STRONG CONDEMNATION OF THE ABDUCTION, GANGRAPE, AND DEATH OF NENGTINLHING HAOKIP

The Kuki Women Organisation for Human Rights (KWOHR)  takes strong exception and expresses  deep anguish  over the death of Nengtinlhing Haokip, a young Kuki-Zo woman and survivor of sexual violence during the 2023 Manipur ethnic conflict.

Nengtinlhing Haokip was abducted on May 15, 2023, in Imphal by armed men, brutally assaulted, gangraped, and left for dead. For more than two years, she endured unimaginable physical pain, severe psychological trauma, repeated medical procedures, and lived in constant fear, while the institutions responsible for delivering justice failed her completely. On January 10, 2026, she succumbed to prolonged illness directly linked to the injuries and trauma inflicted upon her.

Her death is not merely the loss of a young life; it is a damning indictment of systemic failure, state apathy, and entrenched impunity. Despite the filing of a Zero FIR and the transfer of the case to the CBI in July 2023, no arrests have been made to date. This continued inaction by investigative agencies has effectively denied Nengtinlhing Haokip justice, dignity, and the right to live.

KWOHR holds the Government of India, the Manipur state machinery, and all investigative authorities accountable for their failure to protect a vulnerable woman, ensure timely justice, and provide survivor-centric care. The silence, delays, and lack of accountability have emboldened perpetrators and deepened the suffering of survivors and their families.

KWOHR strongly condemns:

The brutal sexual violence committed against Nengtinlhing Haokip
The culture of impunity enjoyed by armed groups involved in crimes against Kuki-Zo women
The prolonged delay and inaction in investigation and prosecution
The failure to provide justice, safety, and meaningful rehabilitation to survivors

KWOHR demands:

Immediate arrest and prosecution of all perpetrators involved in the abduction, sexual assault, and attempted murder of Nengtinlhing Haokip.






A time-bound, transparent, and accountable CBI investigation
Recognition of sexual violence against Kuki-Zo women during the Manipur conflict as crimes against humanity
Adequate compensation, long-term rehabilitation, and comprehensive mental health support for survivors and affected families
Independent judicial monitoring of all sexual violence cases arising from the Manipur conflict

Call to Human Rights Bodies:

KWOHR urgently calls upon national and international human rights organisations, women's rights groups, civil society bodies, UN human rights mechanisms, and all defenders of justice and human dignity to break their silence, speak out, and take urgent action. The continued neglect of such grave crimes only perpetuates injustice and violence against marginalized women.

Nengtinlhing Haokip waited for justice until her last breath. The nation failed her.
KWOHR vows to continue its struggle until her voice is heard, her dignity restored, and justice delivered.

Justice delayed is justice denied. Justice denied has now claimed a life.

Candlelight Vigil Held in Memory of Miss Nengtinlhing Haokip

A candlelight vigil was held on the evening of 17 January at the Wall of Remembrance, Tuibuong, to pay tribute to Nengtinlhing Haokip, a 20-year-old woman who was allegedly sexually assaulted by members of the Arambai Tenggol on 15 May 2023 and later succumbed to her injuries on 10 January 2026.

In her honour, the Indigenous Tribal Leaders Forum (ITLF) organised the vigil on Saturday, 17 January 2026, at 5:00 pm at the Wall of Remembrance.

The peaceful gathering brought together community members, civil society representatives, and volunteers, who observed moments of silence and offered prayers to honour the victim and other lives lost.

Participants lit candles as a symbol of remembrance, hope, and unity, while collectively calling for peace, justice, and an end to violence. Organisers stated that the vigil aimed to highlight the suffering of innocent civilians and to promote harmony and reconciliation among communities. The event concluded with a unified appeal for stability, compassion, and lasting peace in the region.

WKZIC Urges Tribal and Church Leaders to Lift Kuki-Zo Lifeline Road Blockade

Lamka, 17 Jan 2026 — The World Kuki-Zo Intellectual Council (WKZIC) has submitted a formal Memorandum of Appeal calling for the immediate lifting of the blockade on the Kuki-Zo Lifeline Road, citing humanitarian, moral, and Christian responsibilities.


The appeal, dated 17 January 2026, was addressed to several Naga tribal and church organisations, including village authorities, civil society bodies, and church councils operating across Manipur, Assam, and Nagaland. The memorandum was routed through respected village headmen, elders, and church leaders.

According to WKZIC, the prolonged blockade has caused severe hardship to civilians, particularly women, children, the elderly, and critically ill patients. The organisation stated that the disruption of essential supplies such as food, medicines, and emergency healthcare services has created an acute humanitarian crisis in the affected areas.

