KSDC reiterates demand for Kuki state
PRIME MINISTER Narendra Modi was urged to create Kuki state immediately, in a fresh memorandum submitted by Kuki State Demand Committee (KSDC) on Tuesday.
KSDC, in the memorandum, claimed that Kukis’ demand for a separate state was a legitimate and a long overdue demand. It stated that Kukis were independent people before the British colonial state annexed their territory. They had struggled to shake the colonial yoke from the start which culminated into the great Kuki Rising of 1917-19.
With great hope for freedom, the
Kukis also participated in large numbers in the ranks and files of the Indian
National Army (INA) during the Second World War (1943-44) in Northeastern
India, it claimed. “We had supported the Indian freedom movement in whatever
ways we could in the hope of some special political entity after India got
independence,” the KSDC claimed. It added that immediately after India got
independence, they had demanded a separate “Kuki district” on the line of other
tribal districts in the region.
But when the concept of
“district” changed in the new India, they also switched over to the idea of
“state”. The Kuki National Assembly, India (KNA), which was formed in 1946 as
the political front of the Kuki people, spearheaded the movement for “immediate
establishment of Kuki State” since 1960.
It submitted a memorandum to the
Prime Minister of India Jawaharlal Nehru for the creation of Kuki state in
northeast India by bringing together “all contiguous areas now under the
habitation of the Kukis in India.” Unfortunately, the government of India (GoI)
had given a deaf ear to the democratic demand of the nationalist Kukis despite
several other representations. However, even after seven years of SoO no
political dialogue was initiated by the government despite several rounds of
talk and an equal number of promises, the KSDC stated in the memorandum.
Kuki people under the aegis of
Kuki Inpi formed the Kuki State Demand Committee (KSDC) in 2010 in order to
bring home to the notice of GoI and Indian public that Kukis demand for
separate statehood is the genuine and legitimate rights and demand of the Kuki
people of India, it added.
Reiterating that the government
must create a separate state for Kukis, the KSDC stated that the Kuki
population is scattered across all the states of Northeast India with maximum
concentration in the state of Manipur. It said Kukis continue to remain
backward even after 60 years of Independence.

States that a decade ago seemed like promising success stories are sliding into authoritarian rule. The world’s most powerful democracies are mired in seemingly intractable problems at home, including social and economic disparities, communal issues, hate speeches and an influx of dissents that has strained alliances and increased fears of the “other.”
Today,
democracy is in crisis. The values it embodies particularly t
he right to choose
leaders in free and fair elections, freedom of the press, and the rule of law
are under assault and in retreat globally.
Today,
democracy faced its most serious crisis in decades as its basic tenets
including guarantees of freedom of speech and expressions, the rights of
minorities, freedom of the press, and the rule of law came under attack in the
state of Manipur. Safeguarding human rights and democratic space in the digital
age has become more crucial than ever.
Today,
worst of all and most worrisome for the future, young people, who have little
memory of the long struggles against fascism and communism, may be losing faith
and interest in the democratic project. The very idea of democracy and its
promotion has been tarnished among many, contributing to a dangerous apathy.
Democracies
generally remain the world’s wealthiest societies, the most open to new ideas
and opportunities, the least corrupt, and the most protective of individual
liberties. When people around the globe are asked about their preferred
political conditions, they embrace democracy’s ideals: honest elections, free
speech, accountable government, and effective legal constraints on the police,
military, and other institutions of authority.
Today,
the challenges within democratic states have fueled the rise of populist
leaders who give short shrift to fundamental civil and political liberties. The
spread of antidemocratic practices around the world is not merely a setback for
fundamental freedoms. It poses economic and security risks. When more countries
are free, safer and more prosperous. When more countries are autocratic and
repressive, treaties and alliances crumble, nations and entire regions become
unstable, and violent extremists have greater room to operate.

