Delhi Police to create FB, Twitter pages for NE people

Faced with criticism over its perceived lack of sensitivity and outreach to the northeast community in the capital, Delhi Police is set to launch a Facebook page and a Twitter account for people from the northeast where they can post complaints and suggestions.

In another move, a 24-hour Delhi Police helpline will be publicised widely by their social media websites.
The decision was taken by Delhi Police in the wake of an alleged “racist” attack on Arunachal Pradesh student Nido Tania that led to his death and a furore among people from the northeast region.
Delhi Police already has a committee, formed in 2012 and headed by a joint commissioner of police, to tackle problems faced by students and other people from the northeastern states living in Delhi. It is currently being headed by Joint Commissioner Robin Hibu, who hails from the region.

“A Facebook and Twitter account of Delhi Police will be launched soon where students from the northeastern region can put forth their grievances and suggestions,” a police officer told IANS.
He said the accounts will be monitored regularly by a police team with good knowledge of social media and computer handling. “Delhi Police will take note of the posts and act upon them.”

“We will also post the action taken by Delhi Police on the complaints and suggestions,” he added.
Delhi Police will also publicise its 24-hour helpline number - 1091 - on the website of the ministry of development of north east region (DoNER) as well as its Facebook and Twitter pages.

It will also encourage northeast students to pen down their thoughts and experiences on wattpad - an online community themed around writing and story-telling on which users can post articles, stories, and poems about anything.

The DoNER ministry has already launched a support centre for students from the northeast following the death of Tania.

The decision was arrived at after a joint meeting between Delhi Police and officials of DoNER Feb 5, said another police official.

The support centre has been opened at the NorthEast Council Guest House in Chanakyapuri in central Delhi. Professional counsellors will be hired on contractual basis to deal with problems and issues raised by northeast students at the support centre.

In another step at outreach, Delhi Police is planning to conduct half-day seminars once a month that will see professional counsellors and northeast people discuss issues and problems faced by them. In this move, the DoNER ministry would also chip in.

Delhi Police holds meetings once in two months with students and people from the northeast in the seven police districts of the capital. The minutes of the meetings are forwarded to Hibu and the Delhi Police commissioner, said an official.

24-year-old boy from Manipur stabbed in Delhi's Saket

New Delhi: A day after two Manipuri boys landed up in hospital after being attacked, another youngster from the Northeastern state has been attacked in the national capital on Tuesday morning.

In an apparent robbery attempt, the victim, a 24-year-old man, was stabbed in the stomach by unknown men. The incident took place in Delhi's Saket at around 4 am when he was returning from work.

He was rushed to a Saket hospital where he is condition is reported to be critical.
Prima facie it appears to be a case of robbery as his mobile phone was snatched by the assailants.

Delhi Police Commissioner has reached the spot and investigation is on.

This comes a day after two Manipuri boys in their early 20s were attacked in Delhi's Ambedkar Nagar area. As per the latest reports, one of the victim is still in hospital undergoing treatment.

Days after Nido Tania's death, two more boys from North East attacked

New Delhi:  Two boys from the North East were allegedly beaten with sticks last night at a south Delhi neighbourhood, less than two weeks after the death of Nido Tania in what his friends described as a racist attack. The boys, who belong to Manipur, were allegedly attacked at Madangir in south Delhi by a biker.

Courtesy: NDTV.com
One of them, Ginkhansuan Naulak, is still being treated at the All India Institute of Medical Sciences (AIIMS).

The incident surfaces at a time several groups from the North East are protesting the death of 20-year-old Nido Tania, a student of Arunachal Pradesh, after being beaten with iron rods and sticks at south Delhi's Lajpat Nagar market on January 29.

Nido was found dead in his bed hours after he was allegedly beaten by men who allegedly ridiculed him for his blonde hair and shouted racist slurs at him. An autopsy report has confirmed that he died of injuries to his head and face as a result of that attack. Nido's parents had maintained that he died due to the beating, but the police said they could act only after a medical report.

Congress Vice President Rahul Gandhi and Delhi Chief Minister Arvind Kejriwal joined protesters demanding justice for him at candlelight vigils last week.

Politicians across parties have vowed to work with activists and students from the North East to address their recurring concerns of being racially targeted in Delhi and other cities.

Letter to Mother India

(The author is Kimi Colney, a blogger and a patriot at heart who doesn’t mind
giving a piece of her mind to anyone who looks down upon or talks ill of the people
from Northeast India – Editor)

Dear Mother India,

From the day I was born, you were the first sight I saw. My first steps were in your soil. I spent a month memorizing your national anthem. Recited it with pride among my peers in second grade.

