the CM's Advance Escort party on their way to the burning Jiribam district, the 33rd Assam Rifles, 19th AR and 39th AR, situated along the route, would have sent out ROPs and mobile patrols in sensitive and hostile areas along the route! Back-up teams or Quick Reaction Teams(QRTs) could be kept on stand-by! The district SPs should also have deployed police party at strategic locations! When they came under fire, the jawans could only mentioned, "Call the CRPF,... CRPF... CRPF"! How could the CM Advanced Escort Party did not know the contact number of the nearest Army/AR HQs to the ambush site? This clearly showed CMO and MPHQ did not properly follow the VVIP Security Procedures! In this case, the CO 19th AR, SPs of Noney and Kangpokpi Districts could not be held accountable for lapse of security in and around their areas of jurisdiction! 
    The identity of those CM's Advanced Escort Party was quite an enigma! The viral video footage of one of the ambushed teams clearly showed something hitherto unknown and unseen! The jawans wore the unit's initials which reads:"VIP"! In Manipur, there are only MP, MR, IRB and CDO but there is no known unit called " VIP"! Were they "Very Important Police" unit? If there is such "VIP" Unit,wearing totally different uniform, surely the formation, training, induction and passing-out parade must be known by other state police officers and the state media!
     The badge they were wearing on their forearms was not that of the Manipur State Armed Forces, which is Red and Blue colour badge with the image of Kanglasa imprinted! In it was written, "VIP Protection.... " with "Manipur Police" underneath! Their strange uniforms closely resembled the ones worn by some Arambai Tenggol members! The camouflage pattern was a bit similar to the new uniform worn by the CRPF jawans! Strange VIPs indeed!