WHAT has been going on in Manipur is very unfortunate and is a sign of bleaker things to come. It's beginning to resemble Germany of the early 1930s.If Article 371C of the Indian Constitution is not honoured and implemented to the fullest, then things could go really bad.
Most unfortunately, It all started with the stand made by the State Govt over the Hill Areas Committee and the Hill Areas Bill. It was clearly reported that the All Tribal Student's Union(ATSUM) and HAC members drafted the Hill Areas Bill but changes had been made. This seemed to enrage the ATSUM leaders.
Understandably, ATSUM leaders were against the tabling of the new Hill Areas Bill which apparently gave more authority to the State Govt against the spirit of the Art 371C.Under the Art 371C, the President and Governor of Manipur are entrusted to look after the affairs of the Hill Areas under the Hill Areas Committee(HAC). The President may make recommendations to the Central Govt which in turn send them to the State Govt for the HAC to do the needful.
Under Art 371C, the State Govt alone cannot directly interfere in the affairs of the HAC, ie, without the authorisations of the President and the Central Govt. Of course, the State Govt looks after the interests of the HAC since the Hill Areas are parts of Manipur. It begs a question as to how things became controversial so suddenly. What questionable points are being put into the Hill Areas Bill by the State Govt? That's what the public needs to know fully.
In 1969, the Union Home Secretary sent a directive to prepare a blue-print for separate administrations for Hills and Valley Areas respect. That was kept somewhere away from the public knowledge for more than 50 years. The Central Govt wanted to set up separate administrations in the Union Territory of Manipur. Nothing was done to make that directive into a reality. But that was not the end of the story. It came back as Art 371C of the Constitution.
Instead of separate administrations for both the Hill and Valley Areas in Manipur, the Central Govt made that 1969 Directive into a more acceptable solution by adding Art 371C in the Constitution, creation of HAC for Hill Areas Administration under the direct authority of the President of India and the Governor of Manipur. When Manipur was about to attain its statehood, no one objected to the existence of Art 371C.Everything has been going on smoothly.
But now, the opposition of Art 371C has suddenly started growing. Political leaders, learned scholars and patriotic citizens need to accept the existence and authority of the HAC instead of the proposed separation administration in the Hill Areas of Manipur. That brings total unity in diversity in Manipur.
If the burning of a van was quickly dealt with by the Law Enforcement, there would not have been a "retaliatory act" and no need for shutting down of the Internet System. If no action is taken in such criminal activity immediately, the other "plaintive" group would surely decide to take the law into their own hands naturally. Since the arson was connected with the economic blockade, the State Govt should have moved in quickly to prevent communal enmity.
Since the wheels of disharmony have been allowed to spin on its own, there is an apprehension of communal violence which is most unlikely in present day Manipur. Once again, the main culprit was identified as "Social Media" which is also considered as the best solution to bring peace by shutting down the Internet System. The good citizens are not to be blamed on this issue whatsoever. Jai Hind!

presidential candidate. The Congress and the Left, frozen in Brahmanism as they
are, have given the RSS-BJP a historical advantage.
By nominating a rich Kayastha leader from Bihar, from where the
first president Rajendra Prasad (also a Kayastha) served two terms as the first
president of independent India, the opposition parties led by the Congress
committed a serious blunder. It appears that the Congress has not yet
understood the changing political environment. Ever since prime-minister-to-be
Narendra Modi declared that he was an Other Backward Class (OBC), caste
calculations in India changed. And once he became prime minister, a Dalit, Ram
Nath Kovind, was made president and a Shudra (Kamma), Venkaiah Naidu, was made
vice-president. During the entire Congress-led United Progressive Alliance
rule, the top ruling clique was mainly drawn from the Dwija castes (Brahmin,
Bania, Kayashta, Khatri and Kshatriya) and also from Muslim feudal elite. Even
the Pasmanda Muslims did not get any prominent role. Among Muslims, the BJP is
luring Shias and Pasmandas. While the Left, by not studying the Indian caste
system and adopting a suitable method of organizing, is disappearing from the
national political scene, the Congress is getting more and more weakened.
Quite unexpectedly the RSS-BJP seems to have done a thorough
study of the caste system and the Congress still seems to play the same old
game. In addition, the Congress and all regional parties are under attack as
dynasty parties.
Culturally, the RSS-BJP announcing as their presidential
candidate a Tribal woman, with a normally unacceptable name Droupadi, which no
Dwija or Shudra/OBC family was willing to give to their girl child in the known
modern history, will send a strong reform signal. Draupadi Pandava was treated
as an abnormal, rather immoral, woman with five husbands and given her
assertive autonomous role, unlike Sita in Ramayana or other women in
Mahabharata. She was not considered to be an acceptable Hindu Nari.
Her life and role represented a matrilineal social condition which still has
some social base among the Indian tribes. It appears that this Santhal woman
was named Droupadi in defiance of the fact that independent women like the
Draupadi of Mahabharata are not acceptable.
In keeping with her name, Droupadi Murmu rose with confidence
and chose a political career. Now she will proudly be the first Adivasi, that
too a woman, president. Having opposed the RSS-BJP’s ideology and politics all
my life, I can say that this is the most progressive reformative step they have
taken. The Congress left many such reform measures that have serious
socio-political implications to the RSS-BJP, a right-wing network that has been
even more staunchly against reform all these years. Now, they are putting down
roots with such steps.
Having come to power with an anti-Muslim agenda, the RSS-BJP
forces need to take some Shudra/OBC/Dalit castes and Adivasis with them to win
elections and they are seriously repositioning themselves in the sociopolitical
realm. This does not mean that they are opposed to the brahmanical spiritual
system, which built the fourfold varna order.
From Draupadi of Mahabharata to Droupadi Murmu of 2022 the
Hindutva forces have traversed the unusual terrain of cultural gimmick and
change. The Hindu Dharma, to which the RSS-BJP claim ownership, treated tribals
as Vanvasis (forest dwellers) without even allowing them to have the vision of
a self-respecting citizen. They were deeply suspected to be the ultimate
Christian force. But they are more than seven percent of the vote base, so they
need to be engaged with some share in power. Draupadi Murmu as president thus
plays a long-term beneficial role.
Those who condescendingly viewed the mythological Draupadi will
now have to respect Droupadi Murmu as the first citizen of the nation and
commander of our armed forces. No other woman with that name in the annals of
India has been known for her role in public life. We have many Sitas, many
Savitris and so on but not many Draupadis.