Ever year, I celebrated the Republic Day and Independence Day. Watched all of Gandhi’s movies and a few of Bhagat Singh’s.  Learnt of our rich history of the Mughal Empire and the Maurya dynasty.

I visited temples and villages, beaming with pride for the nation I belong to. I walked the marble stones of the Taj Mahal and wondered about the great minds of our ancestors.

On meeting people from another country, I’d tell them with pride, there are 28 states in my country. We may not be economically strong, but we are strong, culturally. We have so many kinds of people, all so beautiful, so many distinct dances and festivals, we are a close-knit family.

I wrote articles about you hoping people would read and get a taste of Incredible India.
But even though I love you still, today I must say goodbye to you. Though my passport is Indian, though my birth certificate claims I’m Indian, and though I’ve lived in these soils all my life, I am not Indian.

To be considered part of a family, you must be accepted by the members of the family. And today, clearer than ever, we have been shown that we are not. Though the country talks of progress, broad minds and acceptance, everyone from street vendors to employees in the biggest MNC’s, a small part of your heart will always discriminate.
The saddest part is what you discriminate upon – our looks. How many times have we read and recited the words, “Don’t judge a book by its cover.” Well, DEAR INDIA, that’s what you do everyday.
I wear a sari to work with a patriotic feeling, tugging the ends with difficulty, and all along the way, I hear chants of ‘Chinese model, Chinese model’. I hang out with my friends in a Chinese restaurant, I’ve known them for months, explained to them that I am FROM the country, but half of the conversation goes like, “this is Kimi’s restaurant, order anything  you want….” At outings I get introduced as the Chinese friend. In trains I am referred to as “that Nepali”.

In every city, every town, this is what we go through everyday. We have looked by, hoping and thinking, they will understand and learn of us someday. But such a thing as death, for someone of such a young an age as 20 for reasons relating to his hairstyle, is not something that can be looked by.

Well, I have just one question for you India, are you ashamed of us? Do your rather wish we were foreigners of another country then one of your own land. Even after knowing we are your fellow citizens, why does your taunting never stop?

And what is so wrong in our face? Our eyes are a little small, we are a little fairer, we like experimenting with our hairstyles, does that make us any less a part of India? Or, would you like us all to go through plastic surgeries making our eyes bigger, changing our features, and having oil-slick hairstyles to be deemed citizens of the country?

Are you ashamed that we are of the “scheduled tribe” section of the country? Because in a land where caste says everything, it wouldn’t be surprising. But, just so you know, though we may not have many railroads, looming malls or corporate giants, though a large part of our population may still depend on farming, each day we wake up as Indians. WE toil through India’s soils, we watch Indian channels, we eat and drink India’s food.

Each day we read newspapers of India, checking up on politics, wondering who will be a good leader for what we have for so many years called our country. But now you make us wonder, is it really?

Goodbye India,
A Proud Northeast-ern

Gang of four: the men convicted for December 16 Delhi gang-rape

New Delhi, Sep 10, 2013 [AFP/ Hindustan Times] --- The four men convicted on Tuesday over the December 16 New Delhi gang-rape lived in and around Ram Dass Camp, an unauthorised slum in the south of the Delhi favoured by hundreds of labourers.

Residents there complain of the ignominy of being associated with the men, particularly the ringleaders whom they remember as heavy-drinking troublemakers known for their abusive language and disregard for neighbours.

Ram Singh, the regular driver of the bus used for the attack and one of the main instigators of the crime, was found hanging in his prison cell in maximum-security Tihar jail on March 12 in a suspected suicide.

The 32-year-old had confessed privately to his role, according to his parents, but during the trial he had denied the long list of charges including murder, rape and kidnapping.

Here are profiles of the four men convicted, as well as the fifth under-age suspect who was sentenced to three years in a correctional facility on August 31.

Mukesh Singh
The brother of Ram Singh who migrated to New Delhi from his ancestral village in the western desert state of Rajasthan. He frequently worked with his brother on the bus and also tried getting a job with a construction company in Delhi.

During court proceedings in April, the unmarried labourer, who has a tattoo of two swords signifying "bravery" on his left arm, told AFP he was a "very hard working man" and wanted to "lead a simple life".

Aged 29 at the time of the crime, he denied the charges against him and told the court that he "respected women".

Vinay Sharma
Aged 20 at the time of the crime, he denied being on the bus. He earned $100 a month as a helper at a local gym and lived in the same neighbourhood as Mukesh and Ram Singh.

