India: Nagaland for Christ, NSCN-IM speaks out

NEW DELHI, 03 Aug 2015 — Here is the speech excerpted from the speech delivered by Mr. Th. Muivah, General Secretary, NSCN during the signing ceremony of framework agreement with the Prime Minister of India Mr Narendra Modi in New Delhi on August 3rd.

I thank God for this momentous occasion.

On behalf of the Chairman Mr. Isak Chishi Swu and the Naga people kindly allow me to begin by saying that Naga people have great respect for Mahatma Gandhi because he understood and respected the Nagas when the Naga delegation met him for the first time in 1947. Unfortunately, after his demise, the Indian state resorted to military might to crush the Nagas. Armed confrontation followed inflicting heavy losses on both the parties.

After a long fighting, Mr. Narasimha Rao, the then Prime Minister of India had the courage to admit that it is political issue and should be solved through political negotiations. We appreciated his wisdom and accepted the Ceasefire Agreement to start political negotiation in 1997. We gave our commitment to him that NSCN shall leave no stone unturned to find a negotiated amicable settlement between the two parties.

The Nagas were very happy when the Government of India under the leadership of the then Prime Minister of India Mr. Atal Behari Vajpayee, declared the recognition of the ”unique history and situation of Nagas” in 2002. We Nagas appreciated the statesmanship of Mr. Atal Behari Vajpayee and we gave our commitment that if the Government of India would understand the reality of the Nagas, the Nagas will appreciate the reality of India even ten times more and we never back-track from our commitments.

Today, under the visionary leadership of honourable Prime Minister Mr. Narendra Modi, we have come close to understand each other and have worked out a new relationship between the two parties on the basis of this uniqueness. We appreciate your wisdom, your leadership and your vision to build an enduring relationship between the Nagas and Indians. The Nagas will ever remember you for your statesmanship and your profound understanding of the Nagas with warm heart for them.

Beginning from now the challenges will be great so also the responsibilities. The obligations to meet the needs of the people shall be paramount for both the parties to make this historic Endeavour more meaningful. Let me also assure you that Nagas can still come closer if their rights are respected. On behalf of the Naga people allow me to assure you once again that Nagas can be trustworthy and take into your confidence for any policy in the Northeast and beyond the frontiers.

God bless you and your leadership.

INDIA: Prime Minister witnesses Naga Peace Accord

NEW DELHI, 03 AUG 2015 — The Government of India and the National Socialist Council of Nagaland (NSCN) successfully concluded the dialogue on Naga political issue, which has existed for six decades, and signed an agreement today in the presence of the Hon’ble Prime Minister Shri Narendra Modi.

Government’s Interlocutor for Naga Peace Talks, Shri R.N. Ravi, signed the Agreement on behalf of the Government of India. Shri Isak Chishi Swu, Chairman and Shri Th. Muivah, General Secretary were the signatories on behalf of the NSCN. The entire top leadership of the NSCN (IM), including all members of the “collective leadership”, has fully endorsed the agreement and was present during the ceremony.

This agreement will end the oldest insurgency in the country. It will restore peace and pave the way for prosperity in the North East. It will advance a life of dignity, opportunity and equity for the Naga people, based on their genius and consistent with the uniqueness of the Naga people and their culture and traditions.

Attempts were made from time to time to resolve the issue through discussion with representatives of the Naga people. A fresh attempt for a comprehensive resolution was initiated with the NSCN in 1997.

The new Government on assuming power in May 2014 accorded highest priority to this lingering problem. Prime Minister Shri Narendra Modi has on a number of occasions, including during visits to the Northeast region, articulated his vision for transforming the Northeast and has attached the highest priority to peace, security, connectivity and economic development in the region. This has also been at the heart of the Government’s foreign policy, especially ‘Act East’ Policy.

The sustained dialogue between the two sides, conducted in a spirit of equality, respect and trust, deepened their mutual understanding and confidence, and enabled the two sides to reach an equitable agreement. The Government of India recognized the unique history, culture and position of the Nagas and their sentiments and aspirations. The NSCN understood and appreciated the Indian political system and governance.

The Government interlocutor also held frequent consultations with broad spectrum of Naga leaders, including those from the traditional tribal bodies, civil society, youth and students’ bodies, women’s groups, elected representatives and other stakeholders. These consultations helped in distilling the popular aspirations of the Naga people and in enhancing a healthy atmosphere of trust and understanding.

In his statement at the signing ceremony, the Hon’ble Prime Minister lauded the courage and wisdom of the Naga leaders and civil society and thanked them for their co-operation in reaching the agreement. He also praised the Naga people for their support and the NSCN for maintaining the ceasefire for nearly two decades that enabled the dialogue to succeed. Prime Minister spoke of his vision for the transformation of the Northeast region. He also expressed confidence that the agreement will open a glorious new chapter for the Naga people to build a bright future for Nagaland and also contribute to the nation with a sense of pride and confidence.

Shri Th. Muivah, General Secretary, NSCN, narrated the history of Nagas’ struggle and thanked the Hon’ble Prime Minister for his vision and resolve, which made it possible for the Government of India and the NSCN to reach an honourable settlement.