Nowhere in RSS literature has Draupadi Pandava been shown as an
adorable heroine. Only recently Shantishree Dhulipudi Pandit, the
vice-chancellor of Jawaharalal Nehru University, projected Draupadi Pandava and
Sita as first feminists. However, I do not think any woman intellectual
associated with the RSS-BJP, leave alone their men, agrees with that view. When
she described Pandava Draupadi as an autonomous, powerful woman – who opposed
her chief husband Dharma Raja (Yudhisthira) staking her in Judam –
and Sita as a first single mother, she went into a new propositional narrative.
This kind of narrative was not proposed by feminist scholars either. The
character of Draupadi in Mahabharat was that of a powerful independent woman
who did not accept the patriarchal authority of her five husbands in particular
and men in general. As patriarchy held sway in the post-epic times, Indian men
promoted only those women whose life showed total obedience to men conditioned
by Manu’s code. In this patriarchal cultural heritage the name Draupadi
disappeared from our lives. Droupadi Murmu has brought it back, giving us a
feeling of cultural regeneration.
Shantishree’s narrative gains respectability with Draupadi Murmu
becoming the president of India. I am sure Draupadi Murmu will outshine
Pratibha Patil, the first woman president, a Maratha who did not leave behind
any significant imprint of hers in Rastrapathi Bhavan and on the nation’s
psyche. She did not do anything memorable for the women’s cause. K.R. Narayanan
and A.P.J. Abdul Kalam, for example, left their indelible imprint in the
Rashtrapati Bhavan and in the national discourse on certain issues like caste,
youth education and so on. Pratibha Patil could have done so, at least around
women’s issues, if only she chose to play the role of the first woman
president.
Draupadi Murmu’s presence in the Rastrapathi Bhavan itself will
be a morale booster to Adivasi communities of India. The RSS-BJP will try to
use that as political capital and win elections in parliament as well as in the
states with large Adivasi populations. But that itself will not leave a
memorable history for her as a woman president. She has to show transformative
vision and ideas based on her long journey from a tribal village in Odisha to
the Rastrapathi Bhavan. Apart from the tribals, the women of India expect from
Draupadi Murmu some initiatives that will have a positive impact in their
lives.

Minister Shri Awangbow Newmai said that the rescue operation of the victims of Marangching
(Makhaum) Landslide will continue for three more days.
The Minister reiterated that the rescue operation will continue till all the victims are found.
He informed that three (3) more dead bodies are found, death toll mounts to 53 from the landslide
that struck a railway construction site at Tupul in Noney district.
Considering the hardships faced by the officials and volunteers who had been carrying out
the rescue and search operation for 12 days continuously, Shri Awangbow said that a review
meeting will be held as to discuss on providing additional force in the rescue team.

victims are found.