He had completed his schooling, unlike the other convicts who are school dropouts, and during the trial said he wanted to appear for a recruitment test for a job with the Indian Air Force.

Sharma submitted an application to the judge to be moved out of Tihar jail after being assaulted by inmates. He suffered a fractured left hand while in custody.

Pawan Gupta
The youngest of the rapists, aged 19, Gupta was a fruitseller who also worked as labourer on roads and construction sites for a couple of dollars a day. During wedding season, he would work with a catering company.

He was arrested at the Ram Dass Camp where he lived with his cousin and was known as a friend of Ram Singh.

Akshay Thakur
A married father of a two-year-old son, Thakur also worked as a helper with Ram Singh and had earlier been employed in a local liquor factory and in a brick kiln.

Aged 28 at the time of the crime, he fled from Delhi on December 17, but was arrested at his father-in-law's home in the eastern state of Bihar. His wife, Punita Devi, told the police, that if her husband is found guilty then he should be "shot dead".

A juvenile
A 17-year-old at the time of the attack, who cannot be named for legal reasons, is a run-away who fled his home in impoverished Uttar Pradesh state at the age of 11.

His mother told the police that he was the eldest of her six children and that she had no contact with him during his time in the capital where he had no fixed job or address and often slept rough.

He cleaned Ram Singh's bus and in winter slept inside the vehicle.

JNU student girl still critical in Delhi

New Delhi, August 1, 2013 [IANS] --- A day after being brutally attacked with an axe by a besotted classmate who later committed suicide at the Jawaharlal Nehru University (JNU) here, Roshni, 22, remains critical, a police officer said Thursday.

Doctors attending to her at Safdarjung Hospital said Roshni is in the Intensive Care Unit, and has suffered four deep injuries on the skull. Blood vessels supplying the brain have been damaged.

She has a major brain clot and her right wrist was badly slashed in the attack, a doctor said.

Police said that the family members of Akash, the 23-year-old student of Korean in the university's School of Languages, who attacked Roshni, have reached Delhi from Bihar.

After the attack, Akash committed suicide by slitting his throat and also drinking a poisonous substance.

A police officer said a four-page note written in Hindi and English by Akash had been recovered.

"We have recovered a four-page suicide note from Akash, were he has written that whatever happened between both of them (Roshni and Askash) is known to their friends. So we will question friends of both of them to know what triggered him (Akash) to indulge in such a brutal attack," the officer said.

The incident has shocked students and faculty at the JNU. The campus is known as the hub of radical thinking.

Northeast girls harassed by CISF at IGI airport in New Delhi

While women continue to demand for safety in Delhi, yet three Northeast girls were harassed by a CISF man at the IGI airport. On 29 June 2013 between 1pm to 2pm three girls from Northeast India were allegedly harassed by a CISF Constable, Ram Chander Chaudhury at IGI domestic airport. The three girls were harrassed by the constable while they were waiting for their siblings coming from Imphal to Delhi by Indigo flight which was to arrive at 1:30pm at the airport.

The girls told the North East Helpline that Mr. Ram Chander Chaudhury, a CISF constable came and asked us 'Why are you sitting here for so long' and when we replied we are waiting for a flight then he continued on asking unnecessary things 'Which flight, show me your Identity card'.

"There were many people sitting near us, some have been sitting longer than us but Mr. Ram Chander Chaudhury didn't ask anything from them. We were too shocked that he was targeting only us since we look different. He took advantage of our young age and different looks from the rest of other Indians sitting nearby us. His intention was to stalk us as he was roving his eyes all over our bodies while abusively demanding to show him our identity cards," the three girls said in tearful eyes.

Dr. Alana Golmei, General Secretary of NE Helpline said, "They are my nieces and I was also standing few metres away from them along with my cousin sister when the incident happened. One of my nieces called me on my phone and told me to rush to where they were being harassed by one CISF man, who was in civilian cloth. Then I rushed to the place where they were sitting. I immediately intervened and asked politely to Mr. Ram Chander Chaudhury what was it all about and he angrily replied he was doing his duty according to the order of CISF Vigilance. When I requested for the standing order he tried to persuade me to go with him and see from his office. I insisted him to bring the standing order of CISF (any order that says one should not sit in IGI domestic airport for more than one hour). Meanwhile I also spoke to another personnel from Ram Chander's phone and the man on phone said the same thing that they were vigilance personnel of CISF and that he saw nothing wrong on the behaviour of Ram Chander.  Later, another CISF official whose name was R.S. Sharma appeared along with Ram Chander. He was trying to justify on behalf of Ram Chander saying that there was no harm in asking for their Identity cards and added that the girls could have just showed it which further appalled me".