Within this framework agreement, details and execution plan will be released shortly.

Hon’ble Home Minister, Shri Rajnath Singh, National Security Adviser, Shri Ajit Doval and other high dignitaries of the Government of India were present.

The NSCN was represented by its entire collective leadership and senior leaders of various Naga tribes.

INDIA: PM's Speech on Naga Peace Accord

NEW DELHI, 03 AUG 2015 — This is the text of PM’s remarks after witnessing the signing of the historic agreement between Government of India and NSCN


Shri Rajnath Singhji, Home Minister

Shri Muivah and all senior leaders of the National Socialist Council of Nagaland.

My warm greetings to all those present here today on this historic occasion!

I wish that Shri Isak Swu, who played a leading role in reaching this agreement, was present today. He could not be here because of poor health. I wish him speedy recovery. Just as his contribution to this agreement has been huge, his guidance will remain crucial in the times ahead.

The Naga political issue had lingered for six decades, taking a huge toll on generations of our people.

I sincerely thank Shri Isak Swu, Shri Muivah and other Naga leaders for their wisdom and courage, for their efforts and cooperation, which has resulted in this historic agreement.

I have the deepest admiration for the great Naga people for their extraordinary support to the peace efforts. I compliment the National Socialist Council of Nagaland for maintaining the ceasefire agreement for nearly two decades, with a sense of honour that defines the great Naga people.

My relationship with the North East has been deep. I have travelled to Nagaland on many occasions. I have been deeply impressed by the rich and diverse culture and the unique way of life of the Naga people. It makes not only our nation, but also the world a more beautiful place.

The Naga courage and commitment are legendary. Equally, they represent the highest levels of humanism. Their system of village administration and grass-root democracy should be an inspiration for the rest of the country.

The respect for the infirm and elders, the status of women in society, sensitivity to Mother Nature, and the emphasis on social equality is a natural way of Naga life. These are values that should constitute the foundation of the society that we all seek.

Unfortunately, the Naga problem has taken so long to resolve because we did not understand each other. It is a legacy of the British Rule. The colonial rulers had, by design, kept the Nagas isolated and insulated. They propagated terrible myths about Nagas in the rest of the country. They deliberately suppressed the reality that the Nagas were an extremely evolved society. They also spread negative ideas about the rest of India amongst Naga people. This was part of the well known policy of divide and rule of the colonial rulers.

It is one of the tragedies of Independent India that we have lived with this legacy. There were not many like Mahatma Gandhi, who loved the Naga people and was sensitive to their sentiments. We have continued to look at each other through the prism of false perceptions and old prejudices.

The result was that connectivity between Nagaland and the rest of India remained weak across this divide. Economic development and progress in Nagaland remained modest; and, durable peace was elusive.

Since becoming Prime Minister last year, peace, security and economic transformation of North East has been amongst my highest priorities. It is also at the heart of my foreign policy, especially the ‘Act East’ Policy.

I have been deeply concerned about resolving the Naga issue. Soon after entering office, I appointed an interlocutor for talks with the Naga leaders, who not only understood the Naga people as also their aspirations and expectations, but has great affection and respect for them.

Given the importance of this initiative, I asked my office to supervise these talks; and I personally kept in touch with the progress. I want to especially thank my senior colleague, Home Minister Shri Rajnath Singhji, whose support and advice was invaluable in bringing us here today.

Today’s agreement is a shining example of what we can achieve when we deal with each other in a spirit of equality and respect, trust and confidence; when we seek to understand concerns and try to address aspirations; when we leave the path of dispute and take the high road of dialogue. It is a lesson and an inspiration in our troubled world.

Today, we mark not merely the end of a problem, but the beginning of a new future. We will not only try to heal wounds and resolve problems, but also be your partner as you restore your pride and prestige.

Today, to the leaders and the people of Nagaland, I say this: You will not only build a bright future for Nagaland, but your talents, traditions and efforts will also contribute to making the nation stronger, more secure, more inclusive and more prosperous. You are also the guardians of our eastern frontiers and our gateway to the world beyond.

Equally, the rest of the nation will join you in shaping a future of dignity, opportunity and prosperity for the Naga people.

Today, as you begin a new glorious chapter with a sense of pride, self-confidence and self-respect, I join the nation in saluting you and conveying our good wishes to the Naga people.

Bodies of six slain NSCN (K) cadres brought back, three officially identified Songlung gun fight : UNC alleges fake encounter

IMPHAL, Jun 24, 2013 [TSE] --- Contrary to the claim of the PIB (Defence Wing), the United Naga Council (UNC) has today alleged that the six cadres of NSCN-K were mowed down by the Assam Rifles in a fake encounter yesterday at K Songlung village.

The Vice-Chairman of Committee for Alternative Arrangement of UNC, Ashinpou Gangmei, who came to RIMS morgue today denied that the NSCN-K cadres were killed in an encounter.

Flatly refuting the claim of the Red Shield Division, Ashinpou Gangmei said, "We have reports that the encounter was fake and we have prima facie evidence to prove it."

