KSO Delhi & NCR seeks action over 26 Kuki-Zo civilian deaths

NEW DELHI, September 17, 2026: The Kuki Students’ Organisation (KSO), Delhi & NCR organised a peaceful protest in the national capital city on Thursday, calling for immediate government action over the reported killing of 26 unarmed Kuki-Zo civilians in Manipur.

The organisation had proposed to hold the protest at Jantar Mantar, but permission for the proposed venue was not granted by the Delhi Police. Following this, the peaceful gathering was held at the Patel Chowk Metro Station car park premises.

According to a press statement issued by KSO, the reported deaths occurred between 11 March and 15 September 2026 and have been attributed by the organisation to armed groups identified as NSCN(IM) and ZUF(K). KSO submitted a memorandum to the Prime Minister’s Office (PMO), Ministry of Home Affairs (MHA), National Human Rights Commission (NHRC) and National Commission for Scheduled Tribes (NCST).

The organisation called for an independent, high-level investigation into the reported incidents and accountability for those responsible.

Fresh killings deepen outrage over attacks on Kuki-Zo civilians

The latest reported killings have intensified grief and anger among Kuki-Zo communities, particularly over the alleged targeting of unarmed civilians, including women and a pregnant woman.

KSO and other Kuki-Zo organisations have strongly condemned what they describe as attacks on people who were simply working in their farms or returning home. The alleged involvement of NSCN(IM) and ZUF(K) in the incidents remains a matter for investigation and establishment through credible authorities.

On 15 September 2026, two Kuki-Zo women --- Mrs Phalneichong Sitlhou (76), wife of Seidou Sitlhou, and Miss Kimjalhing Singson (28), daughter of the late Paobei Singson --- were allegedly shot dead while working in their farm fields at Leisangphai village in Tamenglong district.

According to the account presented by Kuki-Zo organisations, the two women were allegedly attacked while engaged in agricultural work and their bodies reportedly bore bullet wounds.

Kimjalhing Singson was a newly graduated nursing student who had gone to the farm to help her family. The killing of a young woman who had only recently completed her nursing studies, alongside the death of a 76-year-old woman, has added to the grief surrounding the incident.

The alleged killings came just two days after another deadly incident involving four Kuki-Zo civilians in Tamenglong and Noney districts.

A family shattered at L. Tollen

On 13 September 2026 (Sahnit Ni), Kuki-Zo couple Mr Seineh Singsit and his wife, Lhingzangai Singsit, were allegedly attacked while working in their farm fields at L. Tollen village, Tamenglong district.

Both were reportedly killed in the attack, while their son suffered serious injuries, including a severely injured hand, and was taken for medical treatment.

The tragedy has left the family devastated. The injured child, according to the account, has not yet been told that both his parents have died.

For the family, the emotional impact of eventually learning the truth could be devastating: a child already struggling with serious injuries must also face the loss of both parents.

Police and media reports have referred to the attackers as unidentified armed persons, while Kuki-Zo organisations have alleged the involvement of NSCN(IM) and ZUF(K).

Pregnant woman and only son among those killed

On the same day, Mr Thangvel Roel Gangte, described by the family as the only son in his family, and Mrs Julie Gangte, who was reportedly pregnant, were allegedly killed while returning home from work near Longpi village in Noney district.

Another woman, Esther, was reportedly grievously injured in the same incident.  

The reported deaths of a pregnant woman, a young man described as the only son in his family, two women from different generations, and the parents of an injured child have deepened concerns over the vulnerability of civilians in the affected areas.

Reported killings and affected areas

KSO said the reported incidents affected Kuki-Zo civilians in several peripheral areas of Manipur, including Ukhrul, Kamjong, Tamenglong, Noney, Kangpokpi and Senapati.

According to the memorandum, 26 Kuki-Zo civilians were reportedly killed between March 11 and September 15. The organisation said the victims included women, elderly persons and unborn children, and that the memorandum also records reported attacks on homes and agricultural structures.

KSO said its memorandum identifies 12 incidents requiring investigation.

Concern Over Security Operations

KSO Delhi & NCR expressed concern over what it described as unequal and discriminatory security operations.

The organisation alleged that Kuki-Zo villages had been subjected to combing operations, dismantling of defensive bunkers and seizure of licensed firearms, while other armed groups allegedly continued to operate in other areas.

KSO therefore called for impartial security operations across all communities and protection of vulnerable civilians without discrimination.

Demand Concerning NSCN(IM) Ceasefire and Armed Camps

KSO also raised concerns over the continued presence of NSCN(IM)-associated camps and armed formations in Manipur.

According to its memorandum, the organisation has identified nine camps belonging to NSCN(IM) and called for their dismantling as unauthorised camps in accordance with applicable law and security protocols.

KSO further demanded the immediate abrogation of the NSCN(IM) ceasefire agreement, arguing that, in its view, the existing arrangement had failed to prevent violence against civilians.

KSO President condemns attacks on women and children

KSO Delhi & NCR President Nengneiting Khongsai strongly condemned the reported attacks, particularly those involving women and children.

Khongsai said: 

“The alleged attacks by Naga armed groups, identified as NSCN(IM) and ZUF(K), against Kuki-Zo civilians, particularly women and children, are brutal, inhumane and wholly unacceptable. Targeting unarmed civilians who are simply working in their farms or returning home is a grave violation of basic human dignity. The Government must act swiftly and decisively to protect civilians, investigate these killings and hold anyone found responsible accountable under the law.”

She stressed that women, children, elderly people and other unarmed civilians must never be made targets of violence, and urged the authorities to take immediate measures to prevent further loss of innocent lives.

Demands of KSO Delhi & NCR

KSO Delhi & NCR called upon the Government of India and concerned authorities to:

  1. Initiate an independent, high-level investigation into all 12 incidents identified in the memorandum through the National Investigation Agency (NIA) or an independent Special Investigation Team under judicial oversight.
  2. Ensure impartial security operations across all communities and prevent the selective disarming of vulnerable civilians.
  3. Identify and dismantle unauthorised NSCN(IM) armed camps operating in Manipur in accordance with applicable law and security protocols.
  4. Ensure protection, compensation and humanitarian assistance for the families of the 26 reported victims, including medical and psychological assistance and protection for witnesses and survivors.
  5. Strengthen protection for displaced and vulnerable tribal communities affected by the continuing violence.
  6. Establish permanent Central Armed Police Force outposts in vulnerable Kuki-Zo villages to strengthen civilian protection and prevent further attacks.
  7. Review and immediately abrogate the NSCN(IM) ceasefire, as demanded by the organisation.

Condemnation of attacks on women and children

KSO and other Kuki-Zo organisations have condemned what they describe as a disturbing pattern of violence against civilians, particularly the alleged targeting of women, children, elderly people and other unarmed villagers.

They questioned how armed groups could justify violence against civilians who were engaged in ordinary activities such as farming and travelling home.

The organisations have called for independent investigations, accountability, stronger civilian protection and impartial security operations, while urging the authorities to prevent further attacks.

Appeal to the Government of India

KSO Delhi & NCR appealed to the Government of India to take effective measures to protect civilian life, uphold the rule of law, ensure accountability for reported human rights violations and provide equal protection to all communities.

The organisation said it had submitted its memorandum to the concerned authorities and urged them to take cognisance of the issues and demands raised.