Inspite of repeated calls to the concerned authorities and central government regarding the discrimination and harassment of Northeast community residing in Delhi and NCR region no visible action has been taken up so far.

The North East Helpline strongly urged the Ministry of Home Affairs (Govt of India) and any concerned authorities dealing with CISF Vigilance at IGI airport to take strong action against Mr. Ram Chander Chaudhury for harassing and stalking the three NE young girls on June 29 2013. This is not the first time, there were many unreported incidents in the past where NE community were harassed by the security personnel and airline officials as well in IGI airport, New Delhi.

The North East Helpline also sought clarification from the concerned authorities whether there is such rules imposed to people who look different especially the Northeast community to be harassed in this way. And this incident happened while Mr. Ram Chander Chaudhury was carrying out his official duty, therefore, we appeal to the concerned authorities to be answerable for the said matter at the earliest.

Landlord held for raping foreigner in Delhi

NEW DELHI, JUNE 26, 2013 [TOI] --- A landlord in Hauz Khas, reportedly the nephew of a former Delhi mayor, has been arrested for allegedly raping a foreigner and attempting to rape another in the same building on Sunday night. The two women were staying in his flats as tenants. Rajeev Panwar was arrested on Monday on the complaint of one of the women, who is a US national.

Panwar has been remanded to 14-day judicial custody, till July 8.

Police said the two women had been staying as tenants in different flats owned by Panwar in Hauz Khas for the past several months.

He befriended one of the women—police variously described her as a Russian and an Uzbek—and visited her for dinner on Sunday night. He reportedly stayed back and raped her.

The American woman in her complaint said he later entered her residence and tried to rape her while she was asleep (an offence called technical rape). The woman woke up, raised an alarm and called police.

Panwar's grandfather was a member of Parliament and president of Delhi Pradesh Congress Committee. A case of rape has been registered against him at the Hauz Khas police station.

The family of the accused, however, denied the allegations saying both women had failed to pay rent and on being asked to vacate their flats had falsely implicated him.

Yamuna recedes in Delhi but flows above danger mark

New Delhi, June 20, 2013 [IANS] --- The water level in the Yamuna started receding in Delhi Thursday morning but stayed above the danger mark of 204.83 metres. Many low-lying areas in the city also remained inundated, a government official said.

"The water level, which rose to 207.20 metres mark (on Wednesday), came down to 207.15 metres around 9 a.m. today (Thursday). But it is still above the danger mark of 204.83 metres. We expect the water level to reach 207 metres by afternoon," Dharampal, secretary of Delhi's revenue and disaster management department, told IANS.

The official added that the Yamuna's wate level touched 207.25 metres mark by late Wednesday, the highest since 1978 when it reached 207.49 metres, and the food water spilled over to the Outer Ring Road. In 2010, the water level of the flooded river had touched 207.11 metres.

"The water level was so high yesterday (Wednesday) that by 8 p.m. the flood water spilled over to the Outer Ring Road. The Tibetan Market was filled with knee-deep waters. As the water level in the river is gradually coming down, the water on the road is draining out," the official said.

Over nine lakh cusecs of water has been released into the Yamuna from Hathinikund Barrage in Haryana in the last four days, resulting in rise of water level in the river.

"The water level released from Haryana has reduced significantly," he added.

A man drowned in the swollen river while bathing near Majnu Ka Tila in north Delhi Wednesday, the official said.

Nearly 5,000 people have been evacuated from low-lying areas like Usmanpur, Yamuna Bazar, Bhajanpura and Shastri Park in east Delhi, and shifted to about 900 relief camps set up by the city government.

However, people complained that there were not enough tents to house all those displaced.

The muddy, swirling waters of the Yamuna river crossed over the danger mark Tuesday, leading to the closure of the city's 145-year-old rail-cum-road bridge, which connects east Delhi with the heart of the national capital.