In its appeal, WKZIC emphasised the moral responsibility of church and tribal leadership to intervene. Citing biblical principles of compassion and shared responsibility, the council urged leaders to act in the spirit of Christian fellowship and humanitarian ethics.

The memorandum outlined several key requests, including the immediate facilitation of the blockade’s removal, ensuring uninterrupted access for essential goods and emergency services, and promoting dialogue and peaceful engagement among all stakeholders.

WKZIC also appealed to concerned authorities to refrain from demanding an in-person apology from underground leader Mr Tiger. Instead, it requested acceptance of apologies already tendered by Kuki civil society organisation leaders as a gesture towards de-escalation and reconciliation.

The council further called on tribal and church institutions to uphold their roles as custodians of peace, justice, and social harmony in Manipur. It stressed that timely and compassionate intervention would not only ease the current humanitarian crisis but also strengthen inter-tribal relations and public trust in church leadership.

The memorandum was jointly signed by Evan Lelen, Convenor, and Rev CL Haokip, Co-Convenor, of the Department of Prayer Warriors, along with Samuel T. Zou, General Secretary, and Dr TS Haokip, President of WKZIC.

WKZIC concluded its appeal by urging leaders to act as peacemakers and agents of reconciliation at a critical moment for the region, highlighting the urgent need for unity and humanitarian action.

No Census in Manipur Until Deletion of Unconstitutional “Any Kuki tribes”

MEDIA RELEASE
Imphal, the 17th January, 2026

Thadou Inpi Manipur (TIM), Thadou Students' Association (TSA), and Thadou Community International (TCI), representing the Thadou community, categorically and unconditionally demand the immediate suspension of any census exercise in Manipur until the controversial and unconstutional "Any Kuki tribes (AKT)" is fully and permanently deleted from the list of Scheduled Tribes of the state. Any attempt to proceed with a census prior to the removal of AKT will be reckless, irresponsible, and inherently dangerous, and will inevitably aggravate ethnic tensions, with the real potential of plunging Manipur into renewed large-scale conflict. Complete deletion of AKT must also precede the National Register of Citizens (NRC); otherwise, the exercise will not yield its intended outcome.

The continued inclusion of AKT—inserted in 2003 for overt political considerations—constitutes a grave and deliberate administrative failure. It has operated as a systemic loophole through which illegal immigrants and non-indigenous outsiders unlawfully obtain residency, constitutional entitlements, and Scheduled Tribe status in Manipur. Conducting a census without first correcting this distortion will irreversibly compromise the demographic integrity of the state, violate the rights of indigenous peoples, and pose a direct threat to national security.

Following the insertion of AKT in 2003 due to Kuki appeasement policies, the 2011 Census recorded a Kuki population for the first time at 28,342. These figures were never subjected to rigorous verification. Proceeding with another census before the complete deletion of AKT will amount to state-sanctioned legalization of unverified and potentially illegal populations, thereby permanently contaminating census data and distorting public policy for generations.

The Government of Manipur has formally proposed, through Cabinet decisions (2018, 2023 and 2024) and communications to the Ministry of Tribal Affairs, Government of India, the deletion of "Any Kuki tribes" from the Scheduled Tribes list of Manipur, per approved modalities. The proposal awaits views from the Registrar General of India. Delay in processing this proposal, amid the ongoing law-and-order crisis in Manipur's hill districts (predominantly Thadou areas), risks coercion by parallel and armed Kuki militant groups during Census operations, leading to misclassification under the erroneous "Any Kuki tribes" entry (reintroduced 2003 for non-indigenous/immigrant groups). Proceeding with the Census under President's Rule without resolving these concerns will have serious repercussions for indigenous communities, including the Thadou people.

Delay in processing this proposal, amid the ongoing law-and-order crisis in Manipur's hill districts (predominantly Thadou areas), risks coercion by parallel Kuki militant groups during census operations. Under prevailing conditions—where Kuki armed militants exercise parallel-government-like authority and coercive control over extensive areas inhabited by non-Kuki indigenous tribes, particularly the Thadou but also others such as Aimol, Vaiphei, Paite, Gangte, Simte, Kom, and Zou—a free, fair, and credible census is categorically impossible. Census officials and community members alike will be exposed to intimidation, coercion, and forced misclassification under "Any Kuki tribes." Any post-enumeration correction would be illusory, impractical, and administratively unworkable. 

The conduct and declared objectives of Kuki groups admit no ambiguity. Armed militant organizations (both SoO and non-SoO), particularly those operating under the Kuki National Organisation (KNO), along with their proxy Kuki civil bodies such as the Kuki Inpi and Kuki Students' Organisation, have openly and repeatedly pursued the erasure of indigenous identities—especially that of the Thadou—through intimidation, coercion, and forced subsumption under the "Kuki" label.

A census conducted prior to the deletion of AKT will be deliberately weaponized as a tool for legitimizing further illegal immigration, transnational or cross-border terrorism, and demographic manipulation, causing exponential population imbalance and even the annihilation of indigenous identity or indigenous communities of Manipur.

This agenda has been publicly and brazenly articulated. At the "Any Kuki Tribes Recognition Celebration Conclave" held at M. Songgel Community Hall, Churachandpur, on April 22, 2023, Kuki supremacists, including Hejang Misao, openly declared their intent to make AKT the most populous tribe in Manipur in the forthcoming census. Their rhetoric amounted to a direct and explicit threat against the Thadou community, the largest tribe in Manipur, and the authority of the state, aimed at manufacturing demographic dominance. The large-scale violence that erupted in the same area on May 3, 2023, shortly after this conclave, was neither accidental nor spontaneous—it was a foreseeable and preventable outcome of such mobilization.

It must be placed firmly on record that Thadou organizations have consistently and forcefully opposed the inclusion of "Kuki" or "Any Kuki tribes" in the Scheduled Tribes list since the 1970s, repeatedly forewarning that such inclusion would inevitably result in instability and bloodshed. These warnings were systematically ignored in favour of political appeasement of Kuki groups. The present crisis stands as a direct indictment of those policy failures.

Given the established pattern of behaviour, the glorification and instrumental use of violence, and the explicit demographic ambitions of Kuki groups, conducting a census at this time would constitute an act of gross negligence. It would almost certainly provoke further ethnic violence at a moment when peace in Manipur remains fragile and unresolved.

The historical record of ethnic conflicts and violence in Manipur since the 1990s—including Kuki–Thadou, Kuki–Naga, Kuki–Zomi, and Kuki–Meitei conflicts, in all of which the Thadou community and identity have consistently been suppressed and among the most severely affected—demonstrates unequivocally that Kuki supremacist and expansionist agendas have been systematically pursued and have remained a central and enduring driver of instability and bloodshed in the state.

Therefore, Thadou Inpi Manipur, Thadou Students' Association, and Thadou Community International issue a final, unequivocal, and non-negotiable call to the Government of Manipur, the Government of India, and all census authorities: immediately suspend all census-related processes in Manipur until "Any Kuki tribes" is completely and permanently deleted from the list of Scheduled Tribes of Manipur. Any failure to do so will render the authorities fully and directly accountable for the consequences that follow, including any further breakdown of peace, constitutional order, and the rights of indigenous peoples in Manipur.

Statement: "Thadou is a distinct ethnic group of people. Thadou is not Kuki, or underneath Kuki, or part of Kuki, but a separate, independent entity from Kuki. Any organization that incorporates "Thadou" but espouses Kuki and mis-portrays Thadou as Kuki or a part of Kuki is illegitimate and does not represent Thadou people and interest" – Thadou Convention, 2024.

Kuki Inpi Delhi & NCR Supports UT Demand, Rejects Manipur Govt Formation

PRESS RELEASE

The Kuki Inpi Delhi & NCR (KID) hereby affirms its absolute support of the press release issued by the Kuki Inpi Manipur (KIM) dated 8th January, 2026 which endorses the unanimous resolution adopted by the Kuki-Zo Governing Council on 30th December, 2025 the contents of which are categorically detailed herein.

"Considering the present realities and the unanimous sentiment that the Kuki- Zo people can no longer live together with the Meitei community, the Governing Council reaffirmed its political demand for a Separate Administration in the form of a Union Territory under the Constitution of India.

The Governing Council unanimously resolved that the Kuki-Zo people cannot and shall not participate in the formation of the Government of Manipur."

2. The Kuki-Zo community endured marginalization since the inception of Manipur, in Colonial time. The tyranny of Meiteis had totally devastated the true spirit of democracy and made a mockery of Indian constitution for a long time. The loss of almost 300 precious lives and displacement of more than 60 thousand people is not a beginning and will not be the end, if Manipur with its present jurisdiction exist. The attempt to annihilate a small minority community of the Kuki-Zo is a living testimony for other minority tribes in future. These macabre holocaust exposed the inability of the state government to safeguard the lives, rights and dignity of minorities within the Manipur state. The spirit of human trust and coexistence can only be possible as peaceful neighbours. For the Kuki-Zo people, separate administration in the form of a Union Territory with legislature is not a matter of preference but of survival and justice. Also, the only viable path to safeguard their land, rights, and political future.

3. The KID, in line with the Kuki-Zo Council's declaration, extend total affirmation that the Kuki-Zo people will neither venture, support, facilitate or legitimized the formation of a Government initiated by majority Meitei MLAs, under any circumstances. Look! what they have done to our honourable MLAs. Our body shiver and our eyes full of pain, whenever we see and remember the brutal attack of our elected MLAs in the capital city of Manipur. Any participation in the formation of a Manipur Government by Kuki-Zo MLAs would signal sacrificing ourselves again at the alter of Meitei fascist, who groped, rape and kill our women and children and carry beheaded Kuki-Zo lifeless body as trophies. Let us not forget that the whole world is watching and observing us.

4. This resolution, rooted with our legitimate separate administration demand for survival under the constitution of India, non-participation in popular government formation embodies the collective will and unwavering determination of our people. The Kuki Inpi Delhi & NCR firmly reiterated that any departure from the unified public resolution will undermine the genuine aspirations of Kuki-Zo people.

Candlelight Vigil for 20-Year-Old Survivor Who Died After Brutal Assault

She was only 20. She was handed over by the Meira Paibis to Arambai Tenggol at an ATM booth in New Checkon, where she was later raped at Langol and abandoned in Bishnupur. She survived the ordeal and was taken to Guwahati for medical treatment due to severe trauma and uterine complications. Tragically, she succumbed to her injuries on 10 January 2026.

In her honour, ITLF will organise a candlelight vigil on 17 January 2026, Saturday at 5:00 PM at the Wall of Remembrance. All are invited to pay tribute.

She was kidnapped on May 15, 2023 and taken to Wangkhei Ayangpali. The survivor recalled that it was the Meira Paibis who handed her over to a group of men, instructing them to "kill her". She said the Meira Paibis were the first to assault her physically. "They were dressed in traditional phanek — some old, some young," she added.

The men then contacted members of Arambai Tenggol, who arrived wearing black T-shirts and carrying firearms. She was later taken to Langol, where she was blindfolded and her hands were tied. "I kept crying continuously. They threatened to shoot me if I did not stop," she said. The mob later decided to shift her again to a more remote location in Bishnupur, believing that committing the crime in Imphal would lead to police action.

The survivor said she was taken to a hill where the attackers told her they intended to rape her and promised to spare her life if she complied. "I told them I am not that kind of girl," she said. When she resisted, she was brutally beaten, after which the men took turns assaulting her. She later managed to escape from their captivity.

📰 Over 90 Kuki-Zo Candidates Clear IBPS PO Mains & Interview Exam 2025

More than 90 candidates from the Kuki-Zo community have successfully cleared the IBPS Probationary Officer (PO) Mains Examination, according to preliminary figures shared by community sources.

The break-up of successful candidates includes over 43 from the Thadou-Kuki community, 26 Paite, 7 Hmar, 6 Vaiphei, 4 Zou, and 4 Simte candidates. Sources noted that the final number may rise further as additional results are verified.

Community leaders and educators described the achievement as a reflection of the Kuki-Zo community's sustained emphasis on education, discipline, and perseverance, even amid prolonged social and political challenges in Manipur. While congratulating the successful candidates, they remarked that such outcomes have increasingly become a regular feature, given the community's consistent performance across competitive examinations.

The results underline the role of esilience and hard work in academic and professional success, especially in difficult circumstances. The achievement has been widely welcomed on social media, with many viewing it as a morale booster for students and families across Kuki-Zo inhabited areas.

The IBPS PO examination is among India's most competitive recruitment processes for entry-level officer positions in public sector banks.

January 15, 2026, was a joyful and meaningful day for Khallai FC supporters, well-wishers and the Thangkhal community as the club officially released its new jersey for the upcoming 78th Zomi Nam Ni Football Tournament 2026.

The jersey unveiling was marked with a special prayer led by Rev. K. Ginkhankap, the respected translator of the New Testament in the Thangkhal dialect. His prayer brought a spiritual blessing to the team as they prepare to take part in the prestigious tournament.

The jersey has been generously sponsored by young Thangkhal social worker Mr MG Muanlal Thangkhal and his family. The club and the community expressed their heartfelt gratitude for this kind support. May God bless Mr Muanlal and his family for standing with the team.