At the invitation of the CO of 10 AR posted at Noney, the NSCN-K cadres, accompanied by a Major of the AR, left for Noney Part-I to have tea on June 22 evening, he said. Not long after they left for Noney Part-I, their mobile phones were switched off, Ashinpou said.

Pointing out that the cadres were neither armed nor in camouflage when they went out, Ashinpou wondered how arms were recovered from them and how the slain cadres wore combat dresses when their bodies were recovered.

He said the Naga people would take a concrete decision in this regard soon.

Meanwhile, three of the slain cadres were identified today after post mortem examination was conducted at RIMS mortuary.

The three cadres are DK Chuijanglung Dangmei (36) s/o Kapukhin of Thanagong village, Khoupum Valley in Tamenglong district; Th Leikam Thaimei (37) s/o (L) Khangdimlung of Tousemjang and Ch Ngoubibou (26) s/o (L) Nrialak of Iniam village.

The remaining three are suspected to be K Rajenglung of Noney; Labam of Bamgaijang and Majadai of Oinamlong. Official confirmation is awaited till the time of filing this report.

All the cadres wore uniform and received multiple bullet injuries.

Significantly the NSCN (K) has inked a ceasefire pact with the Government of India, though the ceasefire is not extended to the soil of Manipur.

The Army had claimed that the NSCN (K) cadres opened fire when they ran into an ambush laid by the 10 Assam Rifles and 73 Loktak Brigade and were killed when the troops retaliated.

Swu, Muivah censure cadres' conduct

DIMAPUR, 31 Jan 2013 [THE SANGAI EXPRESS | Pic: Tehelka] --- NSCN-IM leaders Isak Chisi Swu and Thuingaleng Muivah today expressed sadness over the way the outfit's cadres are behaving.

"God will never be happy with NSCN if its members keep on doing their own pleasure of works without doing the will of God," said NSCN-IM general secretary Thuingaleng Muivah while the outfit's chairman Isak Chsi Swu said, "If we do not do the will of God, we will be doomed, and the NSCN will be responsible for it. Because this is the era of NSCN. NSCN's name sells both at home and abroad. We cannot afford to fail this time. We don't have to blame heaven and earth if we fail. History says the Romans themselves brought about the downfall of the Roman Empire. NSCN will also be pulled down by the NSCN themselves. NSCN will fall when the spirit of 'NSCN-ism' runs out in its members; it will fall when it is not political; it will fall when the policy of its leadership is not people-based; it will fall when its approach to the world is not objective; it will fall when its members are rebellious; it will fall when there is moral degeneration in the set-up. Above all, it will fall when its members flee from the Lord".

Swu and Muivah were delivering speeches at the '34th NSCN Day' celebration at Hebron, off Dimapur today. NSCN was formed on this day in 1980 after spitting from Naga National Council (NNC).

During the course of his speech today, Thuingaleng Muivah became exortation while reminding the cadres that God will never be happy with NSCN-IM if its members keep on doing their own pleasure of works without doing the will of God.

"He made a direct reference to the present situation where it demands the members to take the right decision in order to save the Naga nation," said the press comunique issued by the NSCN-IM this evening.

"The world has not stopped, it keeps changing. But when the people fail to understand the process of change they will be lost because they fail to take the right decision. NSCN should not fail," Muivah pointedly asked the members to realise where they stand. The NSCN-IM general secretary then fervently appeals to all the members to take the right decision before God—to forgive their waywardness and mistakes and take steps to save the 'Naga nation'. "We have to change by taking the right decision to ask God for forgiveness, and there is no other way to save the nation", Muivah stated.

Meanwhile, NSCN-IM chairman Isak Chisi Swu recalled the sequences that led to the formation of the NSCN.

He said after the failure of NNC, the NSCN was formed in the national workers' meeting at Nokpa, where the historic decision to uphold the national principle of divine right to self determination was taken. It was finally, approved by the 'national assembly' held at Tonu on this day, the 31st January 1980.

According to Swu, the NSCN put up an undaunted resistance against the aggression of the colossal forces of the enemies who adopted ruthless means to crush the Nagas. "Guided by their avowed neo-colonial policy, they used one Naga to fight another Naga. Instigated one group to fight another group and incited communalism between the Nagas and others with a view to keeping the Nagas divided and suppressed perpetually. But that could not dampen the spirit of the Nagas. In fact, the Naga people under the banner of NSCN stood the ground in the face of those horrible situations," Isal Swu stated.

But sadly, some of us have run away and joined forces with the enemies to fight against their own people. The preacher says, 'They killed God, the Son in the name of God." Likewise, those traitors killed their people in the name of people and pulled back the wheels of history in the name of revolution. They are still working unceasingly to abort negotiations in the sweet name of unity. These are bitter realities, the NSCN-IM chairman further stated.

"At long last, the Indian leaders of both military and politics admitted that military solution is not possible. A political problem calls for a political solution. The official recognition of the unique history of the Nagas by the government of India is a bold step toward solution, which should be appreciated. The government of India should also appreciate the steps taken by the Nagas. In course of the political negotiations, both the parties have taken positive step," Swu said.