No justice for the family of a Northeast minor girl raped and murdered in Delhi four years ago

"It was really unfortunate and very disappointing to learn that the Judge, Mr. Atul Ghar has acquitted the accused Manoj Thapa on the ground that there was no sufficient evidence to punish him," said Dr. Alana Golmei, General Secretary of North East Helpline who met DCP South Mr.B.S Jaiswal yesterday.
In pursuing the rape-murder case of the 5-year-old Naga girl, who was allegedly raped and brutally killed by Mr. Manoj Thapa (21) here in Mahipalpur on April 17, 2009, Dr. Alana Golmei was shocked and helpless when she heard the Court had acquitted the accused.
Dr. Golmei added there is no justice for the family of a five-year-old girl, who was horrendously raped and brutally murdered four years ago. Even four long years have passed without justice after the rape-murder incident; the accused was still acquitted by the Court in Delhi recently.
The alleged rapist, Mr. Manoj Thapa (21) stayed in the adjacent building and was just another friendly neighbour of the victim's family when he committed the crime in April 2009.
"The alleged murderer Manoj Thapa had several criminal records including a charge of raping a deaf and dumb girl at R.K. Puram in 2004 but it's shocking to learn that the Court has acquitted him without even further investigation," Dr. Alana added.
The DCP South B. S. Jaiswal yesterday said that the police is not convinced with the verdict of the Court and therefore the police have filed an appeal to the High Court and is awaiting for the next hearing, Dr. Golmei told our correspondent.
"We, the North East Helpline is veraciously appealing to concerned authorities and law enforcement agencies to seriously look into the matter so that the family of the victim gets justice without further delay," she added.
The family of the victim came to Delhi from Mhainamtsi village, Peren of Nagaland in the month of January, 2009 to get better employment opportunity as well as to educate their child in a good school. However, their dreams short lived when they lost their only child. The nightmare continues unstoppable till today.

Munirka residents waited 620 Bus for over an hour

Buses for Munirka to Connaught Place is almost invisible today

New Delhi, May 18, 2013 [Media Incharge, NE HELPLINE] --- To catch a bus for Connaught Place, one must think twice now. I have waited Bus No. 620 from Munirka bus stand today intending to reach my office in Connaught Place, at around 12.40 pm. However 620 did not come for more than an hour. There were many people beside me, who are also eagerly waiting for 620. Young children, women and men have been sweating under the scorching sun in the bus shed for so long. Especially the Munirka residents who are waiting the much awaited 620 buses faced the brunt of the negligence of DTC officials. Some says these buses were hardly found like this in the recent past. Many buses which have 764 numbered arrived repeatedly one after another in non-stop.

When the 620 buses became invisible to our eyes for so long, I began to record the frequency of buses which appeared before our eyes here in Munirka bus stand, as given below.

1.41 pm                      511 (AC) Last 4-digit No. 9453
1.42 pm                      511A (AC) Last 4-digit No. 9502
1.45 pm                      511A (AC) Last 4-digit No. 7105
1.47 pm                      507 (AC) Last 4-digit No. 8952
1.48 pm                     Two buses arrived at the same time - 620 (AC) DL-1P-C8969 immediately followed by 620 (Non AC) DL-1P-C8593, which I boarded (8593) with a 15-Rupees Ticket No. 64529. This was the luckiest time for those who are waiting 620!
Imagine, after a long wait, two 620 Buses – one AC (Red) and the other non AC (Green) arrived together in which the AC was followed by the non AC, with a gap of about 3-4 feets only. Why was so at the same time? Why not in a different interval? These need a prompt response from the concern authority?

The total waiting time taken in waiting 620 Buses was definitely 1 hour and 8 minutes (98 mins) as I have waited the bus at 12.40 pm which and last till 1.48 pm. The record began at 1.16 pm. Before the record began, around 8 to 10 buses appeared, none of them is 620.

From the above recordings, it is crystal clear that 764 Buses have the highest frequency while 620 have the less, twice at the same time! The less frequency of 620 buses created a big problem to the daily commuters who are residing in Munirka as well as others in south Delhi areas.

Why was DTC Bus 620 so less today between 12.40 pm to 1.48 pm? There is something wrong from the DTC officials or DTC drivers.  The concern authority must take immediate action to remove the hurdles meted by the daily commuters.

N.E. Hostel cum Discipleship Centre

Many of our talented and educated young boys and girls were sent-off far away from home for further studies in the national capital city, Delhi by parents with high expectation to get degrees and good jobs or services. Many of them became unsuccessful due to lack of proper guardianship and safe place to concentrate in their studies which became a great burden for the families and for the society today. Now a days many of our students (youths) are living freely and even neglecting their spiritual life and relationship with the Almighty God. With all these burdens in mind, a N.E Hostel-cum-Discipleship Centre is being set up especially for students coming from the North Eastern States of India pursuing their degree course in various colleges of Delhi. The total capacity is up to 15 students, all necessary lodging and fooding, except personal daily uses like soap, tower, toothpaste, etc will be provided. Separate room allotted for boys and girls. A common mess will be served in the hostel. The monthly fee is Rs 5000/- per head.

The main aims and objectives:
